COUNCIL WORKSHOP
May 09,2019
The Clermont City Council met at a workshop on Thursday, May 09, 2019, in the Council
Chambers at City Hall. Mayor Ash called the workshop to order at 6:30pm with the following
Council Members present: Travis, Goodgame, and Bates. Other City officials present were City
Manager Gray,City Attorney Mantzaris and City Clerk Howe. Absent: Council Member Brishke
Transportation
City Manager Gray stated the purpose of this workshop was to ensure the Council has an
understanding of roadway network and transportation in the Wellness Way area.
Richard Levy reviewed the purpose of Wellness Way Transportation, Future Land Use, Overall
Development Program, Current Situation, Wellness Way Area Plan, Wellness Way Framework
Road Network, CFX Lake/Orange County Connector, Transportation Implementation, Impact Fees
and How They Work, Road Impact Fees, Road Costs in Lake County, and an Alternative Approach.
There is a final public hearing in June for the Lake/Orange Connector at the community center on
South US 27.
Council Member Bates inquired about maintenance. City Manager Gray stated Lake County would
be in charge of maintaining the proposed roadways.
Mr. Levy stated there is a need for right-of-way for Hancock and Wellness Way. Negotiations have
begun for Lake County to purchase right-of-way from Consery II. Mr. Levy reviewed proposed
costs, revenue estimates, and provided a summary. The revenues will be coming in as the phases of
the projects are completed. It is recommended for the City to implement a condition for each
Wellness Way project to enter into Transportation Impact Fee Credit Agreements to ensure the
success of the alternative approach.
Council Member Bates inquired about funding for additional lanes. Mr. Levy stated the objective
was to build a two lane network built with the possibility of expansion. City Manager Gray clarified
the matter will need to be discussed with Lake County.
Mayor Ash inquired about Cemex truck traffic. City Manager Gray stated the trucks will use
Schofield Road which will have an urban design to include curbing,wider lanes, and bike trails.
Mayor Ash opened the Public Hearing.
Chuck Piper expressed support for the alternative approach and for installation of roundabouts but
inquired about future funding for the expansion to four lane roads. Mr. Levy stated the $25 million
identifies everything listed on the map.
Mr. Levy stated City Manager Gray requested to find an alternative solution to funding the road
network. Florida Department of Transportation is due 20% of the proposed revenues to go to US
Highway 27 however; they waived their dues and allowed those revenues to be invested into the
proposed road network. City Manager Gray stated it is possible to work with the State in the future
for additional funding.
