09-05-2019 First Public Budget Hearing Council City of Clermont SPECIAL MEETING MINUTES SEPTEMBER 5,2019 FIRST PUBLIC HEARING - FISCAL YEAR 2019-2020 BUDGET The Clermont City Council met in a special meeting on Thursday,September 5,2019 in the Council Chambers at City Hall.Mayor Ash called the meeting to order at 6:30pm with the following present: Council Members Brishke, Mullins, Bates and Travis. Other City officials present were City Manager Gray, City Clerk Ackroyd Howe and Assistant Finance Director Brosonski. City Manager Gray stated the meeting was the first of two public hearings to adopt a millage rate and budget for Fiscal Year 2019-2020. The purpose of this meeting is to present to the public the recommended budget, including a proposed millage rate and a change from the rolled back rate. In the tentative budget,the General Fund is based on 4.2061 millage rate for the fifth consecutive year. The millage rate will generate an additional$1 million in ad valorem revenue.The General Fund is budgeted entirely from operating revenues with no projected reserves used to balance the budget. The recommended budget does include five new full time positions for the Police Department.The City's Enterprise Funds are financially sound.The budget sets the Downtown and the Water Front as major priorities as stated in the City's Master Plan. Since the budget workshops,Fire Station No.2 expansion has been added to the recommended budget.The matter will return to Council when staff has an estimate for the cost to expand the Fire Station.The East Avenue concept designs have also been added to next year's budget along with funds to do safety improvements to city offices. The reserves for the General Fund have been kept at$8.2 million,or 25 percent of the City's budgeted operating expenditure,which is on target with the reserves policy.City Manager Gray commended staff for assistance in searching for efficiencies and for their help with the budget.The Final Budget Public Hearing is Thursday, September 19,2019 at 6:30pm. Resolution No. 2019-23R Tentative Ad Valorem Millage Rate City Clerk Howe read Resolution 2019-23R aloud in its entirety. A Resolution of the City Council of the City of Clermont, Lake County, Florida, adopting the tentative Ad Valorem Millage Rate for the Fiscal Year beginning October 1,2019 and ending September 30,2020; providing for collection of taxes; providing an effective date. Resolution No. 2019-24R Tentative Budget City Clerk Howe read Resolution 2019-24R aloud by title only. A Resolution of the City Council of the City of Clermont, Lake County, Florida, adopting the Tentative Budget for the 2019-2020 Fiscal Year. 1 City of Clermont SPECIAL MEETING MINUTES SEPTEMBER 5, 2019 Assistant Finance Director Brosonski presented the purpose of the public hearing, the Citywide Budget,the General Fund Budget, Property Tax Revenues, and Requested Actions. The Citywide budget totals$148.3 million,which is$4.6 million or 3.03 percent less than the current year budget. Citywide budget is lower primarily due to fewer master plan projects budgeted in Fiscal Year 2020. Citywide reserves at the end of Fiscal Year 2020 are projected to be $56.3 million, which is $4.8 million more than the current year budget.The General Fund budget totals$40.2 million,which is $367,000 or.9 percent less than the current year budget.The General Fund budget is lower primarily due to the Public Works complex property sale not budgeted in fiscal year 2020.Property Taxes are projected to be$12.8 million or$1 million higher than the current year.Staff is requesting Council to approve Resolution No.2019-23R establishing the fiscal year 2020 tentative ad valorem millage rate and to approve Resolution No. 2019-24R establishing the fiscal year 2020 tentative budget. Mayor Ash opened the Public Hearing. There were no comments. Mayor Ash closed the Public Hearing. Council Member Bates inquired about receiving funds from FEMA. Assistant Finance Director Brosonski stated some of the funds have been received but not all.The City is still constructing the sea wall and dock. Until the projects are constructed, the reimbursements cannot be submitted to FEMA. City Manager Gray stated a report of what has been received will be provided to Council. Council Member Bates moved to approve Resolution No. 2019-23R; seconded by Council Member Brishke. The motion passed with all members present voting aye. Council Member Bates moved to approve Resolution No. 2019-24R; seconded by Council Member Mullins.The motion passed with all members present voting aye.
