MINUTES
REGULAR COUNCIL MEETING
November 10, 2015
The Clermont City Council met in a regular meeting on Tuesday, November 10, 2015 in the Clermont
City Center Mayor Ash called the meeting to order at 6 30pm with the following Council Members
present Council Members Mullins, Bates, Travis and Goodgame Other City officials present were City
Manager Gray, City Attorney Mantzans, City Clerk Ackroyd, and Deputy City Clerk Noak
INVOCATION
Pastor Juan Rivera gave the invocation followed by the Pledge of Allegiance
ELECTION RESULTS
City Clerk Ackroyd presented the General Election results for Seat 4 Bradlee Cox received 1,294 votes
or 41 51 percent and Keith Mullins received 1,823 votes or 58 49 percent Staff recommended
acceptance of the General Election results
Council Member Goodgame moved for acceptance of the election results, seconded by
Council Member Mullins The motion passed with all members present voting aye
OATH OF OFFICE
City Clerk Ackroyd administered the Oath of Office to Ray Goodgame for Council Member Seat 2 and
Keith Mullins for Council Member Seat 4
SELECTION OF MAYOR PRO-TEM
Mayor Ash passed the gavel to Mayor Pro-Tem Goodgame
Mayor Ash nominated Council Member Mullins, seconded by Council Member Travis
The motion passed 4 to 0 with Council Member Goodgame in opposition
PRESENTATIONS
Writes 4 Safety
Jodi Campbell, 2015-National American Miss Flonda, presented the Bicycle Safety Essay Contest she
established and announced the thirty winners from five Clermont area schools The winners received
bicycles and were presented certificates by Ms Campbell, Police Chief Broadway, and Mayor Ash,
assisted by Officer Colon Ms Campbell thanked Police Chief Broadway and Travis Realty for the
bicycles
LakeXPress Transit Service
Ayme King, Lake County Intenm Traffic Manager, provided an overview of the current fixed-route
transit services and operation times She announced the grand opening of the new Route 50 service
connecting South Lake to Orange County beginning December 1, 2015 A ribbon cutting ceremony will
be held at loam on Tuesday,December 8,2015 at South Lake Hospital

Council Member Mullins inquired if future plans included stopping at retail areas Ms King stated they
are looking into providing service from the current Park and Ride to the future hotels on Highway 27 and
to the Historic Downtown area
Council Member Mullins asked if the passengers would consist of people shopping or going to work Ms
King commented staff estimated the majonty of the nders would use the transit system for going to work
Council Member Travis inquired how many buses would cover the new route Ms King stated two buses
would cover the route
Council Member Goodgame asked about accommodations for handicapped nders Ms King commented
the buses could accommodate thirty-five handicapped riders
Council Member Bates inquired how many stops would the new route have Ms King stated the new
route would have 110 stops
PUBLIC COMMENTS
Mayor Ash opened for public comments
Ana LeBlanc requested an update on the crossing guard she requested for East Avenue and State Road 50
City Manager Gray stated a meeting was held with Economic Development Director Hitt, Lake County
School Board staff, Clermont Middle School staff, City staff, and Police Chief Broadway City Manager
Gray stated staff would present an update at the December 8,2015 Council meeting
Richard Turner expressed concern regarding traffic speeding on East Minnehaha Avenue and requested
the City take action to reduce speeding
Mayor Ash closed the public comments
REPORTS
City Manager Gray reported the second meeting in November was cancelled He announced Light Up
Clermont would be held December 3 through December 5, 2015 The details are listed on the City's
website
City Manager Gray addressed Council regarding the current alcohol approval process The process
allows the'City Manager to approve serving beer and wine at functions held inside City facilities Staff is
receiving an increase m requests to serve liquor, which currently requires Council approval City
Manager Gray requested Council allow him to approve liquor at functions held inside City facilities
Council Member Goodgame moved to allow the City Manager to approve liquor for
functions held inside City facilities, seconded by Council Member Mullins
Mayor Ash opened for public comments There were no public comments Mayor Ash closed the public
comments

City Attorney Mantzans—No report
Council Member Bates thanked Veterans for their service to the country
Council Member Goodgame reported the Manne Corp League will hold a tnbute to Veterans at
Waterfront Park on November 11, 2015 at 11am He attended the Metropolitan Planning Organization
meeting and mentioned the availability of a Flonda Bicycle Law Enforcement guide and a Flonda
Pedestnan Law Enforcement guide Mr Goodgame requested the City obtain copies for the public
Council Member Mullins stated he attended the Lake County Board of County Commissioners meeting
regarding the proposed budgets for sales tax expenditures by the County, School Board, and
municipalities The Sales Tax Oversight Committee reported the entities are using the sales tax funds
appropriately
Council Member Travis reported on the Celebration of Cycling events in Clermont` The event will begin
at the Clermont City Center on November 13, 2015 at 9am, followed by an evening of live music and
food trucks, in conjunction-with the Wine Walk The awards banquet will be held on Saturday,
November 14, 2015 from 6pm to 9pm at Hentage Hills Ms Travis stated there would be more than
2,300 bicyclists participating in a riding event on Sunday,November 15,2015
Mayor Ash commented she attended the Harvest Festival, the Diamond 9 Women's Softball Tournament,
the 9`" Annual Clermont Art Festival, the Canbbean-Amencan Association of Lake County Annual
Banquet, and the Community Leaders Appreciation Day Ms Ash reported Clermont resident Wendy
Burkett's top-sconng photograph will be featured on the cover of the 2016 Lake County Adopt-a-Lake

CONSENT AGENDA
Mayor Ash advised the next item on the Agenda for consideration was the Consent Agenda and requested
anyone wishing to have any item pulled for discussion to please come forward at this time

City Manager Gray stated the Gray-Robinson agreement was a piggyback with the Lake County contract
to provide the City with assistance in secunng grants The City will be seeking grants and funding for the
public projects involving the City's Master Plan dunng the legislative sessions in Tallahassee The
agreement with Gray-Robinson is for one year, has a 30-day termination clause, and the money is in the
budget
Council Member Bates inquired if the agreement was different from the agreement with Fred Fox
Enterpnses City Manager Gray stated Fred Fox Enterpnses' expertise is with Community Development
Block Grants
City Manager Gray reported Ms Linders exercised the 30 day out-clause in the E & M Theatncal
agreement The City began moving forward with the transition of managing the Performing Arts Center
and the amendment to the agreement ends the original agreement with E&M Theatncal
Council Member Goodgame inquired if Ms Linders' nght-hand staff member would be hired City
Manager Gray stated current City staff have been cross-trained
Council Member Bates asked if the City would utilize the current ticket box and equipment City
Manager Gray stated the City would purchase a ticket box and ticket sales would be transferred to the
City
Council Member Mullins expressed concern with the long term use of the facility and requested
discussion at the upcoming annual Council Retreat
Council Member Mullins moved to approve Consent Items 3 and 5, seconded by Council
Member Goodgame The motion passed with all members present voting aye

UNFINISHED BUSINESS
Item No. 7—Variance Request;Arby's
Senior Planner Kruse stated the request was originally presented at the October 27, 2015 and was tabled
to the November 10, 2015 meeting to allow the applicant time to revise the site plan The applicant
removed the following original variance requests Request No 3 — reduction in parking space depth,
Request No 4 — elimination of wheel stops, Request No 5 — height of the ground sign, Request #6 —
intenor landscape island reduction The applicant is requesting approval of a vanance to allow for a
western landscape buffer of less than 20 feet, elimination of a northern landscape buffer between abutting
properties, and added a variance request for a 10-foot retaining wall fronting a Florida Department of
Transportation retention pond Staff recommended denial of the variance requests
Jeff Earhart, CPW Engineering, provided copies of the proposed site plan indicating the location of the
three requested variances Mr Earhart reviewed the variance requests for a landscape buffer of less than
20 feet on the western-portion of the property, elimination of the northern landscape buffer, and the
addition of a variance request for a retaining wall with a maximum height of 10 feet
City Attorney Mantzans stated the variance regarding the retaining wall was not part of the legal ad and
Council could not take action on the retaining wall vanance request
Darryl Johnson, Arby's, requested approval of the western and northern landscape buffer reduction
requests
