RESOLUTIONS
No. 586
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLERMONT, LAKE
COUNTY FLORIDA, REQUESTING THE LAKE COUNTY BOARD OF COUNTY
COMMISSIONERS TO DECLARE A MORITORIUM ON ALL ZONING, LAND USE,
AND PROJECT DEVELOPMENT DECISIONS IN THE WEKIVA RIVER BASIN UNTIL
THE RECOMMENDATIONS OF THE WEKIVA RIVER TASK FORCE ARE RECEIVED.
WHEREAS, on January 20, 1988, Governor Bob Martinez announced
an initiative "to insure that sound management practices be applied
in order to preserve the Wekiva River and related resources for
future generations", and
WHEREAS, the initiative included the establishment of a WEKIVA
RIVER TASK FORCE which was directed to "formulate a plan with
recommendations for the future management of the Wekiva River and
related resources", and
WHEREAS, the need for quick action has been brought about by
the impending construction of the Orlando/Orange County Expressway
and proposed developments that could result in the construction of
3,000 homes on the banks of the Wekiva River, and
WHEREAS, the Land Use Element of the Lake County Comprehensive
Plan adopted by the Board of County Commissioners in 1977 requires
that 1. "Urban development shall be permitted only within the
areas defined as urban areas and urban compact nodes, ...", 2.
"Every effort should be afforded to preserve and protect unique
wildlife habitats", and 3. "The County shall work towards estab-
lishing and maintaining the natural state of the Wekiva River", and
WHEREAS, Lake County ordinances, zoning regulations, and policies
do not adequately guide land use in the Wekiva Basin so that respon-
sible ecological, economic and aesthetic use of this natural resource
can be achieved, and
WHEREAS, the Task Force has chosen the entire Wekiva drainage
basin as the logical unit of management where its resources must
be viewed and regulated as an interrelated system rather than on
the basis of individual projects, and
WHEREAS, it would be premature to make major land use decisions
that would permanently alter this valuable and unique resource be-
fore the recommendations of the Task Force are available, and
WHEREAS, the WEKIVA RIVER TASK FORCE report and recommendations
will need to be examined and evaluated by the staff and Board of
County Commissioners so that necessary changes to applicable
ordinances, zoning regulations, and policies can be enacted that
are consistent with the policies outlined by the Task Force,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Clermont, Lake County, Florida, that the Lake County Board of Commis-
sioners be requested to declare a moritorium on all zoning, land use,
and project development decisions in the Wekiva River Basin as identi-
fied by the WEKIVA RIVER TASK FORCE until the recommendations of the
Task Force are received, reviewed and evaluated,

FURTHERMORE, BE IT RESOLVED by the City Council of the City of
Clermont, Lake County, Florida, that the Board of County Commissioners
be requested to keep the moratorium in force until such time as the
staff and Board of County Commissioners have made appropriate changes
or additions to the applicable ordinances, zoning regulations, policies
and the required State mandated Comprehensive Plan so that future land
use decisions within the Wekiva River Basin are compatible with the
Task Force report and recommendations.
