10-29-2013 Council Workshop City of Clermont MINUTES COUNCIL WORKSHOP October 29,2013 The Clermont City Council met in a workshop on Tuesday,October 29, 2013 in the Council Chambers at City Hall. Mayor Turville called the workshop to order at 6:30pm with the following Council Members present: Van Wagner, Mullins,Goodgame and Bates. Other City officials present were: City Manager Gray and City Clerk Ackroyd Wellness Way Sector Plan Mayor Turville noted this was a scheduled Joint Workshop with Lake County however the county cancelled and the Council decided to meet to review the proposed Sector Plan. City Manager Gray commented Lake County has heard the presentation and they are reviewing it. They would like for the city to hear the presentation then meet in a Joint Session to discuss it. This is the first draft of the Sector Plan. The property is south of Hartwood Marsh Road and east of 27. Lake County took the initiative last year to begin the planning process. The City of Clermont's involvement is crucial as the property could be in the city limits one day. Representatives from Little John Engineering will present the first draft Lake County Commissioner Parks noted Lake County will address this issue again as a body on January 28,2014 to allow more time to review the information. Carey Hayo, Project Manager, introduced the team and presented highlights of the first draft of the Wellness Way Sector Plan. Barry Wilcox, Planning Manager, provided the history of the sector plan process. The goals are to promote long term planning, support innovation and flexibility, protection of regional resources, mitigate impacts to regional resources and emphasize urban form. There are two steps in the sector plan process. The first is the Long Term Master Plan which is the step we are in now and the next step is the Land Development Code. He reviewed the requirements for the Master Plan and plan elements that have been formulated by the community. The elements include: jobs, quality of life, health and wellness, protection of agriculture uses, multimodal transportation system, and promotion of tourism, financial feasibility,and strong urban form.Also,he reviewed the plan process and scale. Ms. Hayo reviewed the background data analysis in these categories: employment statistics, Natural Resources, Future Land Use, Transportation, Parks and Recreation, Public Utilities and Services Water, Wastewater,Consery II and EMS/Fire. Public input was an important part of the process. There was a transportation summit held on June 19, 2013 with 23 attendees, a.public workshop held on July 31, 2013 with 86 attendees and stakeholder interviews. The information was incorporated into the planning process. The top three (3) were transportation, land use and economic development. There are three (3) parts of a sector plan — Data, Inventory and Analysis; Future Land Use Map; and Goals,Objectives and Policies. She reviewed how the plan is created and implementation of the plan and allocation of land use. There are 2,744 gross acres of employment; in order to perform an analysis to review by the Department of Economic Opportunity, we are allowed to choose a reasonable level of development intensity The ultimate population is 44,000 people. Barry Wilcox reviewed the form of the area;the future land use map categories and hierarchy of place. 1 City of Clermont MINUTES COUNCIL WORKSHOP October 29, 2013 Ms. Hayo reviewed the goals of the sector plan. The objective focuses on developing a comprehensive economic development strategy that achieves a target jobs to housing ratio within the South Lake region by focusing on growth and retention of target industries and the complimentary land uses and infrastructure needed to support them The target jobs to housing ratio are 1.5 jobs per 1 housing unit. The current ratio is 0.53 jobs per 1 housing unit. This goal is for the entire sector plan area over the 30 year period. Brent Lacy, Director of Transportation Planning, reviewed the transportation section of the plan. Lake County wants to reduce vehicle trips, minimize trip lengths, and reduce vehicle miles travelled through the encouragement of mixed use development and the internal capture of trips through the development of a highly interconnected, multimodal transportation network He reviewed the Goals, Objectives and Policies associated with improving mobility in the sector plan. Furthermore, Mr. Lacy addressed the financing strategies of funding the transportation network. He reviewed the public/private transportation funding participation partnership—DSAP District,Developer/Landowner and County. Ms. Hayo noted there are other objectives to address topic areas of the sector plan to include: land use and built environment, water resources and recharge, environmental resources and open space, public facilities, intergovernmental coordination and implementation. She reviewed the implementation process. The next step is for the group of landowners to move forward with a detailed specific area plan. Then, present to the board and staff a proposed boundary and information about the area to coordinate a preliminary DSAP. The public is invited to comment. Then,the final DSAP plan would be presented for approval. Ms. Hayo commented a concern from the landowners is a misconception that the jobs have to happen concurrently with housing when moving forward with the DSAP which is called linkage; this is not linkage. Council Member Mullins would like to expand the ratio area to focus on jobs in Clermont. Mayor Turville concurred. Ms. Hayo expressed the need to have a shared partnership of funding resources to make this plan happen. Mayor Turville expressed concerns with asking the existing city residents to pay for the infrastructure of this development. Council Member Goodgame expressed concern with a proposed sand mine operation and having citizens pay for infrastructure of the sector plan. Ms. Hayo noted there is a Conditional Use Permit filed by the sand mine company on the Lake County Commission agenda in November. Council Member Goodgame expressed concern with the number of homes. Ms. Hayo stated there is an emphasis on non-residential. It is impossible to cover 16,000 acres with only employment;there has to be a balanced community. Council Member Van Wagner questioned the number of jobs. Ms. Hayo replied there 92,000 jobs allocated with 84,000 projected by the economists. 2 City of Clermont MINUTES COUNCIL WORKSHOP October 29,2013 Ms. Hayo asked for direction. City Manager Gray stated the property is in the jurisdiction of Lake County. The City of Clermont is involved because this area could be within the city limits in the future. Lake County postponed voting on the sector plan to January 28, 2014. The City of Clermont and Lake County will have a joint session to discuss and have more public input. Ms. Hayo reviewed the next steps related to the approval process and meeting dates. Council Member Goodgame suggested contacting the Lake County Commission about the sand mine and restoring the land. Council Member Van Wagner requested a joint meeting with the Lake County Commission to have more input of the sector plan with the potential of being in the city limits of Clermont. Mayor Turville opened the public hearing. Jim Purvis expressed concern with the proposed sand mine operation in the sector plan and requested to have it postponed. Mayor Turville closed the public hearing. City Manager Gray stated there is an active application on the County Commission agenda scheduled for November 19. Council Member Mullins asked staff to place on the City Council November 12 agenda to request Lake County consider postponement.
