Magellan led discussions with the Town of Jupiter and Palm Beach County to implement a fiber sharing agreement which allowed each entity to gain access to fiber strands within each other's networks. ADVISORS Project Objectives The findings of the Municipal Broadband Plan completed by Magellan Advisors and the City of Clermont determined that the construction of the first and second phase of a municipal broadband network presents a great opportunity to bolster the City's technology infrastructure These phases entail the construction of approximately 13.5 miles of fiber-optic network to connect the City's many municipal sites and facilities. The goal of these phases focus on reducing recurring operating costs by replacing existing telecommunications services that provide interconnectivity between the sites and to exponentially increase the bandwidth available to city services and applications These leased services will be replaced by a City-owned and operated fiber-optic network, connecting 17 sites over dark fiber constructed by the City This network would also allow Clermont to utilize spare capacity in the fiber to interconnect with other government agencies in the area, including the City of Leesburg, Lake County, Lake County Schools and the Lake County Sheriff's office if desired The primary objective of this project is to provide professional project management services for the design/build portion of Phases 1 and 2 Understanding that the City will piggyback a competitively bid contract for design/build services with a construction contractor, Magellan will provide project management services to Clermont to ensure that the design/build contractor meets the technical, financial, quality, and performance requirements of the City and fully complies with the City of Clermont's broadband technical standards and associated industry best practices Magellan will oversee the design/construction of the project to ensure that the network is built on schedule with completion, activation,and turn up targeted for October 2013. Magellan will also provide all implementation services as part of this project to activate and commission the fiber-optic network, test the network for performance and reliability and to integrate the City's sites into the network. Magellan will provide professional project management services to the City of Clermont to manage all areas of the design/build phases, including • Task 1• Magellan will work with the City of Clermont to identify the best contractors available to partner on this project We will work with City staff to review potential "piggybackable" contracts, to scope the project accurately, and to negotiate the contract ensuring project timelines and "lump-sum" pricing If the City decides to issue an RFP for design/build services, Magellan will work with the City to properly scope the RFP language for the project • Task 2. Once a contractor is selected, Magellan will develop a comprehensive project plan with timelines for the design/build phase.This project plan will provide a timeline of key milestones for design and construction ensuring that the project stays "on track" with the goal of completing the entire Phase 1 and 2 project by October 2013. We will make technical adjustments to the network with the City of Clermont as needed to correct any error/alarm conditions or resolve any technical issues.
