MINUTES
REGULAR COUNCIL MEETING
July 9, 2013
The Clermont City Council met in a regular meeting on Tuesday,July 9,2013 m the Council Chambers at
City Hall. Mayor Turville called the meeting to order at 7:00 pm with the following Council Members
present: Council Members Mullins, Goodgame, and Bates. Other City officials present were: City
Manager Gray,City Attorney Mantzaris and City Clerk Ackroyd. Absent: Council Member Van Wagner
INVOCATION
Council Member Goodgame gave the invocation followed by the Pledge of Allegiance
PRESENTATIONS
Kelly Koos, on behalf of the Flonda Association of City Clerks, presented City Clerk Ackroyd with a
Resolution m recognition of her service to the association.
Mike Perry, Lake County Water Authority, presented information on the lake levels of the Clermont
Chain of Lakes. Lake levels are influenced by surface water, groundwater flows, environmental and
human factors. The drought has lasted for 7 years and is the second worst ever recorded. Furthermore,
reviewed recharge and discharge rates between ground water and surface water.
City Manager Gray commented he attended the Water Initiative and St Johns River Water Management
District acknowledged that things happening in West Orange County have affected our water levels.
PUBLIC COMMENTS
Wally Herda commented the property located at Highway 27 and Highland Avenue is overgrown and
needs to be cut. He requested the city enforce the code.
Valery Dambreville invited all to attend the National Night Out event at Waterfront Park on Tuesday,
August 6,2013.
Laura Collins, Special Olympics,thanked the city for supporting the local law enforcement torch run
Tamara Cooney expressed concern with dog trash cans within the Southern Fields subdivision. City
Manager Gray referred the issue to Code Enforcement.
REPORTS
City Manager Gray reported the Council budget workshop dates will be July17 and 18 at 6:00pm. The
next Community Forum will be on July 24 at 6:00pm at the Clermont Community Center.
City Attorney Mantzans requested to meet in a closed session regarding a litigation matter for Bee's Auto
and will be part of the meeting on July 23.

Council Member Goodgame—No report.
Council Member Mullins reported on attending the budget workshop for the Lake Emergency Medical
Services.

CONSENT AGENDA
Mayor Turville advised the next item on the Agenda for consideration was the Consent Agenda and
requested anyone'wishing to have any item pulled for discussion to please come forward at this time.
Item No. 1-Plat Approval Request approval of Hentage Hills Phase 4A
plat
Item No. 2-Bid Award Request approval of bid award to Commercial
Industnal Corporation for the County Road
565A Roundabout Project at the entrance of
Lake Hiawatha Preserve in the amount of
$249,600 76. Funding will be provided
through the Lake Hiawatha Preserve County
Grant.
Item No. 3-Event Request Request approval for Montverde Academy to
serve alcohol in the Clermont Community
Center for a back to school faculty and staff
reception on August 23, 2013 from 6:00pm to
10:00pm
Item No. 4-Event Request Request approval for the National Association
of Blacks in Criminal Justice to serve alcohol
in the Clermont Community Center for a
fundraising dance on October 25, 2013 from
8.00pm to 11.30pm
The applicant pulled consent agenda item 4
Council Member Goodgame pulled item 3 from the consent agenda. He would like to give the City
Manager authority to approve alcohol requests.
City Attorney Mantzaris advised the policy would have to be amended and approved by the City Council.
Council Member Goodgame moved to approve items 1, 2 and 3 of the consent agenda;
seconded by Council Member Mullins. The motion passed with all members present
voting aye.
UNFINISHED BUSINESS
Item No. S—Piggyback Agreement
Finance Director Van Zile presented the process on piggybacking contracts and proposed a Request for
Information process to,determine if there is interest from local vendors. He recommended the Council
approve to piggyback the Lake County contract with Capital Office Products for office supply products.

Mayor Turville suggested critena include how local it is
City Manager Gray stated if we find items at a lesser cost,we can use another vendor and are not required
to use this vendor exclusively
Mayor Turville opened the public heanng.
Jim Purvis,4206 Hammersmith Dnve, supported the piggyback process
Mayor Turville wants to ensure local vendors can compete.
Finance Director Van Zile stated the proposed idea will ensure local vendors are aware of the need.
City Manager Gray noted Purchasing Manager Suarez has been registering every local vendor so we have
a database to notify them when we are seeking goods or services.

Item No. 6—Ordinance 2013-10 Introduction
City Clerk Ackroyd read Ordinance 2013-10 aloud by title only
An Ordinance of the City of Clermont relating to Taxation amending Chapter 58
"Taxation", Article II"Public Service Tax", Section 58-32, "Duty of seller to collect tax,
monthly remittance to city" of the city code; by adding water service to the list of
purchases for which a seller is required to collect or pay the applicable tax; providing for
codification, severability,conflict, and effective date.
Council Member Mullins moved for the introduction of Ordinance 2013-10; seconded by
Council Member Bates.The motion passed with all members present voting aye.

providing for codification, severability, effective date,and publication.

and permanently abandoning that portion of right-of-way lying north of lots 34, 35 and
36; 30 foot right-of-way north and east of lot 5; 30 foot nght-of-way lying between lots
28 and 29, lots 36 and 37, lots 44 and 45 and lot 53A, 15 foot right-of-way east of lots 1,
16 and 17B; 30 foot nght-of-way north of lot 40; 30 foot right-of-way crossing
abandoned railroad right-of-way south of lot 14, 30 foot right-of-way on the southeast
