The Community Redevelopment Agency (CRA) met on Tuesday, October 13, 2015 in the Council
Chambers at City Hall Community Redevelopment Agency Chair Gail Ash called the meeting to order
at 6 OOpm with the following members present Mary Jo Pfeiffer, Ray Goodgame, and Keith Mullins
Other City officials present were City Manager Gray and Deputy City Clerk Noak CRA Member
Diane Travis and Roger Pierce were absent
Item No 1 —Meeting Minutes
CRA Member Bates moved to approve the minutes of the September 8 2015 CRA
meeting, seconded by CRA Member Goodgame The motion passed with all members
present voting aye
Item No 2—Resolution No 10, Fiscal Year 2015-2016 Budget
Deputy City Clerk Noak read Resolution 10 aloud by title only
A Resolution of the Community Redevelopment Agency of the City of Clermont, Lake
County, Flonda, adopting the budget for the 2015-2016 Fiscal Year
Economic Development Director Hitt provided an overview of the Community Redevelopment Agency
budget for Fiscal Year 2015-2016
CRA Member Mullins moved to accept Resolution 10, seconded by CRA Member
Goodgame The motion passed with all members present voting aye
Item No 3—Downtown Clermont Redevelopment Plan
Economic Development Director Hitt reviewed the approval process required by the Flonda Statutes
He provided an overview of the history of the Community Redevelopment Agency and the proposed
expansion area The expansion area included the Waterfront Park beach area, the pnor Bell Ceramics
site off of East Avenue, CBS Builders Supply, Exceletech, the Clermont Public Works facility, and
parcels south of Highway 50 between 5th Street and 12th Street
CRA Member Bates inquired about responses received on the proposed expansion Economic
Development Director Hitt stated the City did not receive any negative responses
CRA Member Goodgame expressed concern in regards to including the Public Works facility in the
proposed expansion area Economic Development Director Hitt stated tax exempt organizations were
not eligible for funding, however should the property become available for sale, including the property
within the CRA Distnct would provide an incentive to purchase
CRA Member Goodgame requested inclusion of the boat launch relocation City Manager Gray stated
the decision would be made as the Master Plan moves forward
CRA Chair Ash stated the plan appears to cover all possible areas which could use CRA funding

CRA Member Mullins inquired if staff had a timeline for initiating a residential incentive grant program
Economic Development Director Hitt commented a proposed plan would be presented at a future
Community Redevelopment Agency meeting
Board Member Goodgame moved to approve the Downtown Clermont Redevelopment
Plan, seconded by Board Member Mullins The motion passed with all members present
voting aye
Item No 4—Parking, Discussion of two Downtown Parking Lots
City Manager Gray commented the presentation was for informational purposes and would not require a
vote by the CRA Board
Economic Development Director Hitt reported the Fire Station on West Desoto Street was demolished
and will be used as a grass parking lot with 14 parking spaces and 1 paved handicapped parking space
West Desoto Street parking will change from diagonal parking to 15 parallel parking spaces
City Manager Gray commented staff determined paving the parking lot was costly and determined the
parking lot should remain as a grass parking lot until a decision is made on the Montrose Street police
station site
CRA Chair Ash mentioned her discussion with City Manager Gray regarding the lack of handicapped
parking on downtown streets The handicapped parking issue will be addressed once a decision is made
on the Montrose Street police station property
CRA Member Pfeiffer suggested using mulch from City tree trimmings for the parking lot
Joseph Holt inquired if the expansion area was approved Economic Development Director Hitt stated
the expansion area, if approved by the City Council, would be effective December 9, 2015 Mr Holt
inquired how the plan would affect residential property City Manager Gray stated the City is working
on a grant incentive program for residential properties
