2017-096 Wounded0 cersinitiative SO THEIR SACRlncc IS NMN IOFGOTTf M, ;. „ MEMORANDUM OF UNDERSTANDING�, „ Between Wounded Officers Initiative, Inc. and City of Clermont Police Department, Lake County, Florida This Memorandum of Understanding(MOU) sets for the terms and understanding between the Wounded Officers Initiative, Inc. (WOI)and the City of Clermont Police Department to participate in WOI's,Counseling program which are part of WOI's principal goals known as CAARE; Counseling, Advocacy, Awareness,Recognition, and Education. BACKGROUND The Wounded Officers Initiative is an Internal Revenue Service recognized Public Charity, 501(c)(3) in which it receives funding and support:from various sources to accomplish its goals. However,direct support and cooperation is required from law enforcements agencies in order for WOI to be successful in achieving its five goals. PURPOSE This MOU will outline the level of support being sought from law enforcement agencies and how their support will positively impact the agency. BLUELINE SUPPORT OVERVIEW BlueLine SupportTM is a program of W01. The BlueLine SupportTM model is a volunteer peer support officer based program. Theprogramutilizes a networkof trained police oriented Mental Health Professionak;(MHPs)and operates within a geographic region to serve all officers and their spousesin that area regardless of status'(wounded/active/retired), rank, or agency. BlueLine SupportTM provides intervention, prevention, resiliency, and self-care services in a safe and confidential setting. The MHPs utilized by WOI are carefully selected to include only those who have demonstrated anunderstandingin police culture,.agencyy dynamics, and whatan officer experiences daily. Most often this is achieved by the MHP having dealt previously with law enforcement officers in their private practices, having LEO familymembers, or having been an LEO themselves prior to becoming a MHP. Each selected MHP:is.also trained by BlueLine SupportTM prior to any officer being referred to them for further assistance. Page 1 of 3 BlueLine SupportTM also covers all co-pays and/or deductibles for services rendered by the servicing facility or practitioners that are not covered by the client officer's health insurance. PEER SUPPORTER OFFICER CRITERIA: • Have been or remain an active sworn law enforcement or correctional officer • Currently or at time of separation in good standing with their department • Willing to be on-call • . Agree to maintain strict confidentiality • Be empathic and possess excellent interpersonal and communication skills • Be motivated and willing to manage time effectively • Successfully complete the selection process • Attend andsuccessfully complete the minimum training program • Agree to participate in any necessary initial and ongoing training Selection of a peer support officer will be made by the peer support advisory committee consisting of members from the BlueLine Support—program and Mental Health Professionals. The selection process consists of application for volunteer peer support officer, panel interview, background check, and Peer2Peer training program. COUNSELLING WOI's establishment of regional peer based counseling programs requires participation from active law enforcement officers of all ranks and disciplines within those regions. We require agency participation in that it permits: • wlaw • Sworn enforcement members of the agency to become volunteer peer support officers. • Peer support officers from their perspective agency the ability to flex time off should they be called out during off hours to provide peer support. • An agency member who has sought assistance through BlueLine Support the immediate use of any personal/sick leave time in the furtherance of their treatment. WOI will provide: • Peer support training at no cost to the agency or the individual. • Liability insurance coverage for the peer support officer while in the performance of their duties. • Clinical Director, PhD, who will oversee the program and overall treatment of client officers. • Agency members who receive assistance through BlueLine Support will not have any out of pocket expensesas a-result of their treatments. The cost of the treatment(s)will be paid by the member's personal health insurance and any all copays and/or deductible would be paid by WOI. Page 2 of 3 REPORTING Annually, either or both organizations will evaluate effectiveness and adherence to the agreement. FUNDING This MOU is NOT a commitment of funds by either party. DURATION This MOU is at-will and may be modified by mutual consent of authorized officials from the Wounded Officers Initiative and the City of Clermont.Police.Department. This MOU shall become effective uponsignature by the authorized officials from both organizations and will remain in effect until modified or terminated by any one of the partners by mutual consent.
