COUNCIL WORKSHOP
June 19,2018
The Clermont City Council met at a workshop on Tuesday, June 19, 2018, in the Council Chambers at
City Hall. Mayor Ash called the workshop to order at 6:30pm with the following Council Members
present: Council Members Travis, Brishke, Goodgame, and Bates. Other City officials present were:
City Manager Gray and City Clerk Ackroyd Howe.
Boat Ramp Conceptual Design
City Manager Gray showed the new concept of the boat ramp to the Bell Ceramics property. Victory
Pointe's opening is at the end of July. BESH Engineering is on a continuing contract with the City and
will help in the construction of the boat ramp as they have helped with Victory Pointe. City Manager
Gray also spoke with residents in the community for ideas for the layout of the new boat ramp concept.
Duane Booth, BESH Engineering, started and almost completed the survey for the new location. Mr.
Booth reviewed the conceptual drawing with the Council. All parking is grass parking except for the
handicapped spaces which are paved. There are a couple of spaces for the Fire Department's use only.
This conceptual design keeps the trail closer to the lake. The existing boat ramp location has 77 parking
spaces while the new location will have 116 truck and trailer spaces as well as 12 regular vehicle spaces.
Capital Planning Director Kinzler proposed stop signs between roadway and trail users. City Manager
Gray explained the stop signs would be installed for both directions of the roadway.
Mayor Ash invited the public to comment.
Keith Mullins, 640 Drew Avenue, inquired if the City would be reinstating the fee for the boat ramp,
how much would it be and how would it be implemented. City Manager Gray stated the matter has not
been discussed by the Council. It will be brought back to Council at a later date. Lake County Water
Authority and the Board of County Commissioners have interest in helping us fund the project and as a
result may require there to not be a differential fee like there was for the last boat ramp.
Bill Delaney, 10312 Lake Minneola Shores expressed concern for overflow parking crossing the trail.
Capital Planning Director Kinzler replied the City intends to put a similar fence as the one in place at the
current boat ramp along the new trail path.
Christopher Brancato, 284 Nautica Mile, inquired as to the areas of grass that will be cleared. Mr. Booth
replied they would get a permit to clear access to the mooring area. Capital Planning Director Kinzler
stated the objective is to keep the area as natural as possible.
Steve Franklin, 378 12th Street, inquired about the possibility of having idle only zones. City Manager
Gray clarified there is a state process in order to get no wake zones.
Council Member Travis inquired about having turn lanes on East Avenue. Mr. Booth stated there is an
existing north bound turn lane now, but the City would be adding a south bound turn lane as well.
City Manager Gray thanked the committee of residents for their help and stated the boat ramp concept
will be placed on the June 26, 2018 Council Meeting agenda.

Budget Highlights
Finance Director Van Zile thanked Tina Kilbury and the Department Directors for their work on the
budget. Finance Director Van Zile reviewed the Fiscal Year 2019 highlights to provide an overview of
the budget totals, reserves, revenues, and expenditures. If Amendment No. 1 is approved in November,
the City will have a revenue loss of$800,000 in 2020. Personnel Services expenditures includes four
new police school resource officers projected to start in August 2018 with an annual cost of$279,653,
but with the school board reimbursing the City $151,000. There will also be a one-time capital cost of$
211,280 for the school resource officers. The budget workshops will be held on July 17 and 18 at
6:30pm.
There were no questions or comments from the public.
Request for Letters of Interests for Minneola Avenue and Downtown Waterfront Restaurant Pad
Sites
City Manager Gray stated there will be a community meeting held next week at the City Center
concentrating on Osceola Street and West Avenue. The next phase will be to activate City sites for
restaurant sites as well as a site on Minneola Avenue.
Economic Development Director Schmidt stated it was envisioned in the Master Plan there could
potentially be restaurant pad sites at waterfront with either interim or permanent parking. There is
interest for restaurant users in the downtown waterfront such as Rusteak and Yellow Dog Eats. Letters
of Interest allows the City to test the market place to see what the interest is, how it would align with the
Master Plan and if it would create harmony with existing businesses. City Manager Gray explained the
letters include lists of criteria which staff will evaluate and bring proposals to the Council to decide
whether to move forward.
Economic Development Schmidt reviewed the Downtown Waterfront Streetscapes including Art Walk
and Meet Us In The Middle. Only qualified commercial developers would be allowed to develop in
downtown with the same strict criteria as the restaurant users.
Mayor Ash invited the public to comment.
Keith Mullins, 640 Drew Avenue, inquired where the new parking lot would be. City Manager Gray
responded there are a few properties in downtown the City can work with for the new parking lot.
With no further discussion, the workshop was adjourned at 7:58pm.
