05-14-2013 Council Workshop City of Clermont MINUTES COUNCIL WORKSHOP MAY 14, 2013 The Clermont City Council met in a workshop on Tuesday, May 14, 2013 in the Council Chambers at City Hall Mayor Turville called the workshop to order at 6 OOpm with the following Council Members present Van Wagner, Mullins, Goodgame and Bates Other City officials present were City Manager Gray,City Attorney Mantzaris and City Clerk Ackroyd Utility Bills/Community Foundation Finance Director Van Zile provided an update on the status of the request to round up utility bills to the nearest dollar to donate to the South Lake Community Foundation Staff is in the process of converting to a new Utility Billing software program and is expected to be complete by October 1 Council discussed the option of rounding up or have customers choose a flat dollar amount The option to round up would require modification to the software program and would be an additional cost to the city Council asked staff to return with a cost estimate Pawn Shops and Second Hand Dealers City Attorney Mantzaris provided an update on the request regarding pawn shop regulations Staff drafted an ordinance to limit the number of pawn shops based on population Planning staff recommended requiring a Conditional Use Permit The proposed ordinance removed limitations for second hand dealers Staff requested direction from the Council The consensus of the Council was not to move forward with the ordinance The Council would like to address signs related to these types of businesses Staff will return to Council with zoning related issues Shawn McNiel, Family Jewelry and Pawn, expressed concern with limiting the number of pawn shops and noted it is an added value to the community Closed Session Mayor Turville recessed the workshop at 6 30pm and read the following statement aloud At this time, the City Council will be in recess for the Council to conduct a private pending litigation session as requested by the City Attorney and as authorized by section 286 011, Florida Statutes The session is for the purpose of discussing settlement and expense strategy for pending litigation involving the city and Bee's Auto, Inc and Wayne Weatherbee The City Council, the City Manager, the City Attorney, and the City's litigation legal counsel handling the matter will attend the session A court reporter will be present at the session and a transcript will be available after the conclusion of the litigation ADJOURN: With no further comments,the workshop was adjourned at 7 Olpm 1
