'file meeting wan called to order. at 10:05 A.M. by Acting Mayor Carlinlo A. Byrd, Jr., with the following nu:mburn prencnL•: Councilmen Sn:onk, Schroedcl, Iloney, and C010. Others prevent werc:City Manager Tlffnny, City Attorney Baird, Finance Director Sanchez, C111of of Po11.ao 'Tyadal, and Jan Sndth. Acting Mayor Byrd advised the purpose of the meeting was to canvneo the ballot and check the Certificate of Rcault of the General Election of the City of Clermont hold on December 5, 1978.` Upon canvassing the ballot and chocking the Certificate of Result, motion was made by Council- man Smoak, seconded by Councilman Iloney and unanimously cnrried that it be RESOLVED that the Certificate of Result of the General. Election of. the City of Clermont, Florida, held on Tuesday, December 5, 1978 be accepted and that a copy of the result be received into these minutes and made a part thereof, and BE IT FURTHER RESOLVED in accordance with the result of the General Election: THAT, CLAUDE E. SMOAK, JR., be, and is hereby declared, elected to the office of Mayor/Council member in Group 'Three (1II) of the City of Clermont for a two year term commencing on the fourth 'Tuesday in December of 1978; THAT, CARLISLE A. BYRD, JR., be, and is hereby declared, elected to the office of Councilmember in Group Five (V) of the City of Clermont for a two year term commencing on the fourth Tuesday in December of 1978; THAT, Inasmuch as none of the candidates for Councilmember in Group One (I) received a majority of the votes cast, it is necessary that the two candidates receiving the greater number of votes, namely RANDY 11. HONEY and LUCILE L. (Lucy) STYLES, enter the Run-off Election of the City of Clermont to be held on Tuesday, December 19, 1978, and that the candidate receiving the greater number of votes in said Run -Off Election shall be declared elected to the office of Councilmember for Group One (I) City of Clermont, for a two year term commencing on the fourth Tuesday in December of 1978; AND BE I'T STILL FURTHER RESOLVED and declared that upon qualification of said officers elected, and to be elected, as aforesaid, that they shall assume the duties of such office to which they are elected and hold the same and perform the duties prescribed by law.
