MASTER STORMWATER PLAN
SCOPE OF SERVICES
1. Assessing Existing Stormwater Facilities
This task includes gathering all necessary data and information to assess the existing
stormwater facilities and determine what problems and/or deficiencies may exist with
specific items work as follows:
a. Meet with City Staff to identify and/or collect all available data related to the existing
stormwater system, including areas of known flooding problems, water quality
problems, and groundwater related problems.
b. Review existing population and land use data with City Staff for incorporation into
Stormwater Master Plan (Plan). The City stated that they will provide the current
population projections from the Comp Plan or previous studies for this use. New
population projections will not be done by CPH.
c. Identify the City's stormwater service area boundary as a limit of study and the Plan.
Presently, it is anticipated that there will be two general areas for the plan, the
historical downtown area and the second area would be the remainder of the city
limits.
d. Work with Staff to identify the City's intended level of service as it relates to specified
storm event and minimum treatment volume criteria.
e. Identify and evaluate potential future service areas.
f. Evaluate the existing Phase II MS4 permit and identify items to be specifically
addressed by this Plan.
g. Evaluate previous studies performed for the City, Lake County Water Authority or the
Lake County area.
h. Review any current ongoing or recently completed basin studies that would be
relevant to the City's stormwater planning area.
i. Determine multiple jurisdiction boundaries and aspects of coordinating
responsibilities.
j. Review current general stormwater management Operation and Management(O&M)
funding sources designated by the City.
k. Evaluate current stormwater management O&M policies and procedures and
suggest modifications to meet established requirements within this Plan.
2. Conduct Field Work and Stormwater Structure Inspections
This City has noted approximately 17 areas in and around the downtown area that
appear to have drainage problems as observed during past and present high intensity
storm events. The focus of the field work will be to start in this area first and move
outward from there, and will include the following task items:
a. Identify locations of stormwater structures using latitude and longitude obtained with
hand held Global Positioning System (GPS)equipment. This work will include efforts
to develop an efficient routing strategy to expedite field data collection and GPS
information processing (estimated at 200 structures).
b. Survey in critical stormwater structures and major outfalls to provide sub-meter GPS
locations or state plane coordinates with the area of focus in the historic downtown
area referenced above (assumed to be 10 structures).

c. Collect digital photographs of stormwater structures referenced in Items 2.a and 2.b
of this proposal.
d. Catalogue and assess the general physical condition of specified stormwater
structures Items 2.a and 2.b of this proposal.
3. Evaluation and Analysis of Master Plan Implementation
a. Identify existing stormwater deficiencies found during site inspections
b. Define serious and nuisance problems related to stormwater treatment and
conveyance standards.
c. Identify serious problems and deficiencies, such as illicit discharges within the
existing stormwater management system.
d. Establish Priorities to address identified stormwater deficiencies and prepare a
prioritization list for required improvements. .
e. Evaluate ongoing and future projects in accordance with the stormwater
management program.
f. Develop drainage basins and sub-basin maps within the City's service area.
g. Apply best management practices (BMPs) as an alternative solution to established
improvement methods to the noted problems.
h. Incorporate a BMP numbering system in accordance with Phase II MS4 Permit
requirements.
i. Review and evaluate the existing City Ordinance relative to the stormwater
management system/program, and recommend revisions as necessary to address
compliance with MS4 Phase II Permit requirements and recommendations identified
by the master plan.
4. Prepare GIS Stormwater System Maps
a. Establish the GIS Layer Data Acquisition and Setup requirements for the project.
b. Incorporate drainage basin GIS line work and field data input obtained from Task 2 of
this proposal.
c. Provide data base customization specific to the City's existing stormwater system.
d. Coordinate the City's GIS work with the County's GIS System and mapping
requirements.
e. Develop GIS map for production and delivery for City Staffs use.
5. Identify Projects and Prepare a Schedule of Improvements
a. Prepare Stormwater Management Program Capital Improvements Program (CIP).
b. Prepare planning level cost estimates of improvements and programs for the
selected 5-year plan.
c. Prepare planning level cost estimates of improvements and programs for the
selected 10-year plan.
d. Prepare desktop analysis of existing rates and coverage of proposed stormwater
system improvements, and provide recommendation for revised rates as necessary.
e. Coordinate project schedule for possible funding sources and availability, including
existing funding sources, or possible future funding sources.

6. Evaluate Feasibility of Stormwater Reuse
a. Provide stormwater reuse criteria and standards for implementation.
b. Provide recommendations of a revised stormwater reuse/irrigation program.
7. Identify Requirements for Inspection and Maintenance of Stormwater Facilities
a. Meet with Staff to discuss existing inspection/maintenance program.
b. Identify improvements to existing program
c. Commit revised and/or proposed program to writing as a protocol.
d. Address requirements for privately maintained facilities.
8. Master Stormwater Plan Deliverable
a. Prepare Draft Master Stormwater Plan and submit for City review.
b. Attend meeting to review draft plan comments with Staff.
c. Revise draft plan as necessary and resubmit to Staff.
d. Review meeting with Staff and prepare Final Draft Plan
e. Present Final Draft Plan to City Commission
f. Update and submit to the City six (6) original copies of the Final Master Stormwater
Plan, and an additional copy on a CD (electronically).
PAYMENT:
Compensation paid to the ENGINEER for the services described herein shall be made in
accordance with the Continuing services agreement between the City of Clermont and CPH
Engineers. The total project lump sum fee for all of the tasks described above is $89,985.00, as
outlined in the attached Task Fee breakdown table.
