Project Overview:
Magellan Advisors worked with the Town of Jupiter staff to design a Town owned and operated 5-mile
fiber optic network to connect its 3 core Town sites This new network would replace an AT&T SONET
network which had been utilized for several years to provide connectivity between the sites Magellan
assisted the Town in selection of an Outside-Plant Contractor, scoped the project,assisted in negotiation
of the contract and pricing and provided all design and construction management During the
construction process,there were many issues dealing with permitting,crowded rights-of-way and keeping
to design and construction timelines Magellan worked with Town staff and the contractor to alleviate
every issue encountered, ultimately allowing the contractor to complete the work within the required
timelines and on budget.
Magellan led discussions with the Town of Jupiter and Palm Beach County to implement a fiber sharing
agreement which allowed each entity to gain access to fiber strands within each other's networks. This
agreement has allowed the Town to implement a diverse path of fiber between its facilities providing for
full network redundancy through diverse fiber routes This diverse path was estimated to cost the Town
over$300,000,the Town was able to gain this access from the County at no cost

Magellan also provided all splicing diagrams, network designs, testing, site cutover and ultimate
decommission of the AT&T SONET equipment Our consultants implemented OSPF as the routing
protocol for the Town's new network and provided knowledge transfer and support for the first 3o days of
operation

Project Overview:
Since 2003, Magellan Advisors has held a contract with the City of
Cocoa, FL for technical planning, implementation and support services, focused primarily on the City's
extensive network that transports critical internal, SCADA, public safety and other data across 20 sites
throughout the City. Most recently, Magellan was tasked with developing a City-owned fiber-optic
network that would interconnect the City's primary sites, allowing the City to improve connectivity for
critical systems in Utilities,Public Safety and IT
Magellan provided all services related to the planning, development, construction management and
activation of the fiber-optic network for the City of Cocoa This required a thorough needs assessment of
the different departments within the City that would utilize the network, translating business needs into
technical solutions that would fit the City's operations and budget Over a 6-month period, Magellan
worked directly with the construction contractor to plan fiber routes, identify outside plant assets,certify
engineering designs, develop splice plans, program network elements and activate the network Once
complete, the City was able to quickly transition its services across onto the new fiber-optic network
seamlessly This also allowed the City to significantly reduce its recurring operating costs for
telecommunications services
Since establishment of this network,Magellan has embarked on a community broadband planning project
with the City to identify how its fiber-optic network could be utilized to bolster economic and community
development within the City In January of 2011, Magellan completed a comprehensive community
broadband strategic plan for the City that identified the business, operational, technical and
organizational strategies for a City-owned broadband network,equipped to provide direct fiber services to
the local community. Magellan continues to work with the City of Cocoa today to determine the next
steps in Cocoa's community broadband network

Project Overview:
Magellan Advisors was retained by Seminole County, FL to conduct a comprehensive broadband market
and strategic planning study to determine how the County could utilize its extensive Soo-mile fiber optic
network to provide services to communities in its jurisdiction.The project evaluated the existing telecom
markets in Seminole County with focus areas in broadband availability, uptake, competition, adoption,
services and community need Magellan completed a thorough needs analysis that identified demand
factors from local stakeholders, including government organizations, community anchors and potential
residential and commercial markets This study performed extensive quantitative and qualitative research
to determine statistically valid information from the target market
Surveys and focus groups were created to determine the drivers of commercial and government
broadband services This research was designed to understand existing needs of commercial and
government organizations in the County and whether a County-owned broadband service offering would
be favorably received by the constituency Quantitative research was performed for the project, including
analysis of broadband penetration,uptake,demand,churn and other factors,determined from Magellan's
resources, census tract demographic information, the FCC and various other resources The information
was utilized to develop broadband strategies the County could use to increase broadband adoption and
availability in its jurisdiction
From the favorable findings, Magellan developed a comprehensive Broadband Master Plan for Seminole
County that provided the business strategies that County management could utilize to implement a
community broadband enterprise, providing local loop services to various suburban and rural areas of the
County This Plan provided market, technical, organizational, operational and regulatory aspects of
developing a broadband enterprise, owned and operated by Seminole County Magellan's extensive
research also provided strategies that the County could use to facilitate additional local government and
community anchor needs by providing an overlay of new services on top of its existing fiber optic network
This allowed Seminole to maximize the use and revenue potential of its network without incurring
additional capital costs. Finally,the Plan identified a financially feasible path forward, providing a staged
approach to the rollout of the community broadband enterprise in Seminole County

Project Overview:
As part of its municipal electric utility, The City of Bartow, FL owns and
operates a ioo-mile fiber-optic network running through Polk County, a
highly underserved county in rural Central Florida Although Bartow is the County seat for Polk County, it
has a lack of local fiber infrastructure and resultantly,the operators in the area can only provide minimal
broadband services, composed of basic DSL and cable packages For several years,the City has provided
small amounts of its dark fiber to local service providers to reach businesses in the area However,this has
not been a coordinated City-wide effort and only a handful of customers have been connected to the
network
The City understood that its fiber optic network was a significant asset that could be used to support local
broadband services in an area highly underserved by existing providers The City awarded a
comprehensive broadband business planning project to Magellan Advisors to develop a Broadband
Strategic Plan for Bartow to maximize the use of its network to serve local community needs Magellan
provided a thorough market analysis of the Bartow area, including existing broadband penetration and
local usage of Internet, voice,television and other services Based on the quantitative analysis, Magellan
helped Bartow determine the areas of the City that had the greatest need for broadband services and how
the City could extend its existing fiber optic network into those areas to support fiber-based local loop
services A main focus of the plan was to create alignment between demand from the local market and the
potential service offerings from the City This included definition of services for the local business market,
community anchors, schools, public safety offices and County facilities It also defined wholesale service
offerings that were required by service providers looking to transit the City's network en route to other
areas of Polk County and surrounding counties
The result of the strategic planning project produced a structured broadbnad plan that the City of Bartow
could utilize to implement a community-wide, open-access network in Polk County This open-access
network allowed service providers to utilize direct fiber-optic capacity to deliver new high-speed Internet,
voice and other services to Bartow's local business community Focused on economic and community
development through broadband offerings, the Strategic Plan provided the key strategies Bartow could
utilize to operate a state-of-the-art broadband network and serve its local community for years to come.
Bartow is currently evaluating its next steps in development of the community broadband network

Palm Coast FiberNET, Florida's first municipal owned open-access network went live with commercial
services on May 1, 2010 giving new service providers access to the Palm Coast market FiberNET
provides a new "local loop" alternative to access community anchor institutions and local businesses
across a state of the art completely fiber based network FiberNET is capable of providing local
businesses in Palm Coast with direct fiber-optic connectivity over which customers can contract with the
service provider of their choice FiberNET currently serves the entire Flagler County School Board,
comprised of 16 schools and educational facilities throughout Flagler County FiberNET also connects
the local Hospital and 6 affiliated doctor's offices over its direct fiber transport, as well as many of the
areas local businesses and anchor institutions
Magellan Advisors has been instrumental in assisting the City of Palm Coast with the development of its
fiber optic network. Magellan has provided business planning, analysis, engineering, design and
operations to Palm Coast to ensure the network continues to expand throughout the community
Magellan has also played a critical role in recruiting Internet and voice service providers to the network
Magellan has extensive relationships with the service provider community and as a result was able to
rapidly identify and recruit providers to Palm Coast's FiberNET This allowed the City to launch FiberNET
with multiple providers, resulting in quick revenue generation and immediate new services to customers
on FiberNET
Magellan continues to support the City of Palm Coast in its efforts to expand the network and develop
new economic development and community programs utilizing broadband Magellan is currently assisting

Internet, IPTV and Voice services to residents of the rural Central Florida municipality.To date,The City's
residents have had few choices in service providers and are only able to receive basic packages for voice,
video and Internet services,due to a lack of investment in infrastructure by the local incumbent and cable
company Greenlight Dunnellon Communications, a City of Dunnellon enterprise,will provide high-speed
Internet,Voice and Video services throughout a service area of 7,500 homes and businesses
Magellan Advisors has been contracted as master consultant to oversee the technical and business
planning and implementation for Greenlight Dunnellon Communications. In this role, Magellan's expert
consultants have provided significant technical assistance, planning and implementation services for
development of Greenlight's operations Some of Magellan's responsibilities include
Planning,implementation and management of inside and outside plant components for Greenlight's 200+
GPON fiber-optic network
Planning and implementation of backhaul, co-location and interconnection facilities for Greenlight's
network,in multiple locations throughout Florida

Project Objectives
The findings of the Municipal Broadband Plan completed by Magellan Advisors and the City of
Clermont determined that the construction of the first and second phase of a municipal
broadband network presents a great opportunity to bolster the City's technology infrastructure
These phases entail the construction of approximately 13.5 miles of fiber-optic network to
connect the City's many municipal sites and facilities. The goal of these phases focus on
reducing recurring operating costs by replacing existing telecommunications services that
provide interconnectivity between the sites and to exponentially increase the bandwidth
available to city services and applications These leased services will be replaced by a City-owned
and operated fiber-optic network, connecting 17 sites over dark fiber constructed by the City
This network would also allow Clermont to utilize spare capacity in the fiber to interconnect with
other government agencies in the area, including the City of Leesburg, Lake County, Lake
County Schools and the Lake County Sheriff's office if desired
The primary objective of this project is to provide professional project management services for
the design/build portion of Phases 1 and 2 Understanding that the City will piggyback a
competitively bid contract for design/build services with a construction contractor, Magellan will
provide project management services to Clermont to ensure that the design/build contractor
meets the technical, financial, quality, and performance requirements of the City and fully
complies with the City of Clermont's broadband technical standards and associated industry
best practices Magellan will oversee the design/construction of the project to ensure that the
network is built on schedule with completion, activation,and turn up targeted for October 2013.
Magellan will also provide all implementation services as part of this project to activate and
commission the fiber-optic network, test the network for performance and reliability and to
integrate the City's sites into the network.
Magellan will provide professional project management services to the City of Clermont to
manage all areas of the design/build phases, including
• Task 1• Magellan will work with the City of Clermont to identify the best contractors
available to partner on this project We will work with City staff to review potential
"piggybackable" contracts, to scope the project accurately, and to negotiate the
contract ensuring project timelines and "lump-sum" pricing If the City decides to issue
an RFP for design/build services, Magellan will work with the City to properly scope the
RFP language for the project
• Task 2. Once a contractor is selected, Magellan will develop a comprehensive project plan
with timelines for the design/build phase.This project plan will provide a timeline of key
milestones for design and construction ensuring that the project stays "on track" with
the goal of completing the entire Phase 1 and 2 project by October 2013. Magellan will
also manage the design process, working with the selected contractor to "value
engineer"all aspects of the build.
• Task 3• Magellan will perform construction management during the construction process
Magellan will lead/participate in all status meetings with the contractor and Clermont
staff, managing timelines and expectations, reviewing issues that may arise and provide
technical guidance and oversight Our consultants will provide quality assurance (GA)
during all aspects of the project, including design, construction, cutover/testing and
implementation ensuring the contractor follows all broadband technical standards,
specifications and industry best practices as defined by the City of Clermont Magellan

will review all final records and documentation with the design/build contractor,
including as-builts, splice diagrams, termination diagrams, facilities databases, network
diagrams and related documentation Magellan will ensure that as-builts will be in a
format compatible with the City of Clermont's GIS systems, allowing the City to import
as-built information into GIS for management and future build-out, using geocorrect
land base maps
• Task 4: Magellan will provide all details needed to properly terminate and test the network
prior to cutover Splice diagrams and fiber tracking records will be developed by
Magellan for use by the contractor and all work completed will be reviewed for
correctness.
• Task 5• Magellan will work with the City of Clermont to create specifications for required
network equipment to "light" the fiber network We will assist in identifying the
potential equipment vendors and manufacturers and in the procurement of the required
equipment.
• Task 6: Magellan will develop an implementation plan and provide technical resources to
integrate and migrate the City's sites to the fiber network.This plan will include network
diagrams and topologies, and router/switch configurations Our consultants will move
the City's existing services to the newly established fiber-optic network Magellan will
work with the City's IT Department to swing the City's sites over to the new network,
troubleshooting and resolving any issues and ensuring routing/performance of the new
network.
• Task 7: Magellan will provide a four-week period of network performance and alarm
monitoring on the City's network to ensure the fiber-optic network remains error-free
and operates according to project requirements. We will make technical adjustments to
the network with the City of Clermont as needed to correct any error/alarm conditions or
resolve any technical issues. Our consultants will advise the City of Clermont on best
practices for network management of its new fiber-optic network utilizing Clermont's
existing network management tools If required, our consultants will work with City
staff to identify network management systems to manage, log, and alarm all network
equipment deployed throughout the City.

Project Deliverables
All documents for the project will be delivered in paper and electronic copy. The deliverables for this
project include
• Comprehensive Project Plan
• Comprehensive set of network records,including splice diagrams,termination diagrams,network
diagrams,facilities databases and other network documentation as required
• A network commission and activation checklist
• Onsite meetings with the City of Clermont staff and contractors through the design/build period
of Phases 1 and 2
• Onsite network integration,testing,commission and activation with the contractor and Clermont
IT staff

Client Responsibilities
The following client responsibilities are geared toward making a municipal broadband project successful in
the timeframe stated and to avoid any delays that may cause the project to run beyond its allocated
timeframe The following client responsibilities follow
• Provide adequate staff resources to Magellan personnel working on project
• Ensure that City staff working with Magellan have suitable knowledge about the subject matter
and understand the project
• Provide adequate physical access to Magellan personnel for site visits to City facilities,
outside/inside plant infrastructure and other City owned or operated areas
• Process in timely fashion any changes to the engagement or scope of work between Magellan
and the City
