MINUTES
ANGULAR MEETING
A Regular MeetLnl; Of the L'!.ty Council of the City of. Clermont wall hold in the Council Chambers
on Tuesday, March 27, 1979 with the following members prurient: Councilmen Cole, Holley, and
Schroede.l.. Other officials present were: City Manager appointee Forbes, City Attorney Baird,
City Clerk Carroll, Acting City Manager/Finance Director Sanchcz, Public Utilities Director.
Davis, and Chief of Police Tyndal.. Others present were: Mr. and Mrs. SherrLll. Turner, and
Messrs. Sargent and Searles.
In the absence of Mayor Smoak and Mayor Pro-Tem Byrd, the meeting wall called to order at
7:30 P.M. by City Clerk Carroll, and a motion was entertained for designation of a presiding
officer. Motion was made by Councilman Cole, seconded by Councilman Honey and carried that
Councilman Schroedel be assigned to the Chair.
The invocation was offered by Mr. John Sargent, followed by repeating of the Pledge of
Allegiance in unison by those present.
The Minutes of the Regular Meeting held on March 13, 1979 were approved as written.
PUBLIC HEARING: STREET CLOSING REQUEST
Acting City Manager Sanchez advised of a request by Mr. Sherrill Turner for the closing
of a portion of Lake Avenue right-of-way between Osceola Street on the south, and the
Seaboard Coastline Railroad on the north; That the purpose of the request is to allow
him to sell a portion of his property containing two duplexes, which requires a lot
size of 20,000 square feet; That the existing street right-of-way is 100 feet in width;
That it had been determined that if only the outer 15 feet on each side. were abandoned.

he would have the required lot size; and, That inasmuch as the City would still retain
a 70' right-of-way which he felt was ample in the event that street construction in that
area is ever needed, he recommended that the request be granted. Mr. 'turner was present
in support of his request, and advised that if a portion of the street is abandoned,
enabling him to sell a portion of his property that would maintain the required lot
size, he would then retain the required property size on which he proposed construction
of twelve additional units. Inquiry was made from the Chair as to anyone present who
desired to address the matter, and there being none, motion was made by Councilman
Honey, seconded by Councilman Cole and unanimously carried that the request be granted
and the necessary Ordinance be introduced. Councilman Honey introduced AN ORDINANCE
UNDER THE CODE OF ORDINANCES OF THE CITY OF CLERMONT, FLORIDA, CLOSING AND PERMANENTLY
ABANDONING A PORTION OF LAKE AVENUE DESCRIBED AS THE EAST 15 FEET OF LAKE AVENUE AND
THE WEST 15 FEET OF LAKE AVENUE BOUNDED ON THE NORTH BY THE SOUTH RIGHT-OF-WAY LINE
OF THE SEABOARD COASTLINE RAILROAD AND BOUNDED ON THE SOUTH BY THE NORTH RIGHT-OF-WAY
LINE OF OSCEOLA STREET, and the Ordinance was read for a first reading by City Clerk 5
Carroll by title only.
SEWAGE PRETREATMENT w
Acting City Manager Sanchez advised Council of the availability of the necessary tanks
and equipment for utilizing Odophos in the sanitary sewer system to reduce the phos-
phorous levels of the effluent, and inquired of their desire to purchase two tanks . A
at a cost of $6,000, or enter into a lease agreement at $500 per year with an option
to buy and all rentals applying toward the purchase price. Motion was made by Council-
man Honey, seconded by Councilman Cole and unanimously carried that authorization be
granted for leasing the necessary tanks and equipment with the option to buy as outlined.
CABLE TV RATE INCREASE -
Acting City Manager Sanchez reported on a communication from TelePrompter wherein they �
advised of a 30C rate increase in their basic cable service effective July 1st, and, 1�
the installation of an earth receive station in the City which will provide additional 1.
channels to subscribers.

Councilman Schroedel ndvinud of a current project underway by a Committee of the local
Kiwani❑ Club to beautify the triangle area at the intersection of Fifth Street and
Minnehahn Avenue with plantings of giant marigolds, and proposed similar projects for
other arena in the City.

the result was: Ayes: honey, Cole, and Schroedel. Total Ayes: Three. Nayes: None.
Absent: Byrd and Smoak. So the Ordinance was adopted and the Number 193-C assigned to
it.
Councilman Honey introduced AN ORDINANCE UNDER THE CODE OF ORDINANCES OF THE CITY OF
CLERMONT, FLORIDA; AMENDING SECTION 26-25 (B)(2) OF ARTICLE VI OF APPENDIX A OF THE
CODE OF ORDINANCES; PROVIDING FOR RETAIL USE, and the Ordinance was read for a first
reading by City Cleric Carroll, by title only.
There being no further business to be brought before the Council at this time, the meeting
was adjourned by Councilman Schroedel at 8:13 P.N.

Dear Mayor and City Councilmen:
Due to the ever increasing costs of doing business, we
find it unavoidably necessary to increase the cost of
our basic cable service effective July 1,
The increase is only 30C which is far below the Presi-
dents anti -.inflation program, and our subscribers will
receive notice of this increase in their April bills.
I would like to add a bright note, however, to this
letter, in that we have installed an earth receive sta-
tion in Clermont to provide additional services to the
citizens of Clermont.
Effective April 1, our subscribers will be receiving
WTCG, Channel 17 from Atlanta, and by June, Showtime,
our premium movie channel. • Plus, we will be adding
C-Span, a direct broadcast from the house of Represen-
tatives in Washington, D. C.
Should you or any of the Council members have any ques-
tions regarding our rate increase or the additional
services, please do not hesitate to contact me.

In response to complaint" by resident" of odors cuuned by hydrogen nulfldo Plus- 'l'he
gas Is also it corronivu which could damage sewer linen. The injection of 11202 at
Lwo lift stations correets these two problems at it cont of approximately $17.000
per year.
Tile City began inventigaLing use of it product callud Odophoa, which would
reduce the phosphoroun (11) level" of the effluent. Thu Odophon could be injected at
the treatment plant to reduce phouphorou", but If injected at lift stations It would
eliminate the need for hydrogen peroxide since the Odophon will correct the odor
and corrosion problems In addition to reducing phosphorous.
The City was advised by Dr. yoltek that the sue of odophos could damage
result" of the Mar"hluul Study. However, tine study is scheduled to be completed in
two months. The City was recently granted only it 60-day variance to operate the
plant. We hope that taking steps to remove phosphoroun will help us obtain a tem-
porary operating permit.
Cost. In order to use the Odophos, two tanks will have to be obtained and
installed a[ coach of the two injection point". Using; city personnel to the maximum
extent possible, delivery, set-up, landscaplo p,, etc., will cost ..about ..$1300.for both__.,____;;,'
tanks. The two tanks can be purchased for $6000, or lensed for $500 per year. If we
lease, we retain an option to buy with all rentals applying toward the purchase price.
The only catch is we would have to buy the 0dophos from the owner as long as we
rented. It would appear to be in our favor to lease as long as the prices for the
Odophos are competitive. If the prices at some point become out of line, we could
exercise our option to buy and then purchase the chemicals elsewhere.
Tile cost of the Odophos would be guaranteed for one year, although delivery
cult could rise.

Recommendation. We recommend that we be authorized to contract to lease the
necessary tanks and equipment with the option to buy as outlined above.
