Defense, and WHERE6:a Faragraph 10, Lake County OAP 59 (County of Lake Qperational Survival Plan) directs each incorporated municipality to organize their civil defense forces within the framework established for the county and will conform to procedures and practices established for the employment of consolidated forces, N(7Gf, THEREFQRE, BE IT RESOLVED BY THE CITY COiJNCIL OF THE CITY QF CL~:RMONT, FIURIDA, in official. session assembled, this, 17th day of October, 1961 does hereby establish the City of Clermont Civil Defense Council, to consist of the City Counoil of the City of Clermont, who are duly elected public officials of the said City of Clermont, and HE IT FURTHER RESOLVED that the City of Clermont Civil Defense Director, appointed pursuant to this Resolution be responsible within the policies and directives of the Civil Defense Council for the organization and plans for Civil Defense within the City of Clermont in accordance with the Florida State Plans and Programs and Lake County, Florida Operational Survival Plan for its non-~uilitary defense. The foregoing Resolution was offered by Councilman Turville who moved its adoption. Lake 59. MAP: City of Clermont PURPOSE: The purpose of this plan is to prescribe emergency measures and procedures to become effective in the City of Clermont, Florida when an enemy attack on the United States occurs, or other major disaster. To integrate the civil forces of this City into the Lake County and Florida State organizations for coordinating employment of our forces therewith. To perpetuate existing civil government through the period of emergency and to preserve its vital records. To sustain life and welfare of the people of the City and those who seek refuge here. 2. AUTHORITY: National Policy. (a) Public Law 920, 81st Congress 606, 85th Congress State and County Plans and emergency powers. (b) Chapters 14.021, 14.022; 30.15 (6), (7) and (9), Chapter 252 Florida Statutes. 3. MISSION: During a war emergency or other disaster it will be the mission of the Clermont civil defense forces to provide relief for victims of enemy attack seeking haven in Clermont as well as local citizens, to protect the welfare of the Clermont resi- dents, to maintain order and to support the State and County survival program. 4. FUNCTIONS: In accomplishment of the foregoing mission, city officials, employees, civil forces and auxiliaries will: (a) Warn officials and general public of threatening enemy attack. (b) Furnish forces and equipment for civil defense in Clermont. (c) Monitor radiation levels. (d) Evacuate the City in event of radiation levels above established tolerance. (e) Deny access to contaminated areas. (f) Establish traffic controls and patterns to expedite movemen¢ (g) Establish holding area, reception point, personnel decon- tamination facility and welfare centers at the direction of Lake County Civil Defense Director. (h) Impose necessary restrictions on distribution of all commodities and supplies. (i) Augment defense forces by employment of residents and evacuees. (j) Dispatch in accordance with Lake County C. D. directives such fire, police, rescue, welfare and other services personnel and equipment, as may be required. (k) In accordance with directives of Lake County Civil Defense Director, invoke such punitive measures as may be required - 1 - to insure equitable distribution of food, clothing and accessories to comfort, to safeguard the health of the community and to secure community welfare. (1) In accordance with directives of Lake County Civil Defense Director, establish projects for channeling the energies of available manpower, augmenting food supplies, rehabilitatin; survivors, relocating the homeless, re-uniting families, restoring commerce and industry and regenerating the will to resist further aggression. PART II ORGANIZATION 5• THE CLERMONT CIVIL DEFENSE ORGANIZATION is established as a part of the Lake County Civil Defense Force. The following is quoted from the Lake County Civil Defense Operational Survival Plan: "Municipal Organization: Incorporated municipalities will organize their civil forces within the framework established by the County, and will conform to procedures and practices established for the employment of consolidated forces. Munici- pal forces will retain their identity and leadership, regardles of area in which employed except that integral units detached for service with the forces of another political jurisdiction will operate under the orders of that jurisdiction until relieved. Welfare centers will be organized generally along the lines shown in the County Plan.°1 6. SEAT OF GOVERNMENT AND CONTROL CENTER: The seat of government of the City of Clermont is in the City Administration Building of Clermont. The Civil Defense Control Center will be established in basemeni of the fire station. In event of actual enemy attack in Centre=' Florida the City Administration Officials of the City Governmen- will join the Civil Defense Control Center in the basement of the fire station. In event of evacuation of Clermont, the City Administration will coordinate movement with County Sheriff (see #12) P_~RT III OP.c~2iTI0NS 8. GENERAL: It is not anticipated that Clermont will be a target area. However, holding areas should be provided for evacuees and routes established. 9. COMMAND: When emergency powers have been invoked the Lake County Civil Defense Council pre-empts all powers of government within the County except that of the courts at law established in this County. The Mayor of Clermont becomes a member of the Advisory Council for Lake County. The Civil Defense organization of the City of Clermont comes under the command of the Civil Defense Council of Lake County. The Civil Defense Director of Clermont becomes a Deputy of the County Director and he operates within the policies and proce- dures of the County Civil Defense Director. 10. O.S.P. LAKE 59 provides that emergency powers will terminate g0 days after they are invoked unless extended or terminated sooner by the Government of Florida. 11, THE CONTROL CENTER for Lake County is located in the Lake County Chamber of Commerce Building in Tavares. Operating staffs are to be located in Tavares as follows: Fire City Fire Station Police Sheriff's Office, Court House Rescue Sheriff's Office, Court House Welfare Lake County Chamber of Commerce Bldg. Health Lake County Health Office Transportation Maintenance Shop & Park, County School Board, Highway 441 Communications Ground Floor, Court House If evacuation of Tavares becomes necessary, Control Center personnel will rendezvous at the City Hall in Ocala. 12. SAFETY DIRECTOR: The Sheriff of Lake County becomes the Safety Director of Lake County and all Police, Fire, Warden, Rescue, Traffic Control and Evacuation operations in the County become subject to his control 13. THE CHIEFS OF FIRE AND POLICE DEPARTNTr~NTS will continuo to operate their departments with such augmentation as is available. The Commander of South Lake American Legion Memorial Post 55 will assemble the members of his post and report to the Chief of Police on call for augmentation of his force, The Police Department will monitor radiation levels and perform warning and warden services in addition to their normal duties. The Fire Chief will be responsible for rescue work. F,vacuation of Clermont will be ordered by the Chief of Police when he deems it necessary or receives orders for same from higher authority. - 3 - 14. TRANSPORTATION becomes subject to the orders of the County Transportation Administrator. The Transportation Director will cooperate with the Civil Relief Director in providing transportation for the sick and wounded. He will also provide transportation for the City Medical Service. He will augment transportation for the Utility and Public Works Director. In case of evacuation he will devote his service to that operation under direction of the Chief of Police. . THE COMMUNICATIONS DIRECTOR will furnish interior communications in the City in the event of telephone failure. First priority will be given to Divil Defense Director, Police Chief, Fire Chief in that order. Communications bayond the city limits become subjec .,. to the County Director of Communications. 16. THE PUBLIC WORKS DIRECTOR will continue in operation City utilities, public works, and maintain the streets. 1'~. THE HOUSING DIRECTOR will provide housing as required for Civil Relief of Clermont residents and evacuees passing through Clermont. He will provide a Reception Center or Holding Point if required. 18. THE MEDICAL DIRECTOR will provide Medical Care, First Aid, Medical Supply, Hospitalization, and medical evacuation services in the event of local attack. The Medical section of the Clermont Disaster Committee, Lake County Chapter American Red Cross will report to the Medical Directors. O.S.P. Lake 59 provides that Medical care will be unified under the County Director. The Clermont hospital is to be drafted into this system. In addition a Medical Aid Station will be set ua under thy: County Director. (Place to be design- ated.) It is contemplated that a revised section of this plan will be worked out by the Clermont Medical Director and include in the next revision of this plan. 19. THE MEDICAL DIRECTOR will operate as a part of the County Health Service. He will furnish radiological data to the Civil Defense Director of Clermont. 20. CIVILIAN RELIC' DIRECTORS will be responsible for relief of individuals in distress as victims of enemy attack or other disaster. They will initiate relief when it is needed and function within Gity and County organizations as described in the next paragrax 21. DIRECTOR OF WELFARE SERVICES for Lake County is responsible for all activi- ties relating t.o sheltering, feeding and clothing. If evacuati of Lake County becomes necessary the Director of Welfare Sarvic for Lake County will assist in assembly and movement of people. In Clermont the Directors for Housing, Transportation, and Medical Care will assist the Director for Civilian Relief in performing all these Welfare functions. The Chairman of the Clermont Disaster District, Lake County • Disaster Committee, American Red Cross will report to the Civilian Relief Director and become a unit of his organization. 22. The following will report to the Civil Defense Director at City Administra- tion Building upon alert: LIAISON OFFICER Will maintain contact with Lake County Civil Defense Director -4- and relay orders to Clermont units as approved by Civil Defense Director, Clermont. He will receive calls of Clermont units for aid and pass them on to County as directed. LEGAL ADVISORS Will advise Civil Defense Director as needed. Will prepare public orders as required. PUBLIC RELt:TION~ Will maintain contact with issue official communiques 23. THE LAKE COUNTY CIVIL DEFENSE i~IRECTUR ~ GFFICER all public information media and as directed by Civil Defense Director is ch^x ged with circulating public warning of attack. Directors of Clermont Civil Defense will report to Civil Defense Director of Clermont will cause the following alarm to be sounded: (to be designated) 24. EVACUATION: Tha Chief of rolice will prepare ~.n Evacuation Plan for the City of Clermont which will be appended to a future revision of this plan. It is to be put in affect on orders of the County Safety Dir~;ctor or the Civil Defense Director of Clermont. 25. WELFARE: Tha Civilian Relief Director will plan a Welfare Center to be set up on orders of the Civil Defense Director. The plan will be attached to a future revision of this plan. He is expected to employ Red Cross, Americana Legion Auxiliary, Elks and other civic and patriotic organizations in this center. 26. INDIVIDUAL SURVIVAL: Victims of sudden attack who become homeless or are injured are expected to proceed to churches and schools until they can be assembled and put in the Welfare Center above. The best preparation for survival of enemy attack is described in the educati-anal courses offered the public by the Civil Defense agencies and the literature distributed by them. The Civilian Reli::f Director will be in charge of the foregoing in preparation for disaster as well as after this plan is invok 27. THE FOOD ADMINISTRATOR will function on order from the Civil Defense Direct He is to take action to insure equitable distribution of avail- able food supplies. When a County Food Administrator is announced he will operate in accordance with the directives of the County Food Administrator. 28. CLOTHING will be distributed by the Clermont District of the Lake County Chapter American Red Cross functioning as a part of the Civilian Relief. 29. REGISTRATION of victims and evacuees will be made by the Clermont District of Lake County Ch ay ter American Red Cross. Wardens will enforce registration. 30. THE LAKE COUNTY CIVIL DEFEAdSE DIRECTOR directs the use of American Red Cross registration forms and offici-al status of Red Cross files. PART IV. MiSCELLANEvUS PROVISIONS: 1. MANPOWER: O.S.P =Lake ,59 directs the M~.~nager State Employment Office Leesbu~ to assume all recruitment znd assignment functions pertaining to manpower requirements for Lake County. Tha Civil Defense Director Clermont will consolidate his re- quirements for manpower and call on the Manager State Fmploymen~ Office Leesburg to meet his needs. - 5 - The following is quoted from O.S.P. Lake 59~ (a) "County labor projects will be established under the direc- tion of Welfare, Engineering and Health Services by the Manpower Director in cooperation with the county chiefs of those servicer Participation in welf^re benefits will be dependent upon participation in projects. (I) "A11 able-bodied unassigned males between the ages of 14 to 60 will be assigned work project groups. (2) "No WPG assignment will be made that will cause separa- tion of juveni~.t~s from their families! parents from their children or husbands from their wives. (3) "All employable women are subject to welfare or health WPG assignment, except that mothers of children under 12 years of age may request employment at mass child care and nursing schools where their children are grouped with child- ren of other working mothers. (4) "Employment of husband and wife teams on projects is encouraged. (5) "No married m«n will, without his consent, be assigned to work in an area whence he cannot return nightly to the area in which his family resides. (b) "The Manpower Office will maintain a register of personnel c3.essified according to skills and will establish priorities for services in accordance with decisions of the County CD Council. This register will include both residents and evacuee Until the manpower register is compiled, welfare lists will be used to fill manpower demands.. (c) "The County Superintendent of Schools will make available to the Manpower Office the facilities of the Office of Public Information for canvassing manpower sources. (d) "The Manpower Director will be responsible for meeting levies made upon the county's manpower by the State and Federal Governments." 32. TRANSPORTATION Operation Survival Plan, Lake 59 contemplates a unified transportation system under the Transportation Administrator of Lake County. Until such time as a Lake County Transportation Service is in being, the Clermont Transportation Director will mobilize transportation as required for public service. This will include requisitioning, as directed by the Clermont Civil Defense Director. Future revisions of this plan will contain the Clermont Trans- portation Direct©rs plans for meeting requirements in the city. 3. SUPPLY: Operation Survival Plan, Lake 5g contemplates that there will be a County Civil Defense Supply Service. When it is set up by the City of Clermont they will designate a Director of Supplies to control acquisition, storage, distribution and replenishment of all supplies other than food. Until the foregoing is set up Civil Defense Supply Offioers wi draw supplies as available and needed from local merchants -6- 11 giving in each case a formal authenticated receipt for same. Authentication will be provided by the City auditor. 34. ADMINISTRATION: Each Director will set up his own administrative staff using thy: personnel of his department or civilian personnel procured through the City Clerk's Office (Review) The Civil Defense Director will be provided with administrative personnel from the City Clerk's office (Review) Each Director will keep a journal of events including any acquisition of supplies of services. Supplies for administrative offices will be acquired through the City Purchasing Agent. • _ 7 a
