06-07-1999 Meeting PARK & RECREATION ADVISORY COMMITTEE MEETING 7:00 P.M. MONDAY JUNE 7, 1999 CLERMONT, FLORIDA MINUTES Basha Schlazer called the meeting to order The sign in sheet was passed around and initialed by all attending members All guests sign in Basha asked everyone to please look over the minutes Joe Janusiak motioned the minutes were in order Al Schlazer seconds the motion Motion passed Basha Schlazer turned the floor over to Bob Shakar, from Jayinark to talk about the Lost Lake reserve, One mile south of Hwy 50 on US 27 Starting his presentation, Bob pointed out the road construction underway consisting of Hancock Rd, Grand hwy, and Citrus Tower Blvd This will open the area and will have less congestion on the main roads Jaymark is here because they are contributing a park to Clermont Wayne Sander said he would like that documented Project A-B- C-F are single family resident Project G-D Multi- family, CV commercial Around Lost Lake there is 100-yr flood zone. 11 acres are being donated to the city of Clermont for recreation with 11/2 acres if that, for the YMCA Jaymark is here to show you the plans to see if we are going in the right direction Jaymark has been working with Wayne Saunders, Amy Lesner and the city council as well as the YMCA The 11/2 acres the YMCA will be running will have an inside facility, and a pool Mike vice president of engineermg and planning for.Jaymark Mike presented the graphs on lost Lake Reserve potential park facility We have toured Central Flonda's parks to get an idea on what made them special in their quality and character for Lost Lake This process has been going on for a year Master plan 10 acres to the city of Clermont, 11/2 acres goes to the YMCA The central parking lot will be paved accommodating 160 vehicle plus unpaved parking for additional 60 spaces Eastside descnption, 1'/2 acres for the YMCA Full basketball court and 1 to 2-story building, pool area that will have 4 lanes for swimming 5200-sq. ft. open play area There is a 3%slope. Dry ietention ponds South end description will have paved walkways, a softball field and a multi- purpose tennis court The DG area is the Disc Golf The 100-year flood zone will be more passive maybe a lab and a butterfly garden The grassy area will be preserved Accessibility to the water like maybe boardwalk canoes Wayne Saunders added that this is with cooperation between the city of Clermont and the YMCA The city would own all the property but the YMCA would be on the deed for that one-acre of property The YMCA will be managing the 11/.7-acre parcel Al Schlazer mentioned that the volleyball courts with the sand would be hot and hard to maintain John Greenaur, from the YMCA, this will give the YMCA a place to hang their sign There has been money raised for the pool Steffam Witmer, Executive Director, S L YMCA would be "•-••■ running the facilities Mike asked if Jayinark is paying for this project and Bob Shakar said that the land was donated and some of the facilities will be at their cost and some from the city Some money will come fiom impact fees from homes being built. Bob Shakar would like the committee's approval or blessing on the park plan so when Jayinark presents this to the city council we can say we have the support of the advisory committee Joe made the motion to give Jayinark an okay on the park Basha asked Wayne do you approve? Wayne Saunders said there are two issues first type of facilities, and second continue progress with the YMCA Basha said do you want to motion Wayne said he could not Jay Smith asked if the YMCA would have control over the facilities The YMCA will mange the facilities Tara Shaver asked if the pool would be public or would the YMCA own it Wayne Saunders said that the YMCA would run it but the city would be able to use the facilities Basha Schlazer entertained a motion Joe Janusiak made a motion to the city council for cooperation on these city plans. Robert Beasley seconds the motion Motion passed Tara Shaver asked Mike and Bob for a copy of all the Jayinark plans that were presented tonight, they said that copies would be made Wayne Saunders said to send them to his office and he would make sure that the committee would get a copy After the presentation Jaymark and the YMCA representatives left the meeting Basha presented the next issue on the agenda, which are the sport complexes Amy Lesner told the committee that we need a central location for the sport complexes She would like to see Palatlakaha Park fields be used just for baseball and Hancock Park be used for softball and the other parks will remain the same,this would cut cost in the maintenance of the parks Wayne Saunders said that Hancock Park would cost the city about$80,000 dollars to maintain. Amy Lesner said she is looking for a motion to present to the city council Tara Shaver made a motion to change Palatakaha park ball fields to just baseball and have Hancock park fields be just softball Joe Janusiak seconds the motion. Mike Lausier asked Amy and Wayne if it would be any cost to change Palatlakaha Park Wayne said yes it would Kirk Hall said they did a survey they had 73 responses 47%willing to help provide labor and other support to build fields Wayne told Kirk that the funding for the first field is inn the budget that the council gave Wayne the okay on the master grading plan They should be ready in 2 to 3 weeks if Kirk had someone to start moving the land(a heavy equipment operator). Kirk asked Wayne if he wanted a league member to go before city council Wayne said that wasn't necessary they were just waiting on the ST Johns River permit Wayne said that they did receive$150,000 dollar grant from Lake County They are trying to get the South Lake Foundation to donate money Hancock Park would have 4 girl softball fields and 1 adult field Wayne Saunders said that they have requested a grant from the state and that these funds would cover the smaller fields and not the adult field Kirk Hall did a survey on adult leagues Wayne Saunders made a suggestion to wait on converting the field until the other field was ready also that maybe we should ask the South Lake Foundation to fund the adult field Tara Shaver asked if there should be a motion made, Wayne Saunders said yes. Tara Shaver made a motion for the city council to ask the South Lake Foundation for funding for the adult softball field Charles Becker seconds the motion Motion passed Basha Schlazer asked Wayne Saunders if we have a contract with the leagues and the amount of insurance coverage they carry? Wayne Saunders said the leagues had no contract with the City of Clermont only with the City of Kissimee Basha suggested that Clermont have a contract with the leagues and require one million dollars insurance policy Wayne Saunders said the city attorney could draw up a contract to spell out everyone's responsibilities Joe Janusiak made a motion for the city to have a signed agreement with each league and the leagues must have a certificate of insurance for at least one million dollars Tara seconds the motion. Motion passed Basha Schlazer asked if everyone saw the recreation programs Amy Lesner has planned for the summer We need these programs, the YMCA cannot except anymore children Basha would like to commend Amy on her agenda Kirk Hall wanted to know about the league fees, if they would be increased this year The league fees would not be increased until April That's when the contracts and insurance will go into effect Kirk said he had no problem with them raising the fee but the 10% from the concession stand would kill them. Amy Lesner said they would work it out. Discussion on members not attending the meetings Jay Smith made a motion that any member who has been absent from the last 4 meeting be taken off the committee Joe Janusiak seconds the motion Motion passed Rick Fetty, Jack Gaines and Michele Hammerton forfeited their seat on the committee Bash Schlazer asked if there was any old business?No response Is there was any new business?Amy Lesner wanted everyone to look over the new City of Clermont facility use contract The insurance certificate would only apply to leagues, others would fall under the cities insurance Joe Janusiak mentioned that Willie Montgomery had complained about the new fee structure on the park facilities, and Wayne Saunders explained to him that it was on a ls`come basis To guarantee a facility would require a fee McKinney Park new pavilion will be located on the north side of the park on Desoto and Bloxam Joe Janusiak mentioned that the children keep getting hurt on the fence at McKinney Park Something should be done about the fences Kirk Hall wanted to know about how long before the field at Hancock Park would be complete Wayne Saunders said that should have them finished for spring They should have the rest of the funds by October Kirk said that the softball field at Park Palace needs to be fixed Amy and Wayne said that they would take care of it Basha wanted the committee to look at the fee structure again and that would be our homework It will be discussed in July's meeting Committee member all agieed that the 1st Monday in July is a holiday, so they decided to have the next meeting on Monday July l2th at 7 p m In August there will be no meeting Basha asked the committee if there was any other business? With no other business Basha made a motion to adjourn the meeting Joe seconds the motion Meeting was adjourned at 8 44pm
