A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CLERMONT, LAKE COUNTY, FLORIDA, SUPPORTING THE
WAYFINDING GUIDE SIGN SYSTEM TO EFFICIENTLY AND SAFELY
GUIDE MOTORISTS AND PEDESTRIANS TO KEY PUBLIC FACILITIES
AND LOCATIONS SUCH AS CIVIC, CULTURAL, VISITOR AND
RECREATIONAL DESTINATIONS WITHIN THE CITY OF
CLERMONT'; PROVIDING FOR SEVERABILITY AND AN EFFECTIVE
DATE.
WHEREAS, the revitalization of the Historic Downtown Distnct of the City of Clermont
has been a major focus and objective of the City Council of the City of Clermont; and
WHEREAS, City staff have prepared certain city-wide Wayfinding Guide Sign System
evaluation factors and cnteria to evaluate and process future destination sign requests; and
WHEREAS,the City Council on March 23,2015 adopted the City of Clermont Downtown
and Waterfront Master Plan, which includes a Signing and Wayfinding project; also known as the
Compass Project, which is to be Citywide; and
WHEREAS,these factors and critena have been utilized to develop a preliminary location
master plan and design for wayfinding signs within the City of Clermont; and
WHEREAS, other requirements will be further developed by City staff after approval by
the Florida Department of Transportation(FDOT); and
WHEREAS, City staff will continue to support the activities of the City Council to
revitalize the Historic Downtown District of the City of Clermont through activities and programs
such as the development and implementation of the Clermont Wayfinding Guide Sign System.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Clermont,
Lake County, Florida, that:
Section 1. Approval of Wayfinding Guide Sign System.
The City Council hereby approves the Wayfinding Guide Sign System, which includes the
Wayfinding Sign Evaluation Criteria, Preliminary Sign Location System Plan, and the
signage design as developed-by City staff. The City Council finds that the actions taken in
this Resolution will efficiently and safely guide motonsts and pedestrians to key City
facilities and locations including;but not limited to, civic, cultural, visitor and recreational
destinations within the City of Clermont.
Section 2. Support for Wayfinding Sign Evaluation Criteria/Signage Design.
The City Council also supports the Wayfinding Sign Evaluation Cnteria and the signage
design to be utilized in determining sign location and design within the City of Clermont.

Section 3. Severability.
All ordinances, resolutions or parts thereof in conflict herewith are hereby superseded and
repealed to the extent of such conflict.
Section 4. Effective Date.
This Resolution shall take effect immediately upon its adoption.

What is Wayfinding?
A wayfinding sign is a directional sign that efficiently and safely guides motorists and pedestrians
to key public facilities including civic, cultural, visitor and recreational destinations within the City
of Clermont.
Wayfinding signs provide for the following:
• Place making and destination enhancement
• Enhances marketing and economic efforts
• Creates a positive image
• Extends the brand and connects the community
What is the wayfinding sign evaluation process?
1. Destinations may be added to the wayfinding guide sign system based on a site plan
showing the proposed destination and sign locations(s). Existing destinations on
proposed sign modifications shall be listed. Any proposed new sign locations shall
include a site plan displaying neighboring intersections and directional signs.

3. The written request shall be evaluated according to the following criteria:
a. The existing wayfinding sign contains space for additional messages or sign
location qualifies for an additional wayfinding sign and space is available for
installation
b. The wayfinding sign does not interfere with visibility of existing signs or traffic
control devices.
c. The destination shall meet the conditions for top destinations as listed in the
destination hierarchy. ,
Qualifications for wayfinding signs
1 Refer to Rule 14-51.030 of the Florida Administrative Code for information on top
destinations which qualify for inclusion on wayfinding signage
2. Destinations that are cultural, historic or public use facilities may be included in the list of
top destinations if approved by the City Council and as space is available on sign panels.
Destinations being considered will be evaluated on trip generation, operational hours, and
access to the public.
3. Recreational attractions such as public parks that may be considered for signage shall be
operated by the City or contracted by the City, on a non-profit basis and meet ADA
accessibility standards for public access.
4. City owned or sponsored public venues, contacted or venues leased by the City to non-
profits may qualify for signage.
Graphics on Wayfinding sign
Wayfinding guide signs shall not contain commercial advertising or commercial graphics
(logos) of businesses, including within the pictographs. Pictographs are allowed for use on
wayfinding guide signs A pictograph is a graphic for a governmental agency (such as the
"Champion" from the Clermont logo) or a public institution (such as a college or university. A
stadium or similar venue with naming rights of a business shall not display the company
logo on a wayfinding sign.
The maximum dimension (height or width) of a pictograph shall not exceed the size of the
adjacent lettering for that particular location (single or double height included) on the sign.
Other graphics that specifically identify the wayfinding system may be used on the overall
signing assembly and sign posts.
City of Clermont logo and branding — included on all wayfinding signage on State and local
roads. Colors and general design is to remain the same to add familiarity as vehicles and
pedestrians travel throughout the City.

Wayfinding Strategy- destination hierarchy
This is a comprehensive list of destinations in major categories which are appropriate to
include in the wayfinding program. This list is further refined into separate tiers of priority, with
distinctions among them as noted at right
Prioritizing destinations is particularly important for vehicular wayfinding signs, where space is
at a premium on each sign, and signs are located based on an overall circulation strategy so
that routes are efficient and total number of signs is kept in check.
Due to sign size and the limited number of sign locations, not all destinations may be able to
appear on the wayfinding signs. However, they may still appear on pedestrian signs and
maps.
Tier A— Destination of primary importance, provide direction throughout city via all
access routes on vehicular signs. Prominently featured on Downtown &Waterfront
pedestrian wayfinding signs and maps.

Recreation, etc)
• Hospitals
• Lake Sumter State College
Tier B — Major& minor destinations, consider for advance strategic wayfinding on
vehicular signs. On both vehicular and pedestrian wayfinding signage.
• Downtown &Waterfront Park
• South Lake Trail
• Boat Ramp
• City Parks
• Historical Village
• City contractual services (e g Bikes & Boards Rentals, food, etc)
