04-12-2016 Regular Council City of Clermont MINUTES REGULAR COUNCIL MEETING Apnl 12, 2016 The Clermont City Council met in a regular meeting on Tuesday, Apnl 12, 2016 in the Clermont City Council Chambers Mayor Ash called the meeting to order at 6 30pm with the following Council Members present Council Members Mullins, Bates, Goodgame, and Travis Other City officials present were City Manager Gray,City Attorney Mantzans, and City Clerk Ackroyd Howe INVOCATION Pastor Doug Lane gave the invocation followed by the Pledge of Allegiance PROCLAMTION Mayor Ash read the Municipal Clerks Week proclamation aloud City Clerk Ackroyd Howe recognized the department staff members Mayor Ash presented the proclamation to City Clerk Ackroyd Howe, Deputy City Clerk Noak, and Municipal Records Specialist Llewellyn City Clerk Ackroyd Howe read the Safe Digging Month proclamation aloud Mayor Ash presented the proclamation to Kathy Thrash, Dig safe 811 Ms Thrash invited Assistant City Manager Kinzler and IT Director Dennis for acceptance of the proclamation PRESENTATIONS Police Chief Broadway recognized several Police Department employees for exemplary work in 2015 Patrol Officer Ethan Bell responded to a call of an unresponsive individual and administered CPR and stabilized the patient Patrol Officers Darrell Demastus and Wilson Delgado-Rodnquez responded to an unresponsive individual and administered CPR and revived the individual Deputy Chief of Police Charles Vitale and Patrol Officer Nathan Farzati responded to an unresponsive individual and administered CPR and use of an AED, restonng the individual's pulse The 2015 Officer of the Year award was presented to Detective Scott Tufts for his investigative work on an identity theft case which resulted in solving several burglaries in Clermont and surrounding areas, assisting a student with their science project, and providing presentations on cnminology and cnme scene processmg to local high school students PUBLIC COMMENTS Matthew Modica commented the Hooks Street and Lakeshore Dnve landscaping at The Moonngs subdivision site cannot be rectified He expressed concern regarding lack of the required buffer across from the baseball field near the Rusty Fox City Manager Gray commented The Moorings subdivision 2005 Conditional Use Permit approved saving one tree next to the road The developer will have to replace trees Council Members Mullins and Goodgame recalled the development plan from 2005 contained a winding road with a cul-de-sac and houses nestled among the trees Council Member Travis inquired of the tree removal permit process City Manager Gray noted a permit was not required when developing under a Conditional Use Permit Harold Verbraska commented on the requirement of a one-million-dollar liability insurance policy to play softball Liability waivers for the players were provided in 2002, and in 2008 the requirement was 1 '— City of Clermont MINUTES REGULAR COUNCIL MEETING Apnl 12, 2016 initiated Mr Verbraska stated the players approached the Council in 2008 regarding the insurance requirement and the insurance was no longer requested until recently He asked of the possibility of waiving the insurance requirement for the senior softball players City Manager Gray stated the liability insurance requirement is consistent with all groups Parks and Recreation Director Davidoff has spoken to the group and several options were provided The players could become a City senior program and pay an increased fee, or purchase insurance from a third-party organization City Attorney Mantzans stated organized groups paying to use the City's fields pose a different risk than individuals who show up and use the City's fields Parks and Recreation Director Davidoff stated he spoke with a provider and coverage for a team would cost approximately$95 per year Mayor Ash requested additional information be provided at a workshop or as an agenda item Council Member Mullis offered his business's assistance in purchasing liability insurance for the team Heather Noyes commented on the lack of adequate number of handicap parking spaces in the downtown area, along with several other areas in Clermont Ms Noyes requested Council look into the City's handicap parking Council Member Goodgame stated the number of handicap individuals in Clermont should be determined prior to evaluating handicap parking needs Mayor Ash commented approximately 25%of the population is over 60 years old City Attorney Mantzans stated the City has an Amencans with Disability Act Coordinator who will contact Ms Noyes REPORTS City Manager Gray reported the first Citizens' Academy was well attended Olympic Day was held on Saturday,April 9, 2016 City Attorney Mantzans–No report Council Member Bates–No report Council Member Goodgame commented a special Metropolitan Planning Organization meeting will be held in the City Council Chambers on Thursday, April 14, 2016 at loam to review the auditor's report The Celtic Nights performance on Fnday, Apnl 8, 2016 was very good He commented the Citizens' Academy exposes citizens on the operation of the City Council Member Mullins reported the Food Truck rally on Fnday, April 8, 2016 was well attended The children's Sidewalk Chalk Art Contest on Saturday, Apnl 9, 2016 moved inside due to inclement weather The Greater Clermont Cancer Foundation Bras for the Cause and the Hospice Gala will be held on Saturday, Apnl 16,2016 2 City of Clermont MINUTES REGULAR COUNCIL MEETING April 12, 2016 Council Member Travis announced the Sports and Tounsm meeting will be held at the National Training Center on Apnl 13, 2016 at 8am The South Lake Chamber of Commerce will host a Job Fair at the Clermont City Center on May 4, 2016 from 9am to 12 noon and from 5pm to 8pm The South Lake Chamber of Commerce will hold Business After Hours at the South Lake Animal League, 4648 Baptist Island Road, Groveland The Dragon Boat Race will be held Apnl 30, 2016 at Waterfront Park g p Clermont Elementary School is seeking plants and volunteers on Apnl 23, 2016 The South Lake Chamber of Commerce is seeking active members for the Teacher Appreciation Breakfast, the Taste of South Lake, and the Job Fair Mayor Ash reported she presented the welcome at the Vietnam War Commemoration, attended a meeting on the status of Lake County Roads, spoke to the New York Club, welcomed visitors to the Sidewalk Chalk Art Contest, attended the ground breaking of the Faith Neighborhood Center, and spoke at the Citizens'.Academy CONSENT AGENDA agencies The Florida Department of Economic Opportunity will issue an Objections, Recommendations and Comments letter to the City and the amendment will be scheduled for a final public hearing Staff
