FIREFIGHTER RETIREMENT PLAN BOARD OF TRUSTEES MEETING
February 16,2018
The Firefighters Retirement Plan Board of Trustees met in a regular meeting on Friday, February
16,2018 in the Council Chambers at City Hall.Firefighters'trustees present:Judd Lent,Judi Proli,
and Ryan Moore.Attorney Jensen and Adam Watkins were present via telephone conference call.
Jeremy Langley; Florida League of Cities, was present. Staff members present: Finance Director
Van Zile, Risk and Benefits Manager Ohlinger, and Deputy City Clerk Zinker.
Board Member Jim Purvis was absent.
CALL TO ORDER
Chairman Lent called the meeting to order at 11:08am.
OATH OF OFFICE
Chairman Lent stated Deputy City Clerk Zinker administered the Oath of Office to Judi Proli
before the start of the meeting.
PUBLIC COMMENTS
Chairman Lent opened public comments. There were no public comments. Chairman Lent closed
public comments.
APPROVAL OF MINUTES
Meeting Minutes
Chairman Lent expressed difficulties in viewing the meeting minutes for the December 14, 2017
Firefighter Pension Board meeting.
Board Member Moore moved to table approval of the meeting minutes to the next
meeting; seconded by Chairman Lent. The motion passed unanimously.
UNFINISHED BUSINESS
Approval of 2018 Meeting Dates and Times
Chairman Lent requested the meeting dates of May 23,2018 and August 23,2018 be rescheduled.
Finance Director Van Zile stated his office would reschedule the meetings for May and August.

Discussion of Pension Plans Performance Review
Finance Director Van Zile updated the Board on the status of the Pension Plan Performance
Review being conducted by Public Financial Management Asset Management, LLC consultants.
He suggested a joint meeting with the Police Pension Board to review shared plan.
NEW BUSINESS
There was no new business to consider.
BILLS AND EXPENSES
Approval of Plan Quarterly Expenses for Period December 7, 2017-February 8, 2018
Finance Director Van Zile presented the quarterly expenses for approval.
Board Member Moore moved to approve the quarterly expenses; seconded by
Board Member Proli. The motion passed unanimously.
MEMBER DISTRIBUTIONS
Approve Caleb Earhart Contributions Refund
Finance Director Van Zile stated the request was to return the full amount of Caleb Earhart's
contributions.
Board Member Moore moved to approve the contribution refund of Caleb
Earhart; seconded by Board Member Proli. The motion passed unanimously.
Approve Jerome Johnson Share Plan Distribution
Chairman Lent stated Jerome Johnson retired after serving 10 years. Since Mr. Johnson is over 55
years old, he is entitled to his retirement.
Board Member Moore moved to approve shared plan distributions of Jerome
Johnson; seconded by Chairman Lent. The motion passed unanimously.

Approve Brandi DeMarinis Contribution Refund
Chairman Lent stated the request was to return the full amount of Brandi DeMarinis' contributions.
Board Member Moore moved to approve refund of contributions: seconded by
Board Member Proli. The motion passed unanimously.

Approval of DROP Participants
Finance Director Van Zile stated there were no DROP participants at this time.
PLAN ADMINISTRATOR REPORT
Discussion of Investment Performance Report for Quarter Ending December 31, 2017
Mr. Jeremy Langley presented the Investment Performance Report for the quarter ending on
December 31,2017.
ATTORNEY REPORT
Attorney Jensen reported on legislative updates. The Internal Revenue Services increased the
mileage reimbursement rates. Senate Bill 980 will amend the minimum requirements for actuarial
valuations. The last three years have produced a change in the way actuarial valuations are done
and some of the costs associated with it. The bill changes the payroll averaging period from ten
years down to three years. There are two bills currently pending that do not directly impact the
pension plan but may impact peripherally in regards to disability applications, particularly with
the treatment of posttraumatic stress disorder and cancer prevention.
