COUNCIL WORKSHOP
APRIL 23, 2013
The Clermont City Council met in a workshop on Thursday, April 23, 2013 in the Council Chambers at
City Hall Mayor Turville called the workshop to order at 6 OOpm with the following Council Members
present Van Wagner, Mullins, Goodgame and Bates Other City officials present were City Manager
Gray,City Attorney Mantzaris and City Clerk Ackroyd
Wastewater Expansion to Oakland
City Manager Gray reported on the request from Oakland to purchase wholesale wastewater
Environmental Services Director Kinzler introduced Oakland Mayor Kathy Stark Ms Stark introduced
staff and council members present She commented it is not feasible for them to construct sewer Oakland
believes Clermont is the best choice for capacity and accessibility They are ready to move forward with
an inter-local agreement They also have$750,000 in the state line item to assist with the project
Environmental Services Kinzler provided an overview of the project and revenue and cost sharing
forecasts Capacity is available Staff requested approval to enter into formal discussion and negotiations
with the Town of Oakland to provide wholesale wastewater treatment services
Dennis Fultz, Oakland Town Manager, commented on the lift station and force main to connect with the
Clermont system The lift station would be on the Oakland side
Mayor Turville questioned the real available capacity as it relates to future growth
The City Council expressed interest in moving forward
City Manager Gray noted staff will return to Council for further discussion
Impact Fee Study
Finance Director Van Zile commented the city contracted with Public Resources Management Group,
Inc to study the current impact fees The last study was conducted in 2005 by the same firm There are
police,fire,recreation, water and wastewater impact fees
Murry Hamilton, Public Resources Management Group, presented the impact fee study The fees were
last updated in 2005 In updating the study, there was a 13 member team in conjunction with city staff
The primary reason for updating the fees is due to the new Florida Statute referred to the Florida Impact
Fee Act adopted in 2006 and amended thereafter The impact fees should be based on recent and most
localized data In reviewing the current investment, there is an investment of$196 million over the next
few years in police, fire, recreation, water and wastewater The result of the fees is a cumulative reduction
in impact fees by 19 percent It is a $1,700 reduction per equivalent residential unit He reviewed the
reasons for the reduction in fees for water, wastewater, police and recreation There is an increase in the
fire impact fee and reviewed the reason forr the increase He reviewed the city's growth projections There
is a recommendation to change the method of calculating fees to a meter based approach He reviewed the
reasons for selecting a meter based approach Mr Hamilton reviewed the existing and proposed
residential impact fees
Mayor Turville requested the consultant finish the report during the Council Meeting
