COUNCIL WORKSHOP
SEPTEMBER 23, 2014
The Clermont City Council met in a workshop on Tuesday,September 23, 2014 in the Council Chambers
at City Hall. Mayor Turville called the workshop to order at 6:15pm with the following Council Members
present: Van Wagner, Mullins, Goodgame and Bates.Other City officials present were: City Manager
Gray, City Attorney Mantzaris, and City Clerk Ackroyd.
Shed Permitting
Development Services Director Hollerand presented the City's existing permitting requirements for
sheds, highlighted non permittable sheds available in the local retail market, conflicts arising from
existing regulations, Lake County's exemptions and proposed recommendations.
Staff recommended amending the City's Land Development Regulations to reflect that owner installed
sheds of less than 120 square feet are exempt from building permits; no exemption for contractor
installed sheds; no mechanical, electrical or plumbing work allowed for exempt sheds; and all sheds,
including exempt sheds, require a Zoning Clearance,which includes a disclosure statement.
Mayor Turville expressed concern with wind load.
Building Official Grenier reviewed the code and noted the state mandates that any shed meet minimum
wind loads. Lake County does not require permits. Factory built sheds are assembled with plywood and
are engineered.Staff is referring to plastic sheds.
City Attorney Mantzaris stated every outside shed is required to have a permit There are certain sheds
developed in recent years on a consumer basis that do not have the ability to meet code requirements
like tie downs They are not designed to meet the tie down requirements. This is the category of sheds
staff is referring to; not the larger sheds manufactured to be tied down.
Mayor Turville suggested educating the public about sheds in the city newsletter and requested multiple
definitions and a separate set of rules.
City Attorney Mantzaris agreed to define threshold according to structure and can redefine them in the
code to meet the threshold level. A number of cities have created a threshold level where levels below
a certain level are not as dangerous.
Council Member Goodgame requested staff check with surrounding cities.
City Manager Gray confirmed staff will research it and check with other cities.
Mayor Turville requested staff communicate the information by creating an official handout to the
residents in Clermont as well as to the retailers.
City Manager Gray agreed to send information to the residents and retailers.
