FIRST PUBLIC HEARING -FISCAL YEAR 2014-2015 BUDGET
The Clermont City Council met in a special meeting on Thursday,September 11,2014 in the Council Chambers at
City Hall. Mayor Turville called the meeting to order at 6:00 pm with the following present: Council Members
Mullins, Goodgame, Bates and Van Wagner. Other City officials present were: City Manager Gray, City Clerk
Ackroyd and Finance Director Van Zile.
City Manager Gray provided an overview of the process in presenting the recommended budget to begin October 1,
2014 and includes the current millage rate of 3.7290.It will be presented in two parts—tentative millage rate for the
General Fund and the tentative budget that includes all funds.
Finance Director Van Zile provided a summary of the property taxable values, millage rate history, and current
millage rate of 3.7290 and highlighted the General Fund budget.The City's property taxable values have increased
for the second consecutive year,resulting in a total increase of approximately$185 million over the last two years.
The increase restores property values to where they were in Fiscal Year 2011. Even considering the increased
property values and maintaining current millage rate,there will still be a deficit of approximately$1.2 million in the
General Fund for Fiscal Year 2015.Considering the amount of the projected Fiscal Year 2015 deficit and concerns
discussed previously regarding the Arts and Recreation Center user fees,Fire Station No.4 operating costs and the
Police Station construction costs,staff is requesting the City Council approve Resolution No.2014-25 providing for
a tentative ad valorem millage rate of 3.7290 mills which is more than the rolled back rate of 3.5938 by 3.76 percent.
The final budget hearing will be September 25, 2014 at 6:00pm.
Resolution No. 2014-25 Tentative Ad Valorem Millage Rate
Mayor Turville read Resolution 2014-25 aloud in its entirety.
A Resolution of the City of Clermont, Lake County, Florida, adopting the Tentative Ad Valorem
Millage Rate for the Fiscal Year beginning October 1, 2014, and ending September 30, 2015;
providing for collection of taxes;providing an effective date.
Mayor Turville opened the public hearing.
Ginger Martin, 4220 Prairie Dunes, commended the city for having a low millage rate.
Mayor Turville closed the public hearing.
Council Member Goodgame moved to approve Resolution 2014-25 with a millage rate of 3.7290;
seconded by Council Member Mullins. The motion passed 4 to l with Mayor Turville opposing.
Finance Director Van Zile presented the tentative budget for the entire city for Fiscal Year 2015. He reviewed the
city wide budget and significant budgeted non General Fund expenditures.

Staff requested the City Council approve Resolution 2014-26 which establishes the tentative city wide budget in the
amount of$104,445,759 for Fiscal Year 2015.

Harry Mason commended Finance Director Van Zile for the excellent presentation. He encouraged the Council to
continue with a conservative management of money in the future.

Council Member Bates inquired about the new logo.City Manager Gray noted as we purchase new items,the new
logo will be replaced through transition.
Mayor Turville agreed with the comments by Harry Mason.Money is being spent vigorously and is concerned with
the amount of funds being spent. In the future,there needs to be consideration given to how money is spent.
Council Member Mullins noted recycling bins is an example of where the city is attempting to save money.
City Manager Gray remarked the biggest piece is the Arts and Recreation Center. Staff is looking for efficiencies.
Council Member Goodgame moved for the approval of Resolution 2014-26; seconded by Council
Member Mullins. The motion passed 4 to 1 with Mayor Turville opposing.
ADJOURN: With no further comments,the meeting was adjourned at 7:08pm.
