COUNCIL WORKSHOP
November 15,2016
The Clermont City Council met for a workshop on Tuesday, November 15, 2016, in the Council
Chambers at City Hall. Mayor Ash called the workshop to order at 6:30pm with the following
Council Members present: Council Members Mullins, Goodgame, Bates and Travis. Other City
officials present were: City Manager Gray and Deputy City Clerk Noak.
Kehlor Building
City Manager Gray stated staff inspected the building and the building should be demolished.
The Clermont Recreation Club uses the building for various activities which are primarily
attended by seniors. The club charges for use of the building and provides the paper goods,
sporting goods, and cleans the building with the money collected. The arrangement is similar to
the arrangement the City has with the Clermont Women's Club.
The club expressed concern of a meeting location for the activities held at the Kehlor Building.
A conceptual plan fora replacement building was presented by Nick Jones; Clermont Recreation
Club. The activities at the current building could continue during the construction phase of the
replacement building.
The consensus of Council was to demolish the current structure and construct a replacement
building.
Council suggested use of the current police department, constructing the new building prior to
demolishing,the Kehlor Building, and use of the Arts and Recreation Center as options for
continuing the current activities held at the Kehlor Building.
City Manager Gray will return to Council with a plan and several options to continue the current
activities held at the Kehlor Building.
Sponsorship Fee Waivers
City Manager Gray commented Council requested staff address sponsorship waiver fees.
Parks and Recreation Director Davidoff presented a plan for processing sponsorship requests.
The City has three signature-events with different needs which will continue to be brought before
Council for consideration. The remaining requests would be processed through a Community
Grant Application Process. The process would have an application period opening and closing
date, a review and ranking-process, and-finahapproval by the City Manager or City Council. The
budgeted funds for.the Community Grant sponsorships is $10,000. The first grant cycle process
would begin in April, 2017 for events held between October 1, 2017 and September 30, 2017.
Council suggested setting a cap on the waiver costs for the signature events, consider increasing
the budgeted amount for the grant sponsorships, consider having two grant application cycles,
providing Council with tabulations on all waiver costs, provide Council with regular updates,
and allow for roll-overs of deposits.

The consensus of Council was the grant application process was a good process with regular
updates provided by Parks and Recreation Director Davidoff.
Existing Police Station Uses
City Manager Gray commented the building and the current parking lot where the old Fire
Station had been located was appraised at over$900,000.
Economic Development Director Schmidt gave a presentation on asset based economic
development, economically sustainable downtowns, downtown economic development
challenges, small business trends, and technology business trends.
Economic Development Director Schmidt presented information on the company Canvs, which
offers co-working space, connects members to industry leaders and mentors, and hosts programs
and events to technology startup companies. Canvs is interested in leasing the police station and
is willing to provide the necessary upgrades to the facility.
The consensus of Council was to proceed in discussions with Canvs and provide Council with
additional details.
Council Rules
City Manager Gray presented the Council Rules drafted by City Attorney Mantzaris. He
requested Council provide any changes by November 30, 2016. The rules will be on the
December 13, 2016 agenda.
Council Salary
City Manager Gray presented the three options provided by City Attorney Mantzaris. Option 1:
a straight monthly amount or annual amount without any provision for an increase unless
approved by further action of the council. Option 2: a monthly amount or annual amount that is
based on population growth and whereby the annual amount is increased as certain population
milestones are met; such as, upon interval increases of 10,000 residents the set amount is
increased. Option 3: a per capita amount applied to the city's population is used annually to
calculate the base compensation.
Council was not in favor of a population based salary increase.
Council consensus was to use a cost of living based salary increase.
City Manager Gray will look into cost of living based salary increase options and bring back to
Council.

Other
City Manager Gray commented the 2017 Council Meeting Calendar would be on the December
13, 2016 agenda and will include a scheduled workshop each month. The workshops will be
held only as needed.
Council Member Goodgame asked the City work with the South Lake Chamber of Commerce on
honoring Ann Dupee.
With no further comments, the workshop adjourned at 8:52pm.
