CITY MANAGER'S REPORT
City Manager Tiffany advised of a meeting of the local comprehensive
planning committee to be held in his office on Wednesday, September 28th
at 3:00 P.M. to have a preliminary look at the proposed local land use
plan, and he encouraged attendance by all interested persons.
City Manager Tiffany extended an invitation to Council and other
interested persons to attend the regular monthly fire drill meeringth

With ruAnrdn the recent ronlgnation of William Ilennenney an Director
of. the Lake County Pollution Control Board, motion wnn made by Mayor
Smonk, neconded by Councilman honey and unanimously carried that City
Attorney Baird be requested to prepare a Resolution of Council wherein
the City of. Clermont recognizes and acknowledges the many offorta put
forth by Mr. Ilennenney for Clermont in the city's pollution -connected
problems.
PROPOSED TOWN IIALL MEETING
Following extensive research and study of local waters and their related
problems by Mr. William Dailey, Chairman of the Lakes Improvement Com-
mittee, and his subsequent review of findings to Council, it was their
consensus that this information be made available to the public in an
open Town hall Meeting at which all aspects of water quality and water
problems shall be discussed. In lieu of a regularly scheduled council
meeting, a Town Hall Meeting shall be held in the Jenkins Auditorium on
Tuesday, November 8, 1977 at 7:30 P.M., and a large citizenry representation
is urged. _
CHRISTMAS PARADE
City Clerk Carroll read a communication from the Downtown Merchants
Association wherein they requested permission to block off certain streets
in the downtown area on Saturday, December 3rd from 2:00 P.M. to 9:00 P.M.
in order to sponsor a Christmas Parade, Sidewalk Sale, Carol Sing and
Block Party. Motion was made by Councilman Blackburn, seconded by Council-
man Byrd and unanimously carried that such a request be granted.
SUNSET LAKE DRAINAGE
City Manager Tiffany submitted a revised easement and resolution required
by the DOT for installation of a scaled -down drainage structure at Sunset
Lake, and recommended their approval. Motion was made by Councilman
Byrd, seconded by Councilman Honey and unanimously carried that the docu-
ments be approved and executed by the proper city officials.
LCI AGREEMENT t
City Manager Tiffany submitted a proposed "Work Operational Agreement"
between the City and the Department of Offender Rehabilitation which would
allow the city to supervise a work crew from Lake Correctional Institute.
Ile advised the agreement had been prepared by City Attorney Baird, had
been tentatively approved by LCI, and he recommended its approval and
execution for submission to LCI for final approval. Motion was made by
Councilman Blackburn, seconded by Councilman Schroedel and unanimously
carried that the City Manager's recommendation be accepted, and the
agreement be executed by the proper city officials.
ARTICULATED BUCKET TRUCK
City Manager Tiffany advised of the availability of obtaining a bucket
lift truck for use in a city tree maintenance program at an approximate
cost of $7000, and recommended that authorization for negotiation to
purchase the truck be granted. Motion was made by Councilman Blackburn
seconded by Councilman Honey and unanimously carried that the City
Manager's recommendation be accepted.

Bids were opened at 4 P.M., Friday, September 23 1n my office for
construction of Broome Street from 12th to Emerald Lakes. An advertisement
appeared in the South Lake Press on September 15, and ten contractors were
mailed notices.
The following bids were received:
LEECON, INC., Leesburg $33,500
SUPERIOR ASPHALT, Mt. Dora 35,430
CARROLL CONTRACTING, Inverness 41,305
SQUARE-G CONSTRUCTION, Leesburg 43,815
Our Engineer's estimate for this project was $31,510. The low bid
of $33,500 is $1990 (6%) over the estimated cost. Our 1/3 share will be $11,167. .
John Harder of Emerald Lakes, Inc., agrees that the Leecon bid should
be accepted.
I recommend accepting the low bid of Leecon, Inc. of $33,500 for the
construction of the Broome Street extension.

shall be done under the general supervision of the Engineer. The Engineer
shall deride any and all questions which may arise as to the quality and accept-
ability of materials furnished, wort: performed, rate of progress of work, inter-
pretation of Drawings and Specifications and all questions as to the acceptable
fulfillment of the Contract on I:he part of the Contractor.

SUBJECT: Articulated Ducket Truck
DATE: September 21, 1977
During budget discussions City Council members expressed
interest in a tree planting and maintenance program. We have numerous
large, old, valuable trees on City property, including right-of-way,
that need trimming and should be sprayed for destructive misletoe
and clump moss.
An essential piece of equipment to begin a tree maintenance
program is a bucket lift truck.
We believe that the truck owned by Bishop and Black Company
would be available to the City at a reasonable cost. The truck is a
45' articulated boom and dump body on a 1965 chassis. The entire
vehicle was reconditioned before Bishop A Black purchased it two years
ago. A power loper and saw are included. - —
For comparisons, we contacted a dealer in this type- of rebuilt
equipment. A comparable 1973 boom truck is being offered for $17,000
and a new 1974 model is $23,000. We cannot find other comparable used
equipment.
I recommend that you authorize negotiation for the truck owned
by Bishop and Black with an offer of $7,000.

SUBJECT: LCI Agreement
DATE: September 23, 1977
Attached is a "Work Operational Agreement" between the City
and the Department of Offender Rehabilitation which would allow the
City to supervise a five -inmate work crew from Lake Correctional
Institute. The agreement was drafted by the City Attorney and was
based on the Department of Transportation agreement. It has been ten-
tatively approved by LCI.
This agreement represents an important policy decision for the
City Council. We have had inmate crews working in the City before, but
under this agreement, regular City supervisors who have gone through a
half -day orientation would supervise the crew.
Inmates have already been selected by LCI officials for our
work crew and are available Monday, October 3. If this agreement is
approved, we will have to purchase a cover for the back of a pickup
to transport the inmates out of the weather.
I recommend that you authorize the appropriate official to
sign this agreement and that it be submitted to LCI for final approval.

The partles hereto, recognLzing the mutual benefits and connideraLtonn con-
tained heroin, covenant and agree an followo:
I. The LAKE CORRECTIONAL INSTTTUTE hereby agrees to provide inmates to
the CITY OF CLERMONT for the purpose of working on public work projects and further
covenants no follows:
a. Will provide the CITY OF CLERMONT with minimum or medium custody Inman
b. Will. be responsible for attempLing to apprehend an escaped inmate.
c. Will provide food for the inmate lunches.
d. Will provide orientation and training to the CITY OF CLERMONT super-
visors prior to their assuming responsibility for inmates.
e. Will notify the CITY OF CLEHMONT in the event a supervisor fails to
provide proper supervision of inmates and will have the option to refuse to check out
inmates to those who are consistently lax in their supervision.
- f. Will provide inmates who are physically able to perform manual labor..
g. Will provide transportation back to the Department of Offender
Rehabilitation facility, LAKE CORRECTIONAL INSTITUTION, for inmates that become incapacl-
tated during the work day.
h. Will be responsible for administering all disciplinary action against
inmates for infractions committed while under the supervision of the .City of '
Clermont,' Florida. NOTE: This will require cooperation of the CITY OF CLERMONT
staff.
i. Will determine when inmates may not be checked out for work due to
conditions beyond the control of LAKE CORRECTIONAL INSTITUTE.
II. The CITY OF CLEMONT agrees that it will provide public work projects for
the inmates and further covenants as follows:
a. Will pick up inmates at LAKE CORRECTIONAL INSTITUTION and will
transport inmates back to LAKE CORRECTIONAL INSTITUTION at the end of the work day.
b. Will work up to five (5) inmates each day.
C. Will be responsible for assigning inmates to work projects and
supervising the work on these projects. Only employees that have been orientated will
be authorized to supervise inmate work crews.

d. Will call the institution when sovere medical emurgancy arises which
could endanger life or limb. The inmate will be trannported innedintely by the CITY OF
CLERMONT to Lite near.eut medical facility. As noon an possible a telephone call will be
placed to Lite LAKE CORRIXTIONAL INSTITUTION notifying the officials of the incident and
where Lho inmate has been takmt. Cont of emergency medical treatment• directly due to

U. Will notify Lite institution officials when an inmates escapes.
f. Willnotify the institution officials of any trouble with any inmate.
I{. Will provide all tools, equipment and personal items such as gloves,
boots, bard hats, etc., necessnry to perform work 1n it safe and effective manner.
It. Will make its staff available to Department of Offender Rehabilitation
for orientation training prior to assuming responsibility for supervision of inmates.

CLASSIFICATION AND ASSIGNME

Medical grade number 2 may be considered if recommended by the Modical Department and
approved by Lha Superintendent of his deolgnuted representative,. Only permanently
assigned inmates, of this institution will be assigned to City of Clermont Squads.
WORK SQUAD IDENTIFICATION CARDS
The Security Department of this institution will prepare work Squad ideudificatlon
cards on the inmates assigned to the City of Clermont Squad on the day that inmates
are assigned to the nqund. These cards will be turned over to the officer stationed
at Lila front gate and they will be received each morning by the employee of the City
of Clermont who received that inmate at the front gate. These cards will include Such
information an the individual Inmate's name_, age, number, housing assignment, length
of sentence, offense, date sentenced, (into received at J,C1, county committed from,
height, weight, build, complexion, hair color, eye color, marks and scars, home of
record, notification record and job assignment (special vocational skills indicated in
this section by Classification). A picture should also be attached.
NOTE: Normal gate pass cards will be prepared and kept In the Control Room and normal
procedures will be followed by Control. Room personnel upon check -in and check-out of
these work squads.
WORK SCHEDULE
Crews will. be operating on a five-day week consisting of eight (8) working hourspar
-
day plus travel time to the City of Celrmont work site and bnck to the institution.
(Note: Specific days and hours will be added as determined).
MEAL ARRANGEMENTS
The Food Service Department will be responsible for making Sure that an early breakfast
is prepared for inmates assigned to these squads. Preparation of a bag lunch and pre-
paration for a late supper will be done if needed.
EMERGENCY NOTIFICATION
Emergency notifications will be the responsibility of the City of Clermont personnel
involved in this agreement. Emergency notifications will be made for the reasons
prescribed in section to the below listed numbers.

Dear Mayor Smoak:
The Downtown Merchants Association would like permission
to sponsor a Sidewalk Sale, Christmas Parade, Carol Sing and
Block Party in the Downtown area on Saturday, December 3, from
approximately 2:00 p.m. to 9:00 p.m.
The Sidewalk Sale would begin at 2:00 p.m. and consist- of
merchandise and food booths sponsored by local merchants,
religious and civic groups. We request permission to block
off the downtown streets as indicated on the attached map from
2:00 p.m. to 9:00 P.M.
Tenative plans are for the parade to begin at 4:00 p.m.
and to originate at the west end of Montrose Street --march east
on Montrose to Lake --north on Lake to Minneola--west on Minneola
back to 12.th. Street. We request that these streets be cleared
of parked vehicles for the duration of the parade.
Following the parade, we would have Santa talking to
children, a Carol Sing and music until 9:00 p.m. This activity
would center around Montrose and Eighth Streets.
Your immediate attention to this request would be greatly
appreciated as we don't have much time to co-ordinate the many
activities.

Attached are copies of a revised easement and resolution
required for installation of a scaled -down drainage structure at
Sunset Lake. The property involved is about 60 x 110 feet at the
northwest corner of the lake.
The redesigned structure is a comparatively simple trash
retainer and oil skimmer. It would not require the removal of any
trees, and is in line with the revised design requested by the City
and approved by the Lake County Pollution Control Board.
I recommend approval of these documents.
