08-08-2000 CRA Meeting CITY OF CLERMONT MINUTES COMMUNITY REDEVELOPMENT AGENCY PUBLIC HEARING AUGUST 8, 2000 Page 1 A Community Redevelopment Agency meeting of the City of Clermont was held Tuesday, August 8, 2000 at Jenkins Auditonum at 691 Montrose Street and was called to order at 6.30 p.m. with the following Members in attendance: Mayor Turville, Council Member Biddle, Council Member Mullins, Council Member MacLauchlin, Elaine Hyatt Barton and Gordon Halgren. Council Member Lamb was absent. Also present was City Manager Saunders, and Deputy City Clerk Maddox. Minutes A motion was made by Council Member Biddle, seconded by Council Member Mullins and carried unanimously, to approve the Minutes of the CRA Meetings held on July 13, 2000 Downtown Clermont Partnership-Report Sherry Halgren, Vice-President of the Downtown Clermont Partnership stated that the August First Friday event, "Dog Days of Summer"was successful. Ms. Halgren stated that in September the event will be "Music, Music, Music" and will include different kinds of live music up and down the streets and in October they would like to have a"Dance Through The Decades" Ms. Halgren stated that they are concerned about the safety of attendees at the First Friday events and are surveying merchants now to see if they would like to request that Montrose Street from Jenkins Auditorium to West Avenue be closed during the First Friday Events. Debbie Carlucchi stated that on behalf of the Partnership she had mailed a request to the City Manager asking that Minneola Avenue between 7th Street and 8th Street be closed on Saturday mornings from 6:30 a.m. to 1:30 p.m. for a Farmers Market. Ms. Carlucchi stated that this fanners' market would have only organic and homegrown vegetables and fruit and no commercial growers would be allowed. Mayor Turville stated that this idea of having a Farmers' Market was discussed at a workshop y; () and City Manager Saunders stated that it would be on the next City Council Agenda. There was discussion regarding any possible conflicts the Farmers' Market might have with other fl CITY OF CLERMONT MINUTES COMMUNITY REDEVELOPMENT AGENCY PUBLIC HEARING AUGUST 8, 2000 Page 2 downtown events and City Manager Saunders stated the only possible conflict was the Christmas Parade and the Partnership agreed they could cancel that Saturday's market. Main Street-Report Program Manager Rose Biddle stated that the Application for Main Street designation was completed and copies are available for review. Ms. Biddle stated that the presentation will be held August 24, 2000 in Orlando and asked that all those who could attend to please come show their support of the Clermont Main Street program. Ms. Biddle stated that as the new Program Manager for the Main Street Program she would like to help the Downtown Clermont Partnership coordinate events and would also like to work on developing a strong community volunteer base inside and outside the downtown area. Ms. Biddle passed out a description of her job duties as the Program Manager and also a list of the Main Street Board of Directors. Ms. Biddle stated she looked forward to working with the City and entire community. CDBG-Report City Manager Saunders stated that representatives of the DCA came to Clermont and did a walk-through and the City is number six on the list for funding,which means we already have partial funding. Mr. Saunders stated that by the end of the period, we could end up getting full funding and we should know for sure within 30 to 45 days. Mr. Biddle asked what the schedule to begin was if the City is funded and City Manager Saunders stated once we know we are funded and for how much, we can begin immediately. City Manager Saunders stated the engineers have included meetings with the public for input into the design. Downtown Parking-Update City Manager Saunders stated that a pre-construction meeting was held for the West Avenue parking from Osceola Street to Montrose Street and there were no bidders for the project although many invitations to bid were sent out and the project was well _ _ ___ t . , fl CITY OF CLERMONT MINUTES COMMUNITY REDEVELOPMENT AGENCY PUBLIC HEARING AUGUST 8, 2000 Page 3 advertised. Mr. Saunders stated that several prospective bidders stated that they just could not make the pre-bid meeting but wanted to bid the project so another pre-bid meeting has been scheduled and six prospective bidders have committed to attend. Mr. Saunders stated he hoped to bring a bid recommendation before the City Council at the next Council Meeting. City Manager Saunders stated that the property for the new municipal parking lot was closed on last week. Mr. Saunders stated that the property is being cleaned up, re-mulched and will be graded if necessary to get the bumper stops in. Mayor Turville suggested that we place signs indicating the directions to the new municipal parking lot for visitors to the downtown area. Council Member Biddle stated that the Council had discussed that since Alan Pool allows the Hughes Parking Lot to be used by everyone during downtown events the City may be able to assist in re-striping the Hughes Parking lot. City Manager Saunders stated that he would get a price for the job and see if we could enter into an agreement with Mr. Pool for the use of the lot. Mr. - Saunders stated that it might be possible to piggyback the job with the contractor who is striping the West Avenue parking. Mayor Turville asked City Manager Saunders to discuss terms of an agreement with Mr. Pool, for the use his parking lot. Rose Biddle asked the status of directional signs on Highway 50 at 7th Street, 8th Street, Lake Avenue and West Avenue and City Manager Saunders stated that Chris Gachetti is supposed to get back with him when he has the design completed and has talked with DOT. Mr Saunders stated that new signs should help eliminate some of the other signs along Highway 50 and will be more decorative. Ms. Biddle stated that the merchants downtown support new signs to direct people from Highway 50. There being no further business the meeting was adjourned. .4- -).----11:1-) ayor Harold S.
