COUNCIL WORKSHOP
December 3,2013
The Clermont City Council met in a workshop on Tuesday, December 3, 2013 in the Council Chambers
at City Hall. Mayor Turville called the workshop to order at 6.05pm with the following Council Members
present: Van Wagner, Mullins, Goodgame and Bates. Other City officials present were: City Manager
Gray,City Attorney Mantzaris and City Clerk Ackroyd.
Year end Summary
City Manager Gray commented staff is providing up to date information on all major operating funds.
Finance Director Van Zile provided year end results of Fiscal Year 2013 for the General, Water, Sewer,
Sanitation and Recreation Impact Fee Fund. He provided the Fiscal Year 2013 actual unaudited revenues,
expenditures and reserves and Fiscal Year 2014 revised budgeted revenues,expenditures and reserves.
Centennial Bank Property(Celebration of Praise)
City Manager Gray reported staff has done extensive research and provided an overview of the property
Assistant City Manager Blankenship reviewed the inspections of the site to include the roof, air
conditioning and pool.Overall,the building is in good condition.
Finance Director Van Zile reviewed the purchase financing. Staff received loan Request for Proposal
(RFP)responses from SunTrust, BB & T and Centennial banks. The proposed loan periods range from 15
to 20 years. In order for the loan rate to be tax exempt in accordance with IRS regulations, the lease
agreement with the Celebration of Praise church cannot be more than five percent of the loan period. If
the lease agreement has a term longer than five percent of the loan term, the interest rate is taxable and
considerably higher. Mr. Van Zile reviewed the rates provided by the banks. The first recommended
option would be BB&T at 3.05 percent and the second recommended option would be BB&T at 3 35
percent. Furthermore,he reviewed a proposed 5 year operating budget for the property.
Mayor Turville asked for a cost analysis of the pool and gym Council Member Bates asked to include a
theater in the cost analysis.
The Council discussed this location as a potential site for the Police Station.
Mayor Turville asked for an estimate to include fiber optics to this site.
Ann Dupee and Jim Purvis expressed support.
The Council discussed financing options
City Manager Gray stated the appraisal is at$8 3 million based on the current land use.
The consensus of the Council is the BB&T financing option for 15/15 years at a fixed rate of 3.05
percent.

Impact Fee Study
City Manager Gray commented the Council tabled the impact fee study six(6)months ago.
Finance Director Van Zile summarized the Public Resources Management Group, Inc. (PRMG) has
updated the impact fee study with the city's capital projects including the Capital Improvements Plan
(CIP),church purchase and other projects.
Murry Hamilton, Public Resources Management Group, Inc., (PRMG) reported on the Utility, Police,
Fire and Recreation Impact Fees update. Since May, staff has updated the Capital Improvement Plan.The
proposed total increase equals 12 percent. The last study was updated in 2005. The recommended utility
impact fee application method is meter based. He reviewed the existing and proposed residential impact
fees per fund. There may be changes to the recreation impact fee depending on the decision on the
purchase of the church property. The recommendation of PRMG is to adopt the proposed impact fees as
presented; continue to review fees periodically and continue to maintain separate accounting for receipts
and use of fees.
The Council expressed interest in moving forward with the recommendations. The ordinance introduction
will be on the January 14, 2014 meeting agenda and the final adoption hearing on January 28,2014.
Other
City Manager Gray reported on the Light up Clermont festivities this weekend The Battle of the Badges
Basketball Game will be held on Wednesday,December 4 at 6:30pm at Clermont Elementary School.
