Subject: Task Order #1-Proposal for Community Water System Risk and Resilience Assessment
in Compliance with America's Infrastructure Act of 2018
Dear Mr Gray:
Kinz Consulting, LLC is pleased to provide this proposal for professional consulting services to
complete the City of Clermont's Community Water System Risk and Resilience Assessment.
On October 23, 2018, America's Water Infrastructure Act (AWIA) was signed into law. AWIA Section
2013 requires community (drinking) water systems serving more than 3,300 people to develop or
update risk assessments and emergency response plans (ERPs). The law specifies the components that
the risk assessments and ERPs must address, and establishes deadlines by which water systems must
certify to EPA completion of the risk assessment and ERR
Each community water system serving more than 3,300 persons shall submit to the EPA Administrator
a certification that the system has conducted a risk and resilience assessment in accordance with the Act
prior to-
• March 31, 2020, in the case of systems serving a population of 100,000 or more;
• December 31, 2020, in the case of systems serving a population of 50,000 or more, but less than
100,000; and
• June 39. 2021, in the case of systems serving a pmulation greater than 3.300—IM less thaw
50.000.
Each community water system serving more than 3,300 persons is also required to certify its
completion of an emergency response plan as soon as reasonably possible, but no later than six months
after certifying completion of its risk and resilience assessment. Clermont's projected population is
approximately 40,000, with a utility service area of approximately 43,000. Therefore the completion
date is mandated as June 30, 2021 for the risk and resilience assessment and December 31, 2021 for the
ERP. It is the intent of this proposal that ERP compliance be addressed at a later date and task order,

Task 1a - Risk and ResilienceAssessments
Section 1433(a) of the Safe Drinldng Water Act (SDWA) outlines the requirements for risk and
resilience assessments as follows: Such an assessment must include—
(1) the risk to the system from malevolent acts and natural hazards;
(2) the resilience of the pipes and constructed conveyances, physical barriers, source water, water
collection and intake, pretreatment, treatment, storage and distribution facilities, electronic, computer,
or other automated systems (including the security of such systems) which are utilized by the system;
(3) the monitoring practices of the system;
(4) the financial infrastructure of the system;
(5) the use, storage, or handling of various chemicals by the system; and
(6) the operation and maintenance of the system.
The assessment may also include an evaluation of capital and operational needs for risk and resilience
management for the system.
To assist utilities, the AWIA directs the EPA to provide baseline information on malevolent acts of
relevance to community water systems no later than August 1, 2019. This information must include
consideration of acts that may—
(1) substantially disrupt the ability of the system to provide a safe and reliable supply of drinking
water; or
(2) otherwise present significant public health or economic concerns to the community served by the
system.
Kinz Consulting will visit and assess all major components of the Cary of Clermont's two Public Water
Systems (PWS) — City of Clermont 3350215 and City of Clermont East 3354779.
Components include:
All active potable raw water wells
Both Water Plants and Elevated Storage tanks
Water system Interconnect locations
Chemical and Fuel storage sites
Review of Major transmission pipes
SCADA, Security and IT Networks
Administrative and Financial Installations
Other major assets and vulnerabilities as identified by staff.

Each community water system serving a population of 3,301 people or greater, mast certify the
completion of its risk and resilience assessment for every individual PWSID number - City of
Clermont 33SO215 and Cit of Clermont East 3354779, either collectively or individually as required by
EPA.
Exclus,nns-
No later than six months after certifying completion of its risk and resilience assessment, each system
must prepare or revise, where necessary, an emergency response plan that incorporates the findings of
the assessment. This scope does not include services to prepare the emergency response plan.
Fees for Service -
Professional Fees for consulting services detailed in Task la & 1b for a total of $45,000 lump sum to be
billed monthly based on percentage of project completion.
