Roll call Mr Wilson, Mr Goodenough, Mr Sharp and Mr Johnson answered to call. Minutes of meeting October 5th 1920 read and approved. Report of Committees. Mr Johnson reports on work done in Kehlor Park. Moved that clerk give information desired by Foote Davies and the Drew Co and get prices for printing bonds. Carried. Moved that Chm Goodenough appoint Messers Wilson and Johnson a committee to consult with Atty Hunter as to form of bond to be used by the Town of Clermont, Fla for Water works purposes. Carried. Moved to adjourn subject to call of Pres of Council. Carried. S S Fisler. Clermont, Fla December 7th 1920 Regular meeting of Clermont Council called to order by Pres Goodenough. Roll call Messers Johnson, Goodenough, Wilson and Munson present. Report of Offices. Collector reports licenses collected, $12.50. Taxes for 1921 $875.97. Report accepted. Marshal reports collecting $110.00 for clay on West Ave and DeSoto St. Report accepted. Treas reports on hand $202.87. Received $1013.30 paid out $42.76. On hand $1173.41. Report accepted. Moved by Mr Johnson that the rules be supended and Ordinance prepared by Atty Hunter be passed to second reading. Carried. Moved that ordinance prepared by Atty Hunter to validate water works binds be passed. Carried. Moved that the Mayor be authorized to have tickets printed for the coming annual election. Carried. Moved that the election on December 14th 1920 be held in Mr Goodenough’s building on corner of Montrose and 7th Sts. Carried. Bills ordered paid. W M Beas hauling clay $121.00. Marshal’s salary, two months $50.00 Reliance Garage hauling clay for tennis court and use of Hall, $30.80 S S Fisler registering 69 names @10 $6.90 T C Smyth recording tax sales for Clermont Fla .90 Moved to adjourn. Carried. S S Fisler, Clerk Ordinance 34 Clermont, Fla December 7th 1920 The following ordinance was introduced by Councilman Johnson and passed by the Council. An ordinance validating an election held in the Town of Clermont, Lake Co, Florida on the thrird day of August AD 1920 for the purpose of issuing bonds providing that said bonds be issued and fixing the form there of and providing for levying a tax for the payment of the principal and interest on said bonds and other purposes relating to said bonds. Be it ordained by the Town Council of the Town of Clermont, Lake Co. Florida. Sec 1. That the election held in Clermont, Lake Co, Florida on the 3rd day of August AD 1920 for the approval of the issuance of bonds for the purpose of constructing, maintaining or purchasing water works. The posting of the ordinance, calling said election, publication of said ordinance, the proof of said publication, the posting of said ordinance, the proof of posting of same, the appointment of inspectors and clerk for the said election by the Mayor of said town, the manner in which said election was held, the return of the inspectors and clerk of said election, the canvass of the returns by said town council, the form of the ballot, the proof of notice that the registration books of said town were opened according to law, the proof that the poll tax books were properly examined and all other acts of the officials of the Town of Clermont, Lake Co, Florida, relative to said election and the return of inspectors and clerk and the canvas of said return is validated , ratified and confirmed. Sec 2. The Town of Clermont, Lake Co., Florida in pursuant of the authority given by said election is hereby authorized to issue $30,000 of negotiable coupon bonds of said town for the purpose of constructing, maintaining or purchasing water works for said Town. Said bonds shall be in the denomination of $500.00 and shall be dated the first day Sept AD 1920 and shall bear interest at the rate of 6% per annum payable semi-annually on the first day of September and the first day of March of each year and shall become due and payable thirty years after date of said bonds. Said bonds shall be signed by the Mayor countersigned by the President of the Town Council and attested by the Town Clerk and the seal of said Town shall be placed thereon. The principal of said bonds and the interest shall be payable in gold coin of the United States of America of standard weight and fineness at the First State Bank of Clermont, Clermont, Florida or at the American Exchange National Bank of New York at New York, New York as the holder thereof may elect. Sec 3. The form of said bonds shall be substantially as follows: United States of America Dollars 500 County of Lake Town of Clermont Water Works Bond Know all men by these presents that the Town of Clermont in the Co of Lake, State of Florida, a municipal corporation duly organized under the Constitution and laws of the State of Florida for value received. Acknowledgs itself to owe and promises to pay the bearer on the first day of September AD 1950 the principal sum of Five Hundred Dollars with interest thereon from date hereof until paid at the rate of six (6) per cent per annum, payable semi-annually on the first day of September and March of each and every year until the principal hereof shall be fully paid upon presentation and surrender of the interest coupons hereto attached as they severally become due both principal and interest are payable in gold coin of the United States of America of standard weight and fineness at the First State Bank of Clermont, Clermont, Florida or at the American Exchange National Bank of New York, New York as the holder thereof may elect and for prompt payment of the installments of the principal and interest of this bond as they respectfully become due, the full faith, credit and resources of said Town are hereby irrevocably pledged. This bond is one of a series of bonds of like date and tenor (?) except as to number, issued by the Town of Clermont, Lake Co, Florida under the authority of and pursuant to and in full compliance with the resolutions and ordinances of said town dully passes , approved and adopted as required by law and pursuant to and in full compliance with all the requirements of the Constitution and the Laws of the State of Florida and for the purpose of paying for the construction, maintenance or purchase of an water works system for said Town. It is further certified and (*******) that all acts, conditions and things required by the Constitution and laws of the State of Florida and by the Charter of said Town to exist, happen and be preformed, precedent to and in the issuance of this bond, excise, have prepared and been duly done and preformed in regular and due form time and manner as required by law, including the voidation (?) thereof by a (*******) of the Circuit Court of the Seventeenth Judicial Circuit of the State of Florid, dated on the _______ day of _________ AD 1921 and that amount of this bond together with all other indebtedness of said Town does not exceed any limitations imposed by the Constitution of the Statutes of Florida or by the Charter of said Town. On witness where of the said Town of Clermont, Lake County, Florida has caused this bond to be signed by its Mayor, countersigned by the President by the President of the Town Council and attested by its Clerk, its Corporate seal to be impressed hereon and has caused the interest coupons hereto attached to be executed with facsimile signatures of said officials this 1st day of Sept AD 1920. There shall be attached to each bond, sixty interest coupons bearing numbers consecutively from one to sixty and shall conform substantially to the following form. No. $15.00 On the ___________ day of __________ AD ___________ the Town of Clermont , Lake County, Florida, promises to pay the bearer fifteen dollars ($15.00) at the First State Bank of Clermont, Clermont, Florida or at the American Exchange National Bank of New York, New York as the holder thereof may elect being the semi-annual interest due that day on its bond dated September 1st AD 1920 Mayor Town of Clermont, Lake Co, Florida President of Town Council Town of Clermont, Lake Co Florida Attest: Clerk Town of Clermont, Lake Co, Florida Sec 5. Said bonds when executed as aforesaid shall be a lein on all personal and real property under the jurisdiction and within the Town limits of said Town of Clermont, Lake Co, Florida and there is hereby levied for each year hereafter until said bonds are paid a special tax on all taxable property in said Town of Clermont sufficient to pay said interest at it falls due and to create a sinking fund for payment of said bonds as they mature.
