08-26-2014 Council Workshop City of Clermont MINUTES COUNCIL WORKSHOP August 26,2014 The Clermont City Council met in a workshop on Tuesday, August 26, 2014 in the Council Chambers at City Hall. Mayor Turville called the workshop to order at 6:00pm with the following Council Members present: Goodgame, VanWagner, Mullins and Bates Other City officials present were: City Manager Gray and Deputy City Clerk Noak. New Police Station Update City Manager Gray introduced the Project Manager, Police Captain Vitale. Police Captain Vitale stated the direction was to determine options for building the Police Department Headquarters on the Clermont Community Center site. Architect Design Group was selected to provide options for the location and design of the new facility. Architect Design Group presented Site Options "A". Site Option "A" places the facility behind the current assisted living facility with Hammock Ridge Road for access. The proposed site would use 4.1 acres of land for a two-story, 30,611 square foot building and a total of 178 parking spaces. Preliminary estimated development costs were $2,067,944.00. The advantages to Site "A" mcluded a strong public presence along Hammock Ridge Road, requiring minimal connecting roads, retaining the landscape buff, minimum modifications to underground utilities, and a clear separation between the Arts and Recreation Center and Law Enforcement. The disadvantages to Site"A"included the need to remove 4 acres of pine trees, substantial cost for retaining walls and tie-down slopes, layout increases parking area distance from the building, limited traffic flow for police vehicles, extending underground utilities, and limitation on future site utilization. Council expressed concerns with Site "A" regarding the retaining wall, landscape buffers, and the close proximity to the assisted living facility. Architect Design Group presented Site Option `B". Site Option `B" places the facility behind the Arts and Recreation Center with access to U.S. Highway 27 and a new access road to Hammock Ridge Road. The proposed site would use 3 acres of land for a two-story, 30,611 square foot building and a total of 154 parking spaces. Preliminary estimated development costs were $8,873,435.00. The advantages to Site`B" included half the site already graded and developed, minor modifications to site grading, retains Site "A" for future sale or development, closer parkmg to the building, and minimum modifications to existing utilities. The disadvantages to Site `B" included lack of visibility from major roads, mdirect egress to Hammock Ridge Road and U.S. Highway 27, additional costs for a wall near the Arts and Recreation Center swimming pool, extension of utilities, reduction in Boys and Girls Club field activity area, decreased overflow parking for large events, and creation of an access road may conflict with future recreation activities. Council discussed a potential future gun range, overflow parking, potential future expansion of the Arts and Recreation Center,and placing the facility closer to U.S Highway 27 Council agreed to have Architect Design Group provide two additional options with cost estimates for sites closer to U.S. Highway 27 and have the four options presented to the public.
