08-04-2015 P & Z Minutes City of Clermont MINUTES PLANNING AND ZONING COMMISSION August 4, 2015 Page 1 The meeting ofsthe Planning & Zoning Commission was called to order Tuesday August 4, 2015 at 6:30 p.m. by Chairman Nick Jones. Other members present were Carlos Solis, Herb Smith, Cuqui Whitehead, Tony Hubbard, and Jack Martin. Also in attendance were Barbara Hollerand, Development Services Director, Terry Dykehouse, City Engineer, Dan Mantzaris, City Attorney, and Rae Chidlow, Planning Specialist. MINUTES of the Planning and Zoning Commission meeting held July 7, 2015 were approved as wntten. REPORTS , Chairman Jones stated that he emailed the other Commission members with information about a case law pertaining to disparate impacts. He stated that he has asked City Attorney Mantzaris to review the document. 1. FRDAP RECREATION GRANT PRESENTATION Development Services Director Barbara Hollerand presented the staff report as follows: The City proposes to submit two $50,000 grant applications through the Florida Recreation Development Assistance Program, or FRDAP, for improvements to Palatlakaha Park. The grants are available for land acquisition, construction of new parks and for development within existing parks. No match is required for the grants. These state grants are competitive and point-based, and not all projects are funded each year. A presentation to and recommendation by the Planning & Zoning Commission will enhance the City's application and increase the likelihood that it will be funded. Ms. Hollerand stated that there are two grants and City Engineer Terry Dykehouse is available to answer any questions they may have. Staff recommends approval of the grant application. Commissioner Martin made a motion to recommend approval of the FRDAP recreation grant; seconded by Commissioner Solis. The vote was unanimous to recommend approval. Commissioner Solis stated that his concert is August 22, 2015 in Winter Garden at the Garden Theater at 8:00 p.m. Chairman Jones thanked Commissioner Whitehead for bringing eye glasses. He stated that the Lions Club circulated over 192,000 glasses throughout the world. He stated that it means a lot to people in other parts of the world.
