09-25-2018 City of Clermont Community Redevelopment Agency September 25,2018 The Community Redevelopment Agency (CRA) met on Tuesday, September 25, 2018 in the Council Chambers at City Hall. Community Redevelopment Agency Chair Gail Ash called the meeting to order at 6:00pm with the following members present: Patrick Bianchi, Roman Brana, Tim Bates, Diane Travis, Ray Goodgame, and Heidi Brishke. Other City officials present were: City Manager Gray, City Attorney Mantzaris,and Deputy City Clerk Zinker. City Manager Gray stated Board Member Brana's and Board Member Bianchi's terms end at the end of the year. Both Board Members will need to submit letters stating their desire to renew their terms however the positions will also be advertised to see if any other individuals from the public would be interested.The Council will appoint their choice for the Board Member seats at a future Council Meeting. Item No. l —Meeting Minutes September 26, 2017 and July 10, 2018 CRA Meeting Board Member Goodgame moved to approve the September 26, 2017 and July 10, 2018 CRA Meeting Minutes; seconded by Board Member Bates. The motion passed with all members present voting aye. Item No.2—Resolution No. 13 Deputy City Clerk Zinker read Resolution 13 aloud by title only. A Resolution of the Community Redevelopment Agency of the City of Clermont, Lake County, Florida, adopting the budget for the 2018-2019 Fiscal Year. Economic Development Director Schmidt presented highlights from the proposed budget and the offered grant programs. The new Community Redevelopment Agency incentive, the Arts and Cultural Services Program, has access to $2,500 and helped host the Thrive Clermont Summer Pop Ups. Funds in the amount of$77,000 has been added to the budget for minor equipment of banners and brackets for all of the light posts downtown and also includes resources to purchase a holiday tree.The previous holiday tree was sponsored by Duke however they are unfortunately no longer sponsoring the City's tree. The budgeted amount also includes two part-time Public Works employees whose duties are solely in the downtown area. City Manager Gray clarified the two employees are not new positions but are existing employees with the City. Board Member Bates inquired about the utilization of the grants. Economic Development Director Schmidt replied the City has received two new applications for the grants. One application was from Corelli's Pantry and the other application was from Suncreek Brewery. Board Member Travis inquired about the reserve funds. Economic Development Director Schmidt stated $344,000 is currently in reserves. City Manager Gray stated the Community Redevelopment Agency has a certain timeframe to spend those funds. However,the leftover funds would come in through the General Fund. Economic Development Director Schmidt stated Clermont's Community Redevelopment Agency sunsets in 2027. Board Member Travis inquired about the purchase of a new holiday tree. City Manager Gray replied the City would look into leasing a holiday tree rather than buying however other sponsors for the tree are still being looked at. Economic Development Director Schmidt stated meetings are held monthly with city stakeholders with 43 new businesses having come to the City in the year 2018.
