COUNCIL WORKSHOP
AUGUST 29 2016
The Clermont City Council met for a workshop on Monday August 29 2016 in the Council
Chambers at City Hall Mayor Ash called the workshop to order at 9 OOam with the following
Council Members present Council Members Mullins Goodgame Bates and Travis Other City
officials present were City Manager Gray Finance Director Van Zile and City Clerk Howe
User Fees
City Manager Gray commented staff sent out a Request for Proposal (RFP) for non utility fees
The consultant did return with a report The departments affected have been reviewing the
recommendations with the consultant The fees were last updated in 1995 and needed to ensure
the fees are current so that the General Fund is not subsidizing fees
Finance Director Van Zile remarked the Council authonzed Tindale Oliver to perform the study
to review all user fees charged in the following departments City Clerk Development Services
Police Fire and Parks and Recreation This is the first time a study has been performed by an
outside consultant There are no changes recommended for the City Clerk or Police Department
The fees were included in the proposed budget that was presented in July to be effective October
1 2016 It includes compansons with other municipalities
Development Services Director Hollerand reviewed the fees for Planning and Zoning The direct
cost of advertising will be billed separately There was discussion about the proposed vanance
fee increase Council suggested a separate vanance fee for commercial and pre existing single
family Council agreed $300 for an existing single family and $620 for new residential or
commercial
Council and staff discussed the recommended fees for Building Services Staff is comfortable
with the recommendations
Assistant Fire Chief Johnston reviewed the proposed increase in fees of the Fire Departmnet
Council and staff discussed false alarm fees City Attorney Mantzars suggested removing it
from the fee schedule and addressing it separately
Mayor Ash recessed at 10 26am the workshop reconvened at 10 37am
Parks and Recreation Director Davidoff and Finance Director Van Zile reviewed the proposed
fees for the department These fees have not been included in the budget for next year It is
difficult to quantify the fee increases from the recommended fees
Council discussed rental of the concession stand and allowing others to use it Council also
discussed an increase in fees for non residents for use of the pool and basketball Furthermore
Council and staff agreed to increase the boat ramp fee to $10 and provide an annual pass for
residents in the amount of $60 and no annual pass for non residents Council and staff also
agreed to charging late fees

City Manager Gray noted the proposed fee increases will return to Council at a future meeting to
be adopted by Resolution
Council Rules
City Attorney Mantzans discussed adopting comprehensive Council rules
Cities are moving to adopting formal rules Mr Mantzans researched other municipalities and
identified Bonita Spnngs He took their guidelines and made changes to reflect Clermont which
includes references to our city charter It establishes general guidelines and conduct with Council
and public and conduct of staff and public
If a Council member violates the city charter by interfenng that is considered forfeiture of office
by vote of the Council by the majonty vote
City Manager Gray asked Council to contact Mr Gray directly instead of staff members
Mayor Ash requested time for the Council to address this at another workshop City Manager
Gray stated he would return to Council in October for further discussion
Historic Village
City Manager Gray noted that dunng the budget workshops there were comments about the city
taking over the Histonc Village There are no funds budgeted for next fiscal year to have staff
take it over The city currently takes care of the grounds and the Historical Society takes care of
the inside of the buildings The city will have to get more involved at some point
The Council expressed interest in collaborating with the Historic Village Council members
asked staff to look into the projected cost
Other
Mayor Ash requested discussion of the Police Station on Montrose Street at the next workshop
Council suggested having a workshop pnor to a Council meeting to discuss these items in more
detail
With no further comments the workshop adjourned at 12 09pm
