07-10-2001 CRA Meeting CITY OF CLERMONT MINUTES COMMUNITY REDEVELOPMENT AGENCY PUBLIC HEARING July 10, 2001 Page 1 A Community Redevelopment Agency meeting of the City of Clermont was held Tuesday, August 14, 2001 at Jenkins Auditonum at 691 Montrose Street and was called to order at 6:00 p.m. with the following Members in attendance: Mayor Turville, Council Member Biddle, Council Member Mullins, Council Member Renick, Council Member MacLauchlin, and Board Member Gordon Halgren. Also present were City Manager Saunders and Deputy City Clerk Studdard Minutes A motion was made by Council Member Biddle, seconded by Board Member Halgren, and carried unanimously to approve the Minutes of the CRA Meeting held April 10, 2001. Downtown Clermont Partnership-Report Rose Biddle gave a brief report of the most recent First Fnday event due to the absence of Debbie Carlucci She stated that the last event was very successful due to it being one of the largest attended so far. Main Street-Report Rose Biddle gave the Main Street report. She stated that since the last meeting the Design Committee has put a great deal of effort into the preparation of the Histonc Preservation Ordinance She stated that the Committee has designed and approved a new sign face for the sign at Eighth Street and S.R. 50 in order to promote Historic Downtown Clermont and that it will go before the Board of Directors on Friday for final approval CRA Member Jeff Biddle added that this would just be a screw addition to the sign face with no changes to the dimensions or any other aspect of the sign Ms Biddle asked if permission is necessary for this change C) CITY OF CLERMONT MINUTES COMMUNITY REDEVELOPMENT AGENCY PUBLIC HEARING July 10, 2001 Page 2 City Manager Saunders stated a permit would be necessary as well as obtaining City Council approval for the change. Discussion followed regarding the sign and vanous uses for it. Ms. Biddle then stated that Clermont Main Street, Inc. and The Downtown Clermont Partnership were asked by the CRA Board to recommend guidelines for the makeup of a CRA Advisory Committee. She stated that the following structure and guidelines are recommended. • It should consist of seven members and one City staff liaison. • Committee members should-be: two representatives appointed by Clermont Main Street, Inc., two representatives appointed by the Downtown Clermont Partnership, one representative appointed by the South Lake Historical Society and two resident homeowners who live in the CRA distnct • The CRA Board should choose the resident members through a publication and application process. • The members should be familiar with a CRA and how it works as well as, to the extent practicable, being skilled in the areas of economic development, special events, marketing, urban planning, tourism or arts and design. Ms Biddle then provided the recommendation in wnting Discussion followed regarding the recommendation. (0.-) CITY OF CLERMONT MINUTES COMMUNITY REDEVELOPMENT AGENCY PUBLIC HEARING July 10, 2001 Page 3 CRA Member Turville stated is would be better for Clermont Main Street, Inc. and The Downtown Clermont Partnership to recommend representatives to the Board rather than appoint, and suggested that more than two recommendations be submitted for the Board to make its appointments from. Discussion followed regarding whether the representatives should be residents of the City or not. It was the consensus of the Board to advertise for applicants who are resident 0 homeowners within the CRA District for the positions, and to include a map of the CRA District as well as contact information in the advertisement. It was also the consensus of the Board for that this item be place on the agenda of the next CRA Board meeting and that recommendations are to be brought from Clermont Main Street, Inc. and The Downtown Clermont Partnership to that CRA meeting. Ms Biddle then spoke regarding the recent Visioning Session that the Clermont Main Street Program and the City of Clermont shared the cost of Ms Biddle stated that Mr. Bob Field of Field Associates had provided the Visioning Session of the downtown waterfront from the Bell's Ceramics property to the Hobo's property She stated that approximately forty people were{in attendance and that it was a very positive meeting She further stated that Mr Field will be submitting a report of the Session to the City within a month Ms Biddle then stated that, since the City is considering the purchase of the Norquist property, she would like to reinforce that the property is within the CRA district and that the CRA Board should provide input as to the acquisition of the site Discussion followed regarding the site for the future community center CITY OF CLERMONT MINUTES COMMUNITY REDEVELOPMENT AGENCY PUBLIC HEARING July 10, 2001 Page 4 CDBG-Update City Manager Saunders gave an update of the Downtown Streetscape project and stated that Hartman & Associates will be meeting with Staff and downtown representatives in the next few weeks and that the plans should be completed by the end of September for the project.
