An ordinance providing for the calling and holding an election in the City of Clermont,
a municipal corporation in the county of Lake and State of Florida, for the purpose
of authorizing the issuance of negotiable coupon bonds of the said city of Clermont
for the following purposes to-wit:
Thirty-five Thousand ($35,000.00) Dollars to pave the streets of said City. Twenty-six
Thousand ($26,000.00) Dollars to pay settle and discharge the said city’s present
outstanding general indebtedness, and Four Thousand ($4,000.00) Dollars for the
purpose of constructing electric light works. All within the corporate limits of said City
. Aggregating the sum of Sixty-five Thousand ($65,000.00) Dollars.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CLERMONT
Section 1. That it is deemed advisable and to the best interests of the City of
Clermont and its inhabitants to pave the streets of the City of Clermont hereafter to
be designated by ordinance, and to pay, settle and discharge the said City’s present
outstanding indebtedness, and to construct electric light works for the use and
benefit of the inhabitants of said city and to pay the costs thereof, to issue
negotiable coupon bonds of the said city of Clermont to the amount of Thirty –five
Thousand ($35,000.00) Dollars for the purpose of paving said streets. Twenty-six
Thousand ($26,000.00) Dollars for the purpose of paying, settling and discharging
said outstanding general indebtedness, and Four Thousand ($4,000.00) Dollars for
the purpose of constructing electric light works, said bonds to aggregate the amount
of Sixty-five Thousand ($65,000.00) Dollars.
Section 2. That the bonds proposed to be issued shall be in the denomination of
One Thousand ($1,000.00) Dollars each, shall be Sixty-five (65) in number,
numbered from one (1) to Sixty-five (65), both inclusive, shall mature and become
due and
Payable as follows, to-wit: Bonds numbered One (1) to Ten (10) inclusive,
aggregating Ten Thousand ($10,000.00) Dollars, ten years after date, bonds
numbered eleven (11) to thirty-five (35) inclusive, aggregating Twenty-five Thousand
($25,000.00) Dollars, twenty years after date, and bonds numbered Thirty-six
(36 to Sixty-five (65) inclusive, aggregating Thirty Thousand ($30,000.00) Dollars,
thirty years after date; shall bear interest at the rate of six (6%) per cent, per annum,
payable semi annually and the interest and principal thereof as same matures shall
be due and payable at the Hanover National Bank of New York, New York, and for
the payment of the principal and interest thereon, when due, there shall be levied
and collected an annual tax upon all the taxable property within the City of Clermont
as shall be necessary and sufficient for the payment of the interest upon said bonds
as the same becomes due and payable and to provide a sinking fund for the
redemption and payment of the principal of same at the maturity thereof.
Section 3. That an election of the duly qualified electors of the said City, who are
freeholders of said city and shall own real estate herein, and have paid the city taxes
for the year last one therein, shall be held on the fifth day of April, AD 1922 and at
said election each purpose shall be voted upon separately. If at said election, a
majority of the votes cast by said electors be in favor of the issuing of said bonds
and the amount proposed to be issued, said bonds shall be issued in the form
and manner hereafter by ordinance to be provided; provided that should one or
more of said purposes to fail to receive the necessary majority of the votes cast
at said election, then the bonds to be issued under the provisions of this ordinance
shall be only for that purpose or purposes which receive a majority of the votes
cast at said election.
Section 4. That the Mayor of the City of Clermont is hereby authorized and
directed to issue a Proclamation announcing and proclaiming said
election and to publish said Proclamation once a week for four successive
weeks prior to the date of the said election in the South Lake Press, a
newspaper of general circulation published in said City.
Section 5. That the Mayor of the City of Clermont in his Proclamation in
section 4 herein provided for, shall appoint three judges and one clerk to
conduct such election, provided that should any one or more of said
election officials be unable to serve that the Mayor shall have the power
and authority to name and appoint some other person or persons to act
and serve in their place and steed. The polls shall be opened at eight
o’clock A.M. and close at seven o’clock P.M. The voting at such election
shall be at the City Clerks Office in said City and the voting shall be by
ballot and the ballot to be used shall be substantially as follows:

Special Bond Election.
An Election held for the purpose of authorizing the City Council of the
City of Clermont to issue negotiable coupon bonds of said City for the
purpose of paving the streets, paying, settling and discharging the City’s
present outstanding general indebtedness, and constructing electric
light works.
Each voter shall express his preference for or against each purpose by
marking a cross (x) before the affirmative or
Negative thereof.
In favor of issuing bonds in the sum of $35,000.00 for the purpose of
paving streets of said City.
Against issuing bonds in the sum of $35,000.00 for the purpose of
paving the streets of said city.
In favor of issuing bonds in the sum of $26,000.00 for the purpose of
paying, setting and discharging the City’s present outstanding general
indebtedness.
Against issuing bonds in the sum of $26,000.00 for the purpose of
paying, settling and discharging the City’s present outstanding general
indebtedness.
In favor of issuing bonds in the sum of $4,000.00 for the purpose of
constructing electric light works.
Against issuing bonds in the sum of $4,000.00 for the purpose of
constructing electric light works.
Section 6. At the close of the polls the election officials herein before
provided for shall immediately proceed to count the votes cast at said
election and shall make out a detailed list showing the number of votes
cast for and against each purpose, and shall certify such list in duplicate
and shall hand one of said certified lists, securely sealed, to the Mayor
and the other to the City Clerk. Upon the day following said election or
as soon thereafter as practicable, the City Council shall meet and canvass
the returns and certify the result of said election.
Section 7. That the City Clerk is hereby authorized and directed to open
the City Registration Books for the purpose of registering the qualified
voters of said election. All the qualified electors of said town residing
therein, who are free holders of said town, who own real estate therein
and have paid
Their city taxes for the year last due thereon, shall be entitled to register as
qualified voters for such bond election. Said Registration book shall be
opened by the City Clerk at his office at least twenty days before the date
fixed for the holding of said special bond election, and he shall keep the
same open until five days prior to the date fixed for the holding of said
election, for the purpose of registering those qualified to vote. The City
Clerk is hereby directed to publish a notice in one issue of the South Lake
Bugle, a newspaper of general circulation published in the city of Clermont,
of the date fixed for the opening and closing of said registration books, to
give all persons who possess the qualifications the opportunity to register
as qualified electors for such elections.
Section 8. This ordinance shall become effective immediately upon its
passage and when signed by the President of the City Council, attested
by the Clerk and approved by the Mayor.
