04-27-1999 CRA Minutes CITY OF CLERMONT MINUTES COMMUNITY REDEVELOPMENT AGENCY PUBLIC HEARING April 27, 1999 A Community Redevelopment Agency meeting of the City of Clermont was held Tuesday, April 27, 1999 at Jenkins Auditorium at 691 Montrose Street and was called to order at 6:45 p.m. with the following Members in attendance: Mayor Turville, Council Member Biddle, Council Member Brown, Council Member Lamb, Council Member Wolfe, Gordon Hallgren and Elaine Hyatt Barton, Also present was City Manager Saunders, Pnncipal Planner Brown and Deputy City Clerk Whitlock. Committee Composition A discussion was held regarding the possibility of more community members on the Board. City Manager Saunders stated that the Downtown Partnership can be,an advisory committee to the CRA which will provide more input. Principal Planner Brown stated that there is a minimum of 5 and a maximum of 7 members allowed on the Board. He stated that the Board can authorize the disbursement of trust fund dollars as long as expenditures are made according to the Redevelopment Plan. Elaine Hyatt Barton stated that a lot of home owners are located in the CRA area and they should be represented on an advisory board. Debbie Armas, Vice President of the Downtown Partnership stated there needs to be a mix to give a broader scope. Council Member Biddle stated he would like less Council Members on the Board and more members at large. Mayor Turville was concerned about the authority to spend money and discussed the possibility of requiring a 2/3 majority rather than a simple majority. A motion was made by Mayor Turville, seconded by Council Member Biddle, and carried unanimously to keep the membership as it presently is with five Council Members and two community members. Parking Areas Additional parking for the downtown area was discussed. City Manager Saunders C.) pointed out several possible angled-parking lots in 100' right-of-way areas. He explained that one parking area is included in the current budget. u ' c.) CITY OF CLERMONT MINUTES COMMUNITY REDEVELOPMENT AGENCY PUBLIC HEARING April 27, 1999 Page 2 A motion was made by Council Member Biddle, seconded by Council Member Brown, and carried unanimously to have the engineering done on Parking Areas 1 and 4, and take bids on Parking area #4 with Parking area #1 as an alternate, to be constructed when the funding is available. Center Lake Fountain City Manager Saunders explained that locating a fountain at Center Lake has been times in the past. Bob Tatum encouraged pursuing the fountain since it will be a help to the lake environmentally and it will be viewed easily from S.R. 50. After discussion, he was asked to investigate the cost and the size of fountains. Ken Norquist asked that various types of filtration systems also be investigated. Streetscape Bus Tour Council Member Biddle reported that he participated in a bus tour of four cities who have had a streetscape project (Ocala, DeLand, Sanford and New Smyrna). He said that a slide show presentation of the tour will be held on May 6 and invited all to attend. The meeting adjourned at 7:30 p.m. Next meeting will be 6:30 p.m. on May 11, 1999.' Harold S.
