09-07-2017 Special Council City of Clermont SPECIAL MEETING MINUTES SEPTEMBER 7, 2017 FIRST PUBLIC HEARING - FISCAL YEAR 2017-2018 BUDGET The Clermont City Council met in a special meeting on Thursday,September 7,2017 in the Council Chambers at City Hall.Mayor Ash called the meeting to order at 6:30pm with the following present: Council Members Mullins, Goodgame, Bates and Travis. Other City officials present were: City Manager Gray, Deputy City Clerk Noak and Finance Director Van Zile. City Manager Gray introduced Assistant Fire Chief Silvestris who provided an update on the status of Hurricane Irma. City Manager Gray advised the September 11,2017 Planning and Zoning Commission Meeting was postponed to 6:30pm on September 18, 2017. The September 12,2017 City Council Meeting was postponed to 6:30pm on September 19, 2017. The 9/11 Memorial Ceremony has been cancelled. Resolution No. 2017-45 Tentative Ad Valorem Millage Rate Deputy City Clerk Noak read Resolution 2017-45 aloud in its entirety. A Resolution of the City Council of the City of Clermont, Lake County, Florida, Adopting the tentative Ad Valorem Millage Rate for the Fiscal Year beginning October 1, 2017 and ending September 30, 2018; providing for collection of taxes; providing an effective date. City Manager Gray stated the meeting was the first of two public hearings to adopt a millage rate and budget for Fiscal Year 2017-2018. There is no proposed change to the millage rate. Finance Director VanZile presented the tentative ad valorem millage rate for Fiscal Year 2017-2018. He reviewed the history of property taxable values and millage rate from 2008 through 2017. The rollback rate is an increase of 6.77 percent. We have to advertise the rollback rate per Florida Statutes. He reviewed a comparison of other municipalities property taxes and fees. Staff requested approval of Resolution 2017-45,establishing the tentative ad valorem millage rate of 4.2061 for Fiscal Year 2018. Mayor Ash opened the public hearing. There were no public comments. Mayor Ash closed the public hearing. Council Member Goodgame moved to approve Resolution 2017-45; seconded by Council Member Bates. The motion passed with all members voting aye. 1 Resolution No. 2017-46 Tentative Budget Deputy City Clerk Noak read Resolution 2017-46 aloud by title only. A Resolution of the City Council of the City of Clermont, Lake County, Florida, adopting the Tentative Budget for the 2017-2018 Fiscal Year. Finance Director VanZile presented the city-wide budget and expenditures. The tentative budget is $143,558,996 which is 14.2 percent less than the current year budget. The General Fund Tentative Budget totals $38.9 million, which is 12.9 percent higher than the current year budget. The General Fund Tentative Budget ending reserves are projected at $45.7 million. Expenditures include 17 new positions, contract/merit pay increases, Police and Fire pension increases,Police and Fire vehicles and equipment,parks and facilities improvements,utility system improvements, and Master Plan projects. Staff requested approval of Resolution 2017-46. Mayor Ash opened the public hearing. There were no public comments. Mayor Ash closed the public hearing. Council Member Goodgame moved to approve Resolution 2017-46; seconded by Council Member Mullins. The motion passed with all members present voting aye.
