- MINUTES
/ Basha called the meeting to order. The sign in sheet was passed around and initialed by
all attending members
Minutes of February 7th meeting was reviewed by committee. Correction made and
deleted under New Business about the Hospital Ceremony Bob Beasley made motion to
approve minutes as corrected. Michael Laurier seconds motion Passed
Bob Steven was invited by the Committee to talk about The Park & Recreation Budget,,
Funding and Grants The Committee will discuss where funding comes from and where it
is distributed Basha introduces guest Bob Stevens, Lake County Park and Recreation
Manger
Bob Stevens- Thank you for inviting me There are 13 staffs in the Park& Recreation
Department of Lake County which 11 are dedicated to Park Maintenance the remaining 2
are Administration and Grant Development. Lake County Park and Recreation receives
$610,000.00 dollars in grants from the state, which comes from taxes We also receive
$200,000 00 dollars in grant money from State registration Approximately $30,000.00
dollars from fishing licensing and $80,000.00 dollars from boat registration As of last
Friday March 3rd there has been $601,000.00 dollars in requests for the $200,000. dollars
that is available in our yearly Capital improvement program Lake Sumter community
college received a grant. A $100,000.00 dollars went towards middle school programs
$50,000.00 dollars went into the cities youth programs for non- resident children who
participate in city programs
Impact fees- The City of Clermont collects impact fees Preston Davis would know more
about that and what amount goes to Park&Recreation. The county does not receive
impact fees at this time but we did hire a impact fee specialist to encourage this. Another
way is to have developers donate land or have a Park dedication fee or fee in Lou
Any one of these would bring in more money for park and recreation for the county. The
cities of Lake County are pushing for more money. Jeff says we need to become a voice.
We need more money for Park& recreation and a master Plan for growth. Clermont is
the fastest growing city and there already is a demand for more facilities Basha
suggested to Amy to invite Bob Pool to the next meeting so the committee could talk
with him about county impact fees. Amy and Basha would extend an invitation to Mr
Pool.
Land Acquisition— set aside for Lake Louise is about 7 to 8 hundred thousand dollars.

e-. We have 279 acres which 58 % are undeveloped Lake County also receives Racetrack
money to purchase land County maintains 38 parks 12 cemeteries and 12 boat ramps
In the smaller cities like Paisley and Aster, youth organizations run the park facilities
while the county assists The only problem with that is the volunteer may not always be
there The Park and recreation should run the facilities and let the parents and volunteers
assist
' Curt Hall asked what sources of funding are used for construction and expansion of
county owned parks and recreation facilities?Bob Steven said that county and state
grants taxes According to growth projections and surveys on what facilities should go
where Young families, seniors etc. Palakahaka Park is the best park in the system
Rail to trails- Half a million dollars was put into south trail It took Staff member 4 years
to build 4 miles @ 4 to 5 million dollars The State does not want Park& recreation
involved right now They will hand it over to the county after it is constructed Then P&
R will be in charge of programs and maintenance. The Rails and Trails will go up to
Raven wood area and some of the ghost towns will be used as stops for rails to trails.
Jeff asked about the P& R budget and the grant process. The county budget is 31 million
in which 610,000 goes into P& R and another 200,000 In grant money from the state
Revenue, development establishes quality facilities and programs People are willing to
Pay for nice facilities. Jeff asked if Bob had an advisory committee, and how we could
support him. Bob said to keep communication open and make recommendations and I
will pass it on. The public needs to get more vocal with the county on the needs and
desires.
Al mentioned that there are some tennis courts south on 27 not being used It use to be
owned by the Newcomes
Old business— Lake clean up reminder
New Business— Bob Beasley mentioned that there would be a gas out on April 7-8-9 so
fill up before and do not buy any gas on these dates.
