09-25-2014 Final Budget Hearaing City of Clermont SPECIAL MEETING MINUTES SEPTEMBER 25, 2014 FINAL PUBLIC HEARING - FISCAL YEAR 2014-2015 BUDGET The Clermont City Council met in a special meeting on Thursday,September 25,2014 in the Council Chambers at City Hall. Mayor Turville called the meeting to order at 6:00 pm with the following present: Council Members Mullins, Goodgame,Bates and Van Wagner. Other City officials present were: City Manager Gray, Deputy City Clerk Noak and Finance Director Van Zile. City Manager Gray provided an overview of the process and commented the budget contains expenses for items such as the Arts and Recreation Center,a master plan study,construction of a new police department building,and a splash pad. Resolution No. 2014-27 Ad Valorem Millage Rate Finance Director VanZile provided a comparison of property tax values and property tax revenues. Recently there has been an increase in revenues and property values; however it will take several years to recover from earlier revenue and property value declines. The millage rate options presented were to adopt the tentative proposed rate of 3.7290 or adopt the roll-back rate of 3.5938. The millage rate cannot be higher than the 3.7290 tentative millage rate adopted on September 11, 2014. The General Fund revenues,expenditures,and reserves for Fiscal Years 2008 through 2014 were presented. There were four consecutive years of deficits;however the City's finances remain healthy. Significant expenditures for Fiscal Year 2015 include new positions, merit increases, Fire Department equipment, and City sponsored events. Staff requested approval of Resolution 2014-27 providing for a final ad valorem millage rate of 3.7290. Mayor Turville read Resolution 2014-27 aloud in its entirety. A Resolution of the City of Clermont, Lake County, Florida, adopting the ad valorem millage rate for the Fiscal Year beginning October 1, 2014, and ending September 30, 2015; providing for collection of taxes; providing an effective date. Mayor Turville opened the public hearing. Jim Purvis inquired what the dollar amount difference per household was between the proposed millage rate and the roll-back rate. Finance Director VanZile stated the amount was a one dollar increase per home. Mayor Turville closed the public hearing. Council Member Goodgame inquired about the impact the doubled homestead exemption had on revenue. Finance Director VanZile stated the difference from 2008 to 2009 shows a decline in revenue of approximately$55.00 per household. 1 Council Member Mullins asked how many residential homes were in the City. Economic Development Director Hitt stated there were 12,000 homes. Council Member Mullins moved to adopt Resolution 2014-27; seconded by Council Member Goodgame. The motion passed 4 to 1 with Mayor Turville opposing. Resolution No. 2014-28 Budget Finance Director VanZile presented the Fiscal Year 2015 final budget for the entire city-wide budget. The $104,445,759.00 budget included significant non-General Fund expenditures for the Environmental Services,Public Safety, Public Works, Parks and Recreation, and Economic Development Departments. Staff requested approval of Resolution 2014-28; establishing the Final city-wide budget in the amount of $104,445,759.00 for Fiscal Year 2015. Mayor Turville read Resolution 2014-28 aloud by title only. A Resolution of the City of Clermont,Lake County,Flonda,adopting the budget for the 2014-2015 fiscal year. Mayor Turville opened the public heanng. There were no public comments. Mayor Turville closed the public hearing. Council Member Bates inquired if the expenses for Lake Hiawatha Preserve were part of a grant. City Manager Gray stated the expenses were from the grant and not from City funds. Council Member Mullins inquired if Lake Hiawatha Preserve Phase 2 was part of the grant. City Manager Gray stated Phase 2 would be funded through the grant and will break ground in Fiscal Year 2015. Council Member Goodgame moved to approve Resolution 2014-28; seconded by Council Member Mullins. The motion passed 4 to 1 with Mayor Turville opposing.
