Subject: Request to Amended Contract 2012-40 for Additional Services
Dear Mr. Suarez:
Public Resources Management Group, Inc (PRMG) was engaged by the City of Clermont (the
"City")to perform a Utility and Municipal Impact Fee Study,which was substantially completed
on April 23, 2013 The study included several meetings with City staff and presentations to the
City Council,which considered a number of alternatives over the course of the study.
On May 16, 2013, upon review of the study results and recommendations, the City Council
directed staff to revisit and update the long-range capital plans which were used to develop the
service level and investment criteria for the Utility and Municipal Impact Fee Study Based on
the Council's directive, the study, which was substantially complete, was concluded. Recently,
staff contacted us to request a scope of work to update the Utility and Municipal Impact Fee
Study, which includes updating the analysis for police, fire, recreation, water, and wastewater
services. Based on our understanding of the City's requirements to update the existmg study, we
anticipate completing the following tasks, which represent significant changes to the initial work
completed:
• Evaluate Service Area Criteria&Customer Needs
• Update Service Level Projects&City Investments to Serve Growth
• Design Proposed Impact Fees&Update Impact Fee Comparisons
• Develop Presentation Materials&Final Report
• One(1) Staff Meeting&Two(2)Public Hearings to Present Findings
Based on the additional project tasks summarized above, and the billing rates provided for in the
initial agreement (Contract #2012-40), we propose to establish a not-to-exceed budget for
additional services of$9,000. As of our Invoice No 7570,our fee remaining on Contract#2012-
40 was $1,533; therefore, as shown in the following tabulation, we request you consider
increasing our contract budget by$7,467•
