01-16-2018 Council Workshop City of Clermont MINUTES COUNCIL WORKSHOP January 16, 2018 The Clermont City Council met at a workshop on Tuesday, January 16, 2018, in the Council Chambers at City Hall. Mayor Ash called the workshop to order at 6:30pm with the following Council Members present: Council Members Brishke, Goodgame, and Bates. Other City officials present were: City Manager Gray and City Clerk Ackroyd Howe. Council Member Travis was absent. Wellness Way Lake County Commissioner Parks stated Lake County is expecting growth in the amount 100,000 people. Wellness Way is a planning effort in a large tract of land in south Lake County that is a planning framework which keeps the landowners and property rights in mind while demanding better development. Robert Chandler IV, Executive Director for Elevate Lake, presented an overview of Wellness Way. Mr. Chandler stated Wellness Way is in the southeast portion of Lake County consisting of 15,500 total acres with 12,000 buildable acres. The presentation discussed existing conditions, goals and objectives, the approval process, the framework, the roadway corridors, as well as the current status of the plan. Commercial and industrial requirements are calculated based on a tier specific job to housing ratio. Developers must set aside an appropriate amount of land in appropriate locations for job creation uses. There is a maximum number of residential units of 15,700 and a minimum number of non-residential square footage of 11.5 million square feet. The minimum job to housing ratio will be 1.6 jobs to every one house. Commissioner Parks stated there is a requirement in regards to water resource protection for irrigation to come from non-potable water sources. Also, Lake County is working with the City of Orlando to create incentives for land donations. City Manager Gray expressed concern regarding an adequate number of schools and parks for the increased population. Mr. Chandler replied policy will be identified to ensure no development occurs without first meeting the capacity needs. Council Member Bates expressed concern with impact to the city. City Manager Gray replied the City has an Interlocal Service Boundary Agreement and Joint Powers Agreement with the County which requires the County to comply with City standards. The City is able to review and make comments on development and, if they are in the City's utility service area, there are parameters we can require them to comply with. Council Member Goodgame expressed concern in regards to Hartwood Marsh Road. Mr. Chandler stated studies have begun and the issue will be addressed soon. Commissioner Parks commented development is paying for itself as the development is not using property taxes,but rather impact fees paid by the developer. 1 City of Clermont MINUTES COUNCIL WORKSHOP January 16, 2018 Mr. Chandler clarified if a development of 1,000 acres comes in, the 1,000 acres does not have to be contiguous. There are no time mechanisms in place for when the jobs have to be completed as there is a policy stating the County will develop incentives to help and encourage economic development. Commissioner Parks elaborated the study for the east/west connections has been awarded to Metric Engineering and will be completed in approximately one year to 18 months. The project and construction will be funded by the expressway authority. City Manager Gray commended Commissioner Parks and Robert Chandler. Master Plan/Capital Projects update Capital Planning & Projects Director Kinzler and Economic Development Director Schmidt provided an update on capital projects, recruitment and awareness of new businesses, Victory Pointe development activation, events and peer cities, and downtown waterfront streetscapes, landscapes and lighting. Phase two of the waterfront streetscapes will be Minneola Avenue while phase three will be Montrose Street with an allocated $13,000,000 for improvements. Economic Development Director Schmidt provided an update on catalytic residential sites, Clermont Brewing Company, increased communication, and deploying City assets. Forty units per acre is the allowed density for the residential sites provided the developer enters into a community development agreement within their Planned Unit Development which sets specific requirements for the developer to meet. She also reviewed the density bonus criteria and the completion of parking improvements. Capital Planning& Projects Director Kinzler provided an update on City Hall Park Plaza and on the Meet in the Middle Plaza at the 8th Street pier park. The City Hall Park Plaza is designed to be a destination for festivals and events and to be used as large flexible open space. Economic Development Director Schmidt updated on the downtown market trends and property transactions and on the coast to coast status. Capital Planning& Projects Director Kinzler stated 3.2 miles of the waterfront trail will be provided wi-fi and will expand into the heart of downtown. The replacement of the existing Kehlor building is fashioned to match other city facilities. He also provided an update on proposed city limit signage, Public Works complex and land acquisition, and the boat ramp project. The City is currently working with a contractor to redesign the Victory Pointe event area. Mayor Ash thanked Capital Planning & Projects Director Kinzler and Economic Development Director Schmidt for their presentation. City Manager Gray stated he would research development materials for use citywide in connection with Planned Unit Developments. With no further discussion, the workshop was adjourned at 7:56pm. 2
