NO. 62
WHEREAS, the City Manager of the City of Clermont has recommended
that Section 2-6 of the Code of Ordinances of the City of Clermont be
amended by eliminating the Council Committees as provided therein and
providing for the appointment of the following named Council Committees:
COUNCIL COMMITTEES:
1. Finance, Laws and Personnel.
2. Public Works and Planning.
3. Public Safety.
4. Building & Zoning.
5. Parks, Cemetery and Recreation.
and,
WHEREAS, the City Manager of the City of Clermont further recommends
that Sections 2-7 through Sections 2-9 of the Code of Ordinances of the
City of Clermont be deleted and a new Section included setting forth the
duties, of the above named Committees, as follows:
1. FINANCE, LAWS AND PERSONNEL:
FINANCE
(1) Through the City Clerk and/or Director of Finance shall have
control and supervision over all city finances.
(2) Shall examine, or cause to be examined, and have charge over
all books and records of the city.
(3) Shall provide for an annual audit of the City books.
(4) Shall meet with the City Manager and City Clerk and/or Finance
Director and approve the operating budget before presentation
to the City Council.
LAWS
(1) Shall direct and assist the City Attorney in the preparation
of such Ordinances and Charter Amendments as may be requested
of them by Council Committees.
(2) Shall present such Ordinances and/or Charter amendments to
the City Council at regular or adjourned meetings for passage
or rejection.
PERSONNEL
(1) Shall make a study of, and recommendations to the City Council,
on such personnel policies as may be recomnended to them by
the City Manager.
2. PUBLIC WORKS AND PLANNING:
PUBLIC WORKS
(1) Shall make a study of all expansion and improvement programs
recommended to them by the City Manager, or as may be referred
to them by the City Council, and report their findings and
recommendations to the City Council.

(1) Recommend to and work with the City Planning Commission on
current and long range planning.
3. PUBLIC SAFETY, POLICE & FIRE DEPARTMENTS AND PUBLIC HEALTH
(1) Shall make a study of all expansion and improvemg~t programs
recommended to them by the City Manager, or as may be referred
to them by the City Council, and report their findings and
recommendations to the City Council.
4. BUILDING & ZONING:
BUILDINGS:
(1) Make study of such ordinance amendments and rule and regulation
change, pertaining to building permits and building codes,
as may be recommended to them by the City Manager and report
their findings and recommendations to the City Council for
final action.
(2) Shall have charge of all City owned buildings and shall
consider and examine all plans and specifications for new
municipal buildings, or additions or operations to municipal
buildings, and after such study and examination shall report
to the City Council with their recommendations.
ZONING
(1) Shall recommend to, and work with, the Zoning Board on all
matters pertaining to Zoning.
5. PARKS & CEMETERY
(1) Shall make a study of all expansion and improvement programs
recommended to them by the City Manager, or referred to them
by the City Council, and report their findings and recommenda-
to the City Council.
RECREATION
(1) Shall make a study of all recreational programs recommended to
them by the City Manager. They shall either authorize or
reject such recommendations or where and when they deem necessary
they may report to the City Council with recommendations.
THEREFORE, BE IT RESOLVED that the City Council of the City of
Clermont accept and endorse the recommendations of its City Manager and
that such recommendations become effective as soon as possible, and
BE IT FURTHER RESOLVED THAT the Finance, Laws and Personnel Committee
and the City Attorney proceed with the preparation of the necessary
Ordinance in order that it may be presented to the City Council for adoption
at its next meeting.
