11-25-1980 Supporting DocumentsCITY OF CLPNIONT MINUTES REGULAR MEETING Novombor 25, 1980 A Regular Meeting of the City Council of the City of Clermont was held in the Council Chambers on Tuesday, November 25, 1980. The meeting was called to order by Mayor pro tem Dennis Thomas at 7:30 P.M. with the following Councilmen in attendance: Carlisle Byrd and Lester Colo. Other. City Officials present were: City Manager Forbes and City Clerk Rozar. The Invocation was offered by Councilman Byrd, followed by repeating of the Pledge of Allegiance by all present. The Minutes of the Regular Meeting held November 11, 1980 were approved as read. CITY ENGINEER'S REPORT: John Springstead City Engineer Springstead gave a synopsis of the Sewage Collection and Treatment Facilities Study. He stated that the collection system was adequately designed and constructed for the area within the present City Limits, and is producing a high quality effluent under the present loading. Mr. Springstead stated that�,hon the treatment: -plan t-•capacity is increased to more than its present 600,000 G.P.D. it might be necessary to replace the pumps in Lift Stations 6, 9, 15 and 21. He related that the waste treatment plant is projected to reach 100% of its present capacity in 1986, based on the projected population growth. The City should be prepared to implement final design and construction of improve- ments by 1984,and recommended that the City immediately apply for assistance under PL92-500 for a federally funded 201 Program so that a study and Steps II and III can be completed before 1986. He expressed that extension of the City Limits to the South and East should proceed with caution until a complete 201 analysis is made. The study of the infiltration/inflow system indicated no serious problem, however, constant vigilance should be maintained to prevent the acceptance of substandard sewer lines and illegal connections. The inspections revealed some necessary repairs which are outlined in the extensive report. It was stated, flow equalization is an effective way of increasing the design capacity of a waste treatment plant. It is estimated that a flow equalization facility at the City of Clermont waste treatment plant will cost approximately $150,000, and recommended that this facility be included in a 201 Study in conjunction with a complete loading analysis of the plant. 80-179 A MOTION WAS MADE BY COUNCILMAN BYRD, SECONDED BY COUNCILMAN COLE AND UNANIMOUSLY CARRIED THAT THE CITY ENGINEER AND CITY MANAGER BE AUTHORIZED TO PREPARE A MEMO CONCERNING THE THE STEPS FOR FUNDING IN THE 201 PROGRAM. CITY OF CLPNIONT MINUTES IIf,0LILAR MEETI..NG Novombor 25, 1980 Page 2 CITY MANAGER'S REPORT BUILDING TIPS City Manager Forbes presented a newsletter to the Council that will be circulated among contractors and citizens throughout the city that may be interested regarding Building Department activities. He explained that this newsletter would be pub- lished periodically to keep citizens informed of new laws and other matters that concern building activities. CLERMONT- GROVELAN D AIRPORT City Manager Forbes stated a consultant had contacted him regarding the possibility of a Clermont-Groveland airport. It was recommeded that the Chamber of Commerce be informed to see if they are interested in pursuing this matter. MAYOR'S REPORT FARM -CITY WEEK Mayor pro tem Thomas proclaimed that November 21 through November 27, 1980 be recognized as Farm -City Week. HUMAN RIGHTS WEEK Mayor pro tem Thomas proclaimed that December 7 through December 13, 1980 be recognized as human Rights Week. LIBRARY BUILDING City Manager Forbes spoke recommending a study be made concerning the use of the old library library building. Council consensus was to authorize Nick Jones to prepare a feasibility study for the use of the building, possibly as a new site for City Hall and report back to Council. ELECTION BOARD City Clerk Rozar submitted the following named persons to serve on the Election Board of the General Election to be held on December 2, 1980 and recommended they be appointed with author- ization being granted to make substitutions should it become necessary: Clerk: Hilda McCown Machine Inspectors: Gordon Dowling W. Special meetings were called for Monday, Dccmebor. 1, 1980 at 5:00 P.M. to prepare the ballot box and Weclnesday, December 3, 1.980 at 8:00 A.M. to canvass the ballot results.
