MINUTES
COUNCIL WORKSHOP
JUNE 6, 2016
The Clermont City Council met in a workshop on Monday, June 6, 2016 at the Clermont City Center
Mayor Ash called the workshop to order at 9 OOam with the following Council Members present Travis,
Mullins, Goodgame and Bates Other City officials present were City Manager Gray, City Attorney
Mantzans, and Deputy City Clerk Noak
Mayor Ash noted the meeting was informal and no action would be taken
Master Plan
City Manager Gray introduced Richard Levy with GAI Consultants
Richard Levy presented the overall concept of Victory Pointe The project incorporates a public park
with stormwater treatment He introduced Frank Bellomo, GAI Consultants
Frank Bellomo provided an overview of the conceptual design Minneola Avenue will be restructured
and the project will have boardwalks and other garden-type features over a marsh Restroom facilities, a
small office, interpretive signage, and educational information have been incorporated into the design
GAI met with event users and Fred Sommer expressed concern of the start and finish line for tnathlon
events
Council expressed concerns of the need for additional parking, the dampness of the 12t Street area, and
the potential loss of downtown merchants' regular customers
Council suggested installing culverts or using injection wells to allow for more parking, parking meters,
relocating Pig-on-the-Pond to Lake County property, and use of golf carts to shuttle people to events
Assistant City Manager Kmzler presented a conceptual plan for The Promenade The key components
included a trail spur from 7"' Street to downtown, multi-tiered areas to watch events, an expanded
farmer's market, and a special events area The Promenade will be multi-modal and attract boaters,
bicyclists, automobiles, and seaplanes to the downtown area
Montrose Street will be revitalized between 7'" Street and 8th Street with a large open event area, larger
sidewalks, transitional curbing, restroom facilities,bnck pavers, and upgraded electnc
Council suggested revitalizing all of Montrose Street and use trees instead of planters for the landscaping
Mayor Ash recessed the workshop at 10 12am Mayor Ash reconvened the workshop at 10 24am
Ethics
City Attorney Mantzans discussed the final video for the Council's required ethics training, which must
be completed pnor to July 1
Information regarding rules for elected officials and staff was distnbuted City Attorney Mantzans
commented the City had not updated their rules since they were adopted in 1963, with the exception of
enacting a Public Participation resolution
Council will review the current rules and provide suggestions to City Manager Gray
City of Clermont .

Public speaking time allotments were discussed and Council suggested the use of a displayed countdown
clock. A countdown clock will be included in the Council Chambers audio/visual system upgrade
City Manager Gray informed Council the Code Enforcement Board had two recent resignations and the
Board has not had a quorum for two meetings Council consensus was to place the use of a magistrate for
code enforcement cases on an agenda
Existing Police Station
City Manager Gray presented ideas for use of the current Police Station on Montrose Street, which
included parking, leasing the building, selling the building,using as a downtown substation, and using for
additional City office space.
Council consensus was to consider selling the building after the situation with a neighbonng business was
resolved A police substation could be built at Waterfront Park.
Open Container
Economic Development Director Hitt presented a future code change creating a designated Downtown
and Waterfront Entertainment Distnct. The change would allow for outdoor alcoholic beverage
consumption,with restnctions.
Council will review the ordinance,provide feedback, and discuss at a future meeting.
Commercial Businesses Within City Facilities
Parks and Recreation Director Davidoff provided information on staff concerns regarding use of the Arts
and Recreation Center facilities by businesses for financial profit. The fees for using the City's facilities
are less expensive than facilities available for rent by pnvate industry. The Arts and Recreation Center
rental fees and waivers will be updated and policies will be created to address the issue.
City Manager Gray commented the non-utility fee study will be presented to Council during the budget
workshop sessions, which will include fee waivers and rental fees.
Other
City Manager Gray discussed the City taking over the operation of the Clermont City Center effective
October 1, 2016
City Manager Gray distnbuted a salary survey regarding City Council salanes. City Council requested
City Attorney Mantzans provide vanous formulas which may be used in bnnging Clermont City Council
salanes in line with other municipalities
Council Member Goodgame mentioned the traffic problems on Highway 27 after events at the Arts and
Recreation Center. City Manager Gray stated the issue will be addressed -
Council Member Goodgame commented the City of Ocoee's Police Department will be using body worn
cameras. _
