A Community Redevelopment Agency meeting of the City of Clermont was held Tuesday, September
25, 2001 at Jenkins Auditorium at 691 Montrose Street and was called to order at 6.00 p.m. with the
following Members in attendance. Mayor Turville, Council Member Biddle, Council Member
Mullins, Council Member Renick, Council Member MacLauchhn, and Board Member Gordon
Halgren. Also present were City Manager Saunders and Deputy City Clerk Studdard
Minutes
A motion was made by Council Member Mullins, seconded by Council Member
Biddle, and carried unanimously to approve the Minutes of the CRA Meeting held
July 10, 2001
Downtown Clermont Partnership-Report
Andrea Crossley inquired about a list of issues Ms Carlucci had submitted to City Manager
Saunders regarding the Eighth Street area.
City Manager Saunders stated he had answered Ms. Carlucci's correspondence addressing
each issue.
Ms. Crossley stated that the east side of Eighth Street needs cleanup.
City Manager Saunders stated that item had not been on the list but that the City would take
care of it
Ms. Crossley then requested the status of the Center Lake muck removal project
Mayor Turville explained that, in conjunction with the St Johns River Water Management
District, the City cannot transfer water within 24 hours of a rain event He further stated that
the project will begin again soon
Ms Crossley then stated that the Downtown Clermont Partnership recommends Sherry
Hallgren and Karen Dunatis be appointed to the CRA Advisory Committee

Ms Crossley then spoke regarding the possibility of the Townsend House being relocated to
the"Hobo's"property on Eighth Street and asked when the House would be refurbished if
that occurs She stated she did not wish to have more blighted buildings surrounding her and
that the Hobo's building and the Icehouse building and properties are unkempt and in need of
attention
Main Street-Report
Rose Biddle asked if the weeds at Center Lake would also be removed.
C Mayor Turville stated that any weeds growing in the muck matenal would be scraped out with
the muck
Ms. Biddle then stated that the Design Committee is in the process of finalizing drawing and
landscape recommendations for the Streetscape project with Hartman &Associates.
Ms Biddle stated that the new sign is up for downtown and that a banner program is in the
works using the same graphics as on the sign.
Ms Biddle then stated that the Subcommittee is reviewing the City's Land Development
Regulations as they relate to downtown
Ms Biddle then stated that the Waterfront Visioning Report had been received and spoke
regarding vanous sections of it She further stated that she would like to have a CRA Board
Member attend an upcoming meeting with Bob Field of Field&Associates.
Ms-Biddle recommended Nick Jones and Patricia Maddox be appointed to the CRA Advisory
Committee to represent the Clermont Main Street program
Council Member Biddle stated he would attend the meeting with Field&Associates.

CDBG-Update ,
City Manager Saunders gave an update of the Downtown Streetscape project and stated that the City
is moving ahead with Hartman &Associates on the design He stated that the project needs to go out
to bid by the end of October and that there will be a Special meeting of the City Council on October 1,
2001 at 6 00 p m at the Highlander Hut for the Streetscape presentation by Hartman&Associates
and,hopefully, to obtain approval to move forward with the bid process for the project
City Manager Saunders stated he had been contacted by a landscape architect major at the University
of Flonda. He stated that a group the young man is a part of is required to do a senior project
fl beginning this semester through the spnng semester and has offered to use the Visioning information
to further develop a plan for the waterfront He stated that the City will benefit from this, as the cost
would normally be several thousand dollars
CRA Property Loan
City Manager Saunders stated that the CRA purchased the parking lot at the corner of Desoto and
Seventh Streets one year ago at a cost of$90,000 00, with 10% interest. Mr Saunders stated that he
and Finance Director Van Zile recommend that the City loan the payoff amount to the CRA from the
General Fund to avoid the payment of the 10% interest on the loan He stated that the payoff amount
is approximately$72,000.00 at this time He further stated that the City Council could charge the
CRA the typical 4 to 5 %interest rate on the loan or charge no interest at all, for approximately 5
years.
A motion was made by Council Member Biddle, seconded by Council Member
Mullins, and carried unanimously to request that the City Council loan the
CRA approximately$72,000 00 to pay off the property loan from General Fund
with five equal payments, without interest

A motion was made by Council Member Biddle, seconded by Council
Member Mullins, and carried unanimously to appoint the seven
recommended individuals to the CRA Advisory Committee.
Rose Biddle spoke to the CRA Board regarding the theme of the October 5, 2001 First Friday being
patriotic in light of the recent tragedies in the nation She requested that the City close the streets at
5.00 p m for this event and stated she would be seeking permission from the City Council for a,
fireworks display at the waterfront
City Manager Saunders stated that he and Ms. Biddle would meet with the Police Department prior to
the event to coordinate
Andrea Crossley asked if or when the City would be cleaning up the Hobo's and Icehouse properties
spoken of earlier.
City Manager Saunders stated that the City had purchased the Hobo's property and is in the process of
transfemng ownership, but that the clean up would occur within a week or so. He then stated that he
would direct Code Enforcement to notify the owner of the Icehouse property to clean it up. He further
stated that the South Lake Historical Society will relocate the Townsend House to the property within
24 months and will have months to refurbish it.
There being no further business, the meeting was adjourned at 6:47 p.m.
