REGULAR COUNCIL MEETING
April 8, 2014
The Clermont City Council met in a regular meeting on Tuesday, Apnl 8, 2014 m the Council Chambers
at City Hall. Mayor Turville called the meeting to order at 7:00 pm with the following Council Members
present: Council Members Mullins, Bates and VanWagner. Other City officials present were: City
Manager Gray,Attorney Oyewale and City Clerk Ackroyd
Absent: Council Member Goodgame
INVOCATION
Council Member Van Wagner gave the invocation followed by the Pledge of Allegiance.
PRESENTATIONS
Police Chief Broadway recognized police officers performing exemplary service during the year 2013 to
include: Law Enforcement Supervisor of the Year awarded to Sgt. Creighton; Law Enforcement Officer
of the Year awarded to Officer Colon; Life Saving Award presented to: Officer Bell, Officer Johnson,
Officer Vigeant and Officer Rodriguez whose wife accepted on his behalf. Iron Cross awarded to Officer
Rooney; Citizen Service Award presented to: Betty Whitaker, Valery Dembreville, Debbie Stewart and
Innirantame Baldeo. Chief Broadway also thanked Fire Chief Bishop and the Fire Department for
admimstenng life safety training to the officers.
City Manager Gray recognized the Downtown and Waterfront Task Force Officers Teets and Rooney.
The officers will be visible to ensure safety as well as interact with businesses and residents in downtown.
City Manager Gray selected these individuals out of a group of 8 to 10.
Betty Whitaker, Manager of the Farmers Market, reported on the Chili cook off event held on Sunday,
April 6. The Fire and Police Departments competed in a tug of war competition with the Fire Department
wimmng. The amount of funds raised was $675 to benefit charities chosen by the departments. Muscular
Dystrophy for the Fire Department and National Night Out for the Police Department.
Mayor Turville thanked the Police and Fire Department staff.
Mayor Turville recessed the meeting at 7 28pm; the meeting reconvened at 7:43pm.
PROCLAMATIONS
City Clerk Ackroyd read the proclamation aloud proclaiming Child Abuse Prevention Month for Apnl.
Mayor Turville presented the proclamation to Nicole James, Department of Children and Family
Services.
PUBLIC COMMENTS
Wally Herda requested Council send a letter to Duke Energy to notify residents when the electricity will
be out
Gail Ash, 3365 Saloman Lane, suggested the city plant flowers at the Center Lake to beautify the entrance
into downtown. Mayor Turville noted Lamb's Nursery has previously donated to the city and suggested
putting it out to bid.

Harry Mason, 3667 Caladesi Road, commended City Manager Gray and his Assistant Pam Bennett. He
also thanked Mayor Turville for allowing the citizens to speak longer dunng his public comments.
Jim Purvis,4206 Hammersmith Dnve,thanked the Council and staff in recognizing staff at this meeting.
REPORTS
City Manager Gray reported on a Joint Meeting with the County Commission on Apnl 22 regarding the
Sector Plan. Lake County has not finalized their review and prefers to not rush the process. They have
committed to not move forward with the transmittal without having a Joint meeting with the city: Lake
County Commissioner Parks asked for an extension until staff is prepared to present. City Manager Gray
will coordinate scheduling the meeting.
Lake County Commissioner Parks commented the South Lake Water Initiative passed unanimously today
at the Council Commission meeting. This includes funding assistance from the state. Also, the County
Commission approved the 6 cent gas sales tax option 2. The Lake County Commission also strengthened
the littenng ordinance and will ask the cities to address. This will include involvement with law
enforcement. Commissioner Parks will continue to update the city at future Council Meetings of the
County Commission meetings.
City Manager Gray recommended cancelling the April 22 meeting and noted staff has moved all agenda
items to the May 13 Council meeting.
Council Member Mullins moved to cancel the Apnl 22 Council meeting; seconded by
Council Member Van Wagner. The motion passed 3 to 1 with Council Member Bates
opposing.
City Manager Gray noted there will be a Community Redevelopment Agency (CRA) meeting at 6:30pm
pnor to the Council meeting on May 13.
Attorney Oyewale called for a closed legislative session on May 13 to address pending and outstanding
issues related to Bee's Auto and results court rendered and potential settlement issues, if any.
Council Member Bates congratulated the Police Officers and the Fire Department for their victories.
Council Member Mullins expressed congratulations to the Police Officers and the Fire Department. He
announced the Got Kidz event scheduled for this Saturday from 9am to 2pm to include the annual Chalk
Art competition. It will be held on Montrose Street Also,the Farmers Market will be on Sunday.
Council Member Van Wagner thanked the Police Department and Chief Broadway for his leadership.
CONSENT AGENDA
Mayor Turville advised the next item on the Agenda for consideration was the Consent Agenda and
requested anyone wishing to have any item pulled for discussion to please come forward at this time.

Consent agenda item no. 1 — City Clerk Ackroyd clarified the incorrect minutes was submitted for
February 25 and will be placed on the next agenda for consideration.

Council Member Mullins moved to accept consent agenda items 1 to 5 including the
amendment to item 1, seconded by Council Member Van Wagner The motion passed
with all members present voting aye.

Item No. 6 Property Naming Approval
Public Information Officer Bloodsworth presented an overview of the process, shared the top choices of
the suggested names for the facility The public was invited to submit names with a total of 142
suggested The most important theme was including "Clermont" in the name Other themes referenced
Gem of the Hills, Summit and People.
Mayor Turville noted this property will host a mynad of activities and suggested naming the facility City
of Clermont South Annex or Clermont Multiplex.

Jim Purvis suggested the Council request the branding firm to suggest names for the facility
Frank Niemi commented on naming the facility.
Ann Dupee suggested naming the gymnasium the Gem of the Hills.
Gail Ash recommended the Council not delay naming the building.
Mayor Turville closed the public hearing.
Council Member Bates suggested naming it the Clermont Community Center and renaming the existing
Community Center building.
Council Member Bates moved to table: seconded by Council Member Mullins. The
motion passed with all members present voting aye.
Item No.7 Celebration Center Facility Fees
Recreation and Events Director Teske presented suggested rental fees and membership plans for the
facility formerly known as the Celebration of Praise church.
Council discussed pool season, hours,rental fees,waivers and scholarships for children.
City Manager Gray is in discussion with Lake County Tax Collector McKee to build a standalone
building.
Council Member Van Wagner suggested the Council consider allowing children the opportunity to use
the gym that otherwise could not afford it.
City Manager Gray commented on a fee waiver process
City Manager Gray stated a Resolution is scheduled for the May 13 meeting for final action.
