COUNCIL WORKSHOP
November 12, 2013
The Clermont City Council met in a workshop on Tuesday,November 12, 2013 in the Council Chambers
at City Hall.Mayor Turville called the workshop to order at 6:30pm with the following Council Members
present: Van Wagner, Mullins, Goodgame and Bates. Other City officials present were: City Manager
Gray,City Attorney'Mantzaris,City Clerk Ackroyd,and Deputy City Clerk Noak.
Code Enforcement Liens
City Attorney Mantzans discussed the code enforcement lien review process. Currently the City seeks a
lien on property when a fine has accrued and the property has not been brought into compliance. In cases
where a property is brought into compliance,the Code Enforcement Board considers waiving or reducing
the fine. When a lien has been placed on a property,the City Council is the only entity that can reduce or
release an unpaid lien. Council determines if the lien amount is fair and appropriate based on the gravity
of the violation, actions taken by the Violator to correct the violation, and any previous violations
committed by the violator. When a request for reducing a fine or a lien is received by staff, staff
formulates a recommendation for Council consideration.
Council agreed the current process is effective.
