Victory Pointe— Development Improvements

Dear Mr. Kinzler:
Thank you for the opportunity to allow GAI Consultants, Inc. to assist the City of Clermont by
providing CEI Services for the above referenced project.
Project Understanding
This project consists of hardscape and landscape improvements for Victory Pointe and
improvements to W. Minneola Avenue, West Avenue, and W. Osceola Street as shown in the
Victory Pointe Project Construction Plans, dated January 31, 2017.
Scope of Services
Based on our understanding of the project requirements/criteria provided by the City of Clermont,
GAI will perform the following described Scope of Services:
► 1.0 Contract Administration
• Attend the Pre-Construction Meeting, and chair and document progress meetings.
• Review, analyze, and provide comments to the Contractor's baseline schedule for
contract compliance.
• Analyze problems and contractor proposals as required and provide recommendations.
• Route and coordinate the review of material submittals and work plans.
• Review and provide comments to the Contactor's Traffic Control Plan and coordinate
lane closure requests.
• Route and document Requests for Information and responses.
• Assist in the processing of monthly pay estimates.
► 2.0 Inspection Services
• Provide daily on-site inspection services. Monitor and keep detailed accurate reports
of the Contractor's daily operations and significant events that affect the work, which

will include earthwork, drainage, sheet pile walls, and boardwalks. The City will be
providing inspection services for all utilities and roadway construction (embankment,
base, asphalt, etc.).
• Respond to Requests for Information (RFI's) from the contractor.
• Review and approve or deny submitted shop drawings, TV Reports, product data
and/or samples as required by the Contract Documents.
• Provide on-site inspections from GAI's project design engineers and landscape
architects at appropriate project milestones for detailed inspection of paving,drainage,
and site features (boardwalks, specialty paving, landscaping, irrigation, etc.).
• GAI's sub-consultant architect, geotechnical engineer, structural engineer and
electrical engineer will provide site visits to observe the construction of their related
disciplines. Understanding that the city will be providing in-house inspection of these
elements, the architect, geotechnical, electrical and structural engineers will only
perform a site inspection upon the request of the city, and will do so on an hourly
basis at the rates described below and included in the total fee.
• Based on the noted on-site inspections and observations, prepare certifications to
FDEP for the sanitary sewer and potable water systems and the S]RWMD for the
stormwater management systems.
• Provide reports outlining the progress of the work to date and any deficiencies
encountered based upon the site visitations.
• Monitor and inspect the implementation of the Contractor's Traffic Control Plan to
verify it meets the City's requirements.
• Coordinate with the Geotechnical Engineer of Record during sheet pile and timber pile
installation and regarding all unsuitable removal to ensure all operations comply with
contract specifications.
• Coordinate sampling and testing by the City's testing laboratory, review results to
verify that the work complies with the contract requirements. Asphalt paving, utilities,
and building inspections excluded, to be performed by City staff.
• Verify the Contractor is conducting inspections, preparing reports, monitoring, and
maintaining all storm water pollution prevention measures associated with the project.
GAI will report deficiencies to the City.
• Produce reports (source documents), verify quantity calculations, and make field
measurements for payment purposes.
• Provide pre-construction and progress photographic and video documentation.
Schedule
Services and costs are based on a Construction Contract duration of 12 Calendar Months.

Compensation for services described above is on a hourly rate and cost basis limited by the Total
amount below as follows:

Payment
