A Regular Meeting of the City Council of the City of Clermont• was
held in the Council Chambers on Tuesday, November 11, 1900. The
meeting was called to order by Mayor Pro Tom Dennis K. Thomas at
7:30 P.M. with the following Councilman in attendance: Carlisle Byrd,
Lester Cole, and Bob Pool. Other. City Officials present were:
City Manager Forbes, City Attorney Baird, Finance Director Saunders
and City Clerk Rozar.
The Invocation was offered by Councilman Byrd, followed by repeating
of the Pledge of Allegiance by all present•.
The Minutes of the Regular Meeting held October 28, 1980 were approved
as presented.
CITY MANAGER'S REPORT
CITY NEWSLETTER
City Manager Forbes presented to Council a newsletter to be published
in an effort to improve communications with our City residents. lie
stated the newsletters could be published periodically to inform
citizens of current events within the City. It was the consensus of
the Council that the newsletter is a good format for relating City
news to interested residents.
VILLAGE SQUARE ASSOCIATION
City Manager Forbes stated the Village Square Association is planning
to install a sign designating the downtown area and making plans for

LANDSCAPING LIBRARY PROPERTY
City Manager Forbes stated that the Parks and Recreation Board had
recommended that one of this year's landscaping projects be the library
property with City employees and equipment. The Council was in agreement
with this suggestion.
FITNESS TRAIL
City Manager Forbes explained that the Parks and Recreation Board has
recommended that the City participate in the construction on a fitness
trail that is proposed to be constructed around Center Lake. The
Parks and Recreation Board is working with the South Lake Memorial
Hospital on this project, and there were no Council objections.
TENNIS INSTRUCTION
The City Manager stated that the Parks and Recreation Board has discussed
the fact that City tennis courts are being: used for instruction of tennis
for a profit, and that consideration should be made for scheduling of
the courts for such and that persons instructing tennis for profit must
obtain an occupational license. It was the consensus of the Council
that the City Manager discuss this situation with local tennis instructors,

ANNEXATION
City Manager Forbes stated that Mr. Russell Carr had contacted him
in regard to the City helping his subdivision with a problem they
are having with their water well being in compliance with the DER.
❑e related that in order for the City to help this subdivision it
would have to be annexed into the City. The Council directed Mr. Forbes
to further investigate the matter.
RESOLUTION NO 361 - General Fund Budget for 1980 - 1981
City Manager Forbes explained that this resolution establishes
the budget necessary to operate the City's General and Revenue
Sharing Funds for the 1980 - 1981 fiscal year.

City Manager Forbes explained that this resolution establishes
the budget necessary for the operation of the City's Sewer and
Water Utilities for the fiscal year 1980 - 1981.

RESOLUTION NO. 360 - Millage Rate
City Manager Forbes explained this resolution establishes the
millage levy rate for the City at 3.277 mills, or an adjusted
millage rate that will raise an amount equal to the $234,240.32.

ORDINANCE NO. 212-C - Election of City Officers
City Manager Forbes explained this ordinance does not change
the procedure of our city elections; it merely updates the
code to comply with current state laws and the City Charter.

Next Tucsday s Public Ilearing Is then It Final Budget Adoption Hearing, In which
the general. public must be all.owed to speak or ask questions prior to any City
Council action on our Budget Resolutions, or 1,11.11 Levy Rate. AL this meeting,
we should also adopt Lhe below Resolutions on the Budget and M111age hale.
A brief description of the City's Budget Resolutions is as follows:
1. RESOLUTION 361 establishes the budget necessary to operate the City's
General and Revenue Sharing Funds. The expenditures of these budgets
remains unchanged; however, the Revenues have been reduced by $12,240
for the following reasons: $6,000 reduction in Occupational License - --
Pees, since they were increased approximately 50% instead of 100%;
$3,240 reduction in monies from the County Road and Bridge 'lax; $3,000
reduction in Revenues since City memorial sales have been discontinued.
These revenues are now budgeted as a reduction from Cash Reserves. As
I stated in the City's budget message, this is a respectable practice
for a short period, but must Ue avoided whenever possible. In L•he
previous two (2) Fiscal Years, Lila City has budgeted a small portion of
Cash Reserves to be returned to the taxpayers. However, we have been
fortunate 1n that in the course of the budget year, we have not actually
been required to use any of: the Cash Reserve Funds, which we have ear-
marked for Utility improvements.
2. RESOLUTION NO. 362 is the Sanitation Fund Budget of the City that is
necessary to operate the City's Sanitation Service.
3. RESOLUTION NO. 363 establ.islies the budget for the operation of our
Sewer and Water Utilities. Please note that this budget does not include
funds for the construction of improvements to the Waste Treatment Plant
since we do not yet know the exact costs of these improvements. Fund-
ing for these improvements is anticipated in part from Cash Reserves
and the Capital Improvement Fund.

City will still be able to obtain the amount budgeted from Ad Valorem
Taxation since the Properly Appraiser must recertify the asnessed
taxable value of property in the City after action by the Property
Appraisal Adjustment Board. The 'Prim Bill then gives the City three (3)
days to recalculate our millage so that the estimated dollar
income will be the same as predicted at the Budget and Milinge Hearings.

Thlc, Ordinance does not change any o1our present election procedures, and
the major amundmenta are as follows:
A. Section 7-.1 of the Coile was revised to read that our elections shall be
on the first 'Tuesday In Dvevniber'ns specified In the City Charter.
Presently, this Section states that cleetlonrt shouLd be held on the
second 'Tuesday of December. Section 7-3, Special Elections was also
revised to conform with tire Charter.
11. Sections 7-2, 7-10, 7-1.1., 7-L2, 7-18, 7-1.9, and 7-29 are recommended
by the City Attorney to be rcpvalcd. These Sections are obsolete since

Law.
C. Suction 7-23 "liours Books Kept Open" is revised to conform w.Lth the
State Law. Our present Code states that the Registration Books shall be
open at least 30 days before an election, while the State Lana requires
the Registration Books to be cle:sed 30 days prior to an election.
However, when the books are closed for an election, registration and
changes in registration are still accepted for all subsequent elections.

In an effort to improve communications with our City residents,
the City will periodically publish Newsletters to inform you of current
events in the City.
UTILITY RATES. As inflation increases, the costa of providing
water, sewer, and sanitation services to you also increases. For this
reason, the City's utility rates must also be adjusted to cover the full
cost of providing these services to you. This Fiscal Year, your water
and sanitation charges will remain unchanged. However, there will be an
increase in all classifications of sewer charges. The residential rates
have been increased from $6.75 per month to $11.85, and other classes of
sewer users have also been increased proportionally.
We understand that our citizens are concerned about this increase
in rates, and wonder why the costs of providing sewer services have
increased so much in only one year. The cost of providing sewer ser-
vices to you has only gone up about 8% over last year. However, in the
past, our citizens have never actually paid the full cost of providing
sewer services. Last year the City budgeted $128,000 of Water and Gen-
eral Fund Revenues to subsidize the sewer rates, and keep them as low as
possible to our customers. But this practice is no longer possible since
all of the Water Revenues must now go toward repaying a 1.7 Million
Dollar loan to improve our water system. General Revenues are no long-
er available to subsidize sewer rates since many of the City's Revenue
sources are actually declining, while our population is rising. This
situation has forced the City of Clermont to charge its sewer users the
full cost of providing this service to you.
