A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLERMONT,
FLORIDA CREATING A SPECIAL COMMITTEE TO REVIEW THE CITY
CHARTER AND TO BE KNOWN AS THE CLERMONT CHARTER
REVIEW COMMITTEE; PROVIDING FOR THE MEMBERSHIP OF THE
COMMITTEE; APPOINTMENT BY THE CITY COUNCIL AND DUTIES;
PROVIDING FOR SUNSET OF THE COMMITTEE AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS,Pursuant to Section 2-61 of the City Code,the City Council has the authority to
create special committees as the Council deems in the best interest of the City of Clermont; and
WHEREAS, it has been determined by the City Council that the creation of a special
committee to be known as the City of Clermont Charter Review Committee is in the best interest of
the citizens of the City of Clermont.
NOW,THEREFORE, BE IT RESOLVED,by the City Council of the City of Clermont,
Florida that:
SECTION 1.
The City Council of the City of Clermont does hereby create a committee to be known and
designated as the Charter Review Committee subject to the following:
1. Membership. There shall be five (5) members of the Charter Review Committee.
The seats shall be numbered one(1)through five(5),shall correspond to the numbers of the seats on
the City Council and shall be appointed by the council member filling that seat. All seats shall be
coterminous positions with the corresponding council seat.
2. Qualifications.To qualify as a member,the individual must be a registered elector for
the City of Clermont.
3. Staff Assignment/Responsibilities.
a) The City Manager, or his designee, shall be the lead staff for the Committee.
b) The Committee shall meet as often as necessary to review the existing City Charter
and make recommendations to the City Council of, if any, as to any proposed amendments to the
Charter for consideration and further action by the City Council as provided by law. The City
Council may provide the Committee specific direction as to items in the Charter,which shall be the
subject of review by the Committee.
4. Conduct of meetings. The Charter Review Committee shall operate in accordance
with applicable law. At its first meeting, the committee shall appoint a chairperson, who shall
conduct the meetings and a vice chairperson who shall conduct the meetings in the absence of the
chairperson. A quorum of three(3)shall be required to conduct official business of the committee.

5. Limited Duration Committee and Sunset. The Charter Review Committee shall be
of limited duration and shall automatically sunset without further action of the City Council as of
June 30, 2019.
SECTION 2.
All resolutions,rules,regulations,restrictions or policies of the City of Clermont in conflict herewith
are hereby repealed to the extent of the conflict.
SECTION 3.
This resolution shall take effect immediately upon its adoption.
