RESOLUTION NO. 2015-20
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CLERMONT, LAKE COUNTY, FLORIDA ESTABLISHING "PEOPLE"
AS THE TOP TRANSPORTATION PRIORITY IN THE CITY OF
CLERMONT, TO INTEGRATE SAFE BICYCLING, WALKING,
RUNNING, AND PUBLIC TRANSIT WITH THE TRANSPORTATION
PROGRAMS, PROJECTS, POLICY INITIATIVES, GOALS AND
OBJECTIVES; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Clermont is in the state that leads the nation in fatalities for bicyclists
and pedestrians; and
WHEREAS, the City of Clermont is in a county that has a higher than national average
incidence of pedestrian and bicyclist-related motorist crashes and fatalities; and
WHEREAS, mobility and accessibility afforded individuals is basic to the success of the City of
Clermont's land use and transportation systems, where transportation projects; including the
City's Master Plan, are designed and operated to assure safety, comfort and accessibility for all
users of our roads, trails, and transit systems; including pedestrian, bicyclists, runners, persons
with disability, transit riders, motorists, commercial and emergency vehicles, and for people of
all ages and abilities; and
WHEREAS, vigilant planning, design, accommodation, and understanding of bicycle and
pedestrian needs, road construction and traffic operations will increase safer conditions for the
vulnerable modes of walking, running, and bicycling; especially important with Clermont being
the center of the Coast-to-Coast Connector; and
WHEREAS, recent data on obesity and public health identifies a relationship between land use,
automobile dependency, and poor health; a condition that improves in communities exercising
the principles of pedestrian and bicycle safety; and
WHEREAS, Florida Statutes Section 335.065, titled "Bicycle and Pedestrian Ways Along State
Roads and Transportation Facilities" states that "Bicycle and pedestrian ways shall be given full
consideration in the planning and development of transportation facilities . . . and bicycle and
pedestrian ways shall be established in conjunction with the construction, reconstruction, or other
change of any state transportation facility . . .'; and
WHEREAS, the City of Clermont has invested in multi-modal transportation systems to balance
the community's mobility and accessibility and will continue to work on overcoming practical
challenges in integrating bicycle and pedestrian-friendly mobility systems with each other and
within the urban and rural landscape;

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Clermont, that:
SECTION 1.
The City of Clermont affirms that "people" are the top pnority in transportation projects, all road
projects should be designed to comfortably accommodate all users to the fullest extent possible,
that bicycling, walking, running and public transit accommodations are a routine part of the
City's planning, design, construction, maintenance, and operating activities; and that bicycle and
pedestrian safety is paramount in new construction, reconstruction, resurfacing or other retrofit
road and bridge projects. In developing these accommodations, the latest, best design standards
will be used, while recognizing the need for flexibility in balancing user needs while maintaining
our commitment to making pedestrian and bicycle safety a top priority.
SECTION 2.
This Resolution shall take effect immediately upon its adoption.
